The Cultural, Economic and Ideological Underpinnings of America’s ‘Europe First’ Strategy, 1940-1941 “That those threats to the American way of life and to the interests of the United States in Europe, Latin America and the Far East – against which threats the huge new defence program of this country is directed – all stem, in the last analysis from the power of Nazi Germany.”1 “The Atlantic world, unless it destroys itself, will remain infinitely superior in vigor and inventive power to the too prolific and not too well-nourished Orientals.”2 “Since Germany is the predominant member of the Axis Powers, the Atlantic and European area is considered to be the decisive theatre. The principal United States Military effort will be exerted in that theatre.”3 Nearly seventy years have passed since the Roosevelt administration tacitly accepted the 'Europe First' policy as the controlling element of American grand strategy in the Second World War. Three generations of historians have traced the genesis and evolution of “the most important strategic concept of the war”.4 Most of the scholarship centres on how the official documents and reports shaped American strategic policy. We know that American war planning began before the US was actively engaged in battle and that the Navy had a prominent voice in matters of strategy. We know that President Franklin D. THE PHILLIPS L. GARMAN COLLECTION Papers, 1907-1946 (Predominantly, 1930-1946) 3 linear feet Accession Number 537 L.C. Number These materials were placed in the Archives of Labor History and Urban Affairs in February, 1972 by the International Socialists. Phillips Garman was with the A.F. of L. in 1934, and the Dept. of Economics at the University of Chicago in 1936. From 1938-41, he was the Director of Research for the International Printing Pressmen's and Assistant's Union in Pressmen's Home, Tenn. He entered government service in 1941, where he became chief of the War Production Board's industrial relations section. In June of 1945, he was appointed co-chairman of the Wage Stabilization Board, where he worked directly with W. Willard Wirtz who was chairman. Subsequently, he worked with the U.A.W. in their education department, and is now teaching at the University of Illinois. The papers reveal the part played by the A.F. of L. in the organ- ization of the unskilled industrial workers, particularly the auto workers, from 1934-1936. They reflect Mr. Garman's position as research director for the International Printing Pressmen's and Assistant's Union and his position in the government on the National Wage Stabilization Board. Important subjects covered in the collection are: A.F. of L., its relation with the auto workers unions and strikes called in this early period, 1934-36 Auto Labor Board, 1934-35 Company Unions, 1934-36 C.I.O. ABSTRACT Title of dissertation: A HISTORY OF THE INTERNATIONAL LABOR COMMUNICATIONS ASSOCIATION Matthew C. Bates, Doctor of Philosophy, 2012 Dissertation directed by: Professor Linda Steiner Philip Merrill College of Journalism Keywords: labor, unions, press, media, journalism, International Labor Press Association, ILCA, ILPA, AFL-CIO, social movements This dissertation examines post-World War II debates within U.S. unions over the role and character of the labor press. I use archival sources and interviews to construct a history of the International Labor Communications Association (ILCA). The AFL-CIO created the ILCA (originally, the International Labor Press Association) in 1956 to strengthen communications with union members and the public. Representing hundreds of publications, the ILCA remains the only national organization of journalists working on behalf of U.S. unions. The debates over the role and character of union media are put in the context of social movement and organization theory. Like most modern social movements, organized labor exists as both a set of bureaucratic institutions and as diffuse agglomerations of individuals struggling against dominant social actors. Policies and practices that prioritize the needs of union organizations and leaders (i.e. tendencies towards “business unionism”) frequently conflict with the needs and impulses of rank-and-file workers (“social movement unionism”). The debates I examine—a campaign in the 1960s to win AFL-CIO support for community-based labor newspapers; divisions among union editors and leaders in the 1980s and 1990s over the use of electronic technologies for national public relations instead of local campaigns; a dispute in the late 1990s over editorial freedom for union journalists—express the underlying tensions between business and social-movement unionism. -

THE CONTROL OF LABOR THROUGH UNION DISCIPLINE MILLER D. STEEVER* In an age of rapid change new arrangements and combinations in society are in process of transferring the situs of authority and of materially modifying that degree of emphasis which so frequently determines its reality. While much is said about the official agency of the community called the government, one finds innumerable unofficial agencies of a political and economic character which, operating within the margin of permissible conduct laid down by the government, determine in practice the scope of individual action. A type situation of such form of control results when in a given industry most of the available labor supply is organized in a trade union, and most of the available jobs are controlled by an incor- porated employer or association of incorporated employers. If the union and the employer have entered into a closed union shop agree- ment, and if the union determines who shall be admitted into it, then to the extent that trade union membership is the dominant factor the rules and management of the union fix the opportunity to work. -

A host of programs were added that in themselves ac- count for a substantial share of the growth of government in the twentieth cen- tury, and the propensity to add new programs increased. The New Deal was the result of a unique concatenation of forces: the unprecedented magnitude of the contraction, the political accident that the party favoring bigger government was out of power when the contraction began, and the unique personalities of Hoover and Roosevelt were among the most important. Moreover, as many historians of the Great Depression have recognized, there was an important ideological factor in the equation: intellectuals had already been converted to the cause of an expanded federal sector.
