7581 WIMBORNE MINSTER TOWN COUNCIL MINUTES of an informal meeting of the PLANNING & ENVIRONMENT COMMITTEE via video link held on FRIDAY 9 JULY 2021 at 10.00 am. The Committee was minded to support the request from a local resident to Dorset Council to install a ‘No Through Road’ traffic sign in Westfield Close at residents’ expense. TOWN CLERK’S DECISION – that the request be supported, and Dorset Council be advised accordingly. 36 DORSET COUNCIL CAR PARKING CHARGES REVIEW (Min 15 – 14.05.21) The Assistant Town Clerk submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix B to these Minutes in the Minute Book. The Chairman informed the meeting of the proposed Strategy to standardise all car parking charges throughout Dorset which did not appear to affect Wimborne Minster residents unduly. Further to this, the Chairman urged all Members present and residents listening to the meeting to complete as individuals the 7582 Planning & Environment Committee – 9 July 2021 Car Park Permit Survey which was available on Dorset Council’s website. The Committee was minded to support the proposals within the draft Strategy. TOWN CLERK’S DECISION – that Dorset Council be informed that the Car Parking Strategy is supported. 37 PLANNING APPLICATION APP/19/00955/P – LAND NORTH OF OAKLEY LANE, MERLEY (Min 163 – 03.12.19) The Town Clerk dictated to the meeting a proposed draft response to the Planning Application APP/19/00955/P. This was supported by Members. However, it was noted that some last- minute additional comments to this proposed draft response had been suggested by Cllr Richmond. The Town Clerk would incorporate these, if relevant, to the final text to be submitted to the BCP Council. A copy of the final response incorporating most of Cllr Richmond’s comments appears as Appendix C to these Minutes. 38 PLANNING APPLICATION 3/21/0840/FUL – PARK FARM, LEIGH ROAD The Assistant Town Clerk submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix D to these Minutes in the Minute Book. The Town Clerk dictated to the meeting a proposed draft response to Planning Application 3/21/0840/FUL, a copy of which appears as Appendix E to these Minutes. This was supported by Members. TOWN CLERK’S DECISION - that the formal comments of the Town Council on this planning application, attached as Appendix E to these Minutes, be forwarded to the Planning Department at Dorset Council. 39 JULIANS BRIDGE – PEDESTRIAN SAFETY The Assistant Town Clerk submitted for information a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix F to these Minutes in the Minute Book. The Committee noted the comments from the Head of Highways at Dorset Council contained in the report regarding the request for a pedestrian bridge at this location. 7583 Planning & Environment Committee – 9 July 2021 40 TOWN CENTRE – REPLACEMENT LITTER BINS The Town Clerk submitted a report, a copy of which had been circulated to each Member and a copy of which appears as Appendix G to these Minutes in the Minute Book. The Committee was minded to support the proposed replacement of 10 litter bins in the town centre with those of a larger capacity. TOWN CLERK’S DECISION – to inform Dorset Council accordingly. 41 COMMUNITY SPEED WATCH UPDATE (Min 14 – 14.05.21) The Town Clerk reported that the details of 12 volunteers had been passed to Dorset Police to organise the necessary Community Speed Watch training. The Chairman urged anyone who was interested in volunteering for this initiative to contact the Town Council office with their details. 42 MAJOR CORE STRATEGY DEVELOPMENTS (Min 18 – 14.05.21) The Town Clerk reported that no update had been available from the Planning Officer and if any was subsequently received, these would be circulated to Members. The Chairman reported that regarding the application by the developers relating to the Cuthbury footpaths, a Planning Inspector had visited the site and the decision of the Secretary of State was awaited. She added that with regard to the Cranborne SANG Paths these were not yet finished and a top layer was to be applied to the surface. 43 PLANNING DECISIONS The Assistant Town Clerk submitted for information a schedule of planning decisions made by the Local Planning Authority, a copy of which had been circulated to each Member and a copy of which appears as Appendix H to these Minutes in the Minute Book. 7584 Planning & Environment Committee – 9 July 2021 44 PLANNING APPLICATIONS The Assistant Town Clerk submitted for information, a schedule of comments on planning applications made by Members, a copy of which had been circulated to each Member and a copy of which appears as Appendix I to these Minutes in the Minute Book. Signed …………………………………… Dated ……………… Town Mayor and Chairman of the Council Wimborne Minster Town Council PLANNING AND ENVIRONMENT COMMITTEE Subject: Appendix A – Westfield Close – Request for Traffic Sign Date: 9 July 2021 Author: Assistant Town Clerk Dorset Council has received a request from a resident of this road to support the installation of a ‘No through Road’ traffic sign at Westfield Close. The request was received by email on 25 June 2021 and reads as follows: “A number of people have asked if a sign could be erected at the top of Westfield Close indicating “no through road”. People seem to think they can get through to the Town by taking the left arm of the Close and end up U turning. I have spoken to the County survey officer who tells me there is no budget for new signs. I said that residents would meet the cost within reason and he asked me to seek your support for putting the sign on the lamppost at the junction and for getting a cost estimate. Grateful if you could help with this.” This proposal seems eminently sensible particularly since the residents are paying for the sign. It will also avoid unnecessary traffic movements. I hope Members will support the proposal. Wimborne Minster Town Council PLANNING AND ENVIRONMENT COMMITTEE Subject: Appendix B – Dorset Council Car Parking Review Date: 9 July 2021 Author: Assistant Town Clerk Members will recall that Dorset Council wrote to the Town Council in January 2021 regarding the county wide Car Parking Review project. The project had been set up with the intention to align parking charges across Dorset Council car parks, on-street parking and car park permits. Dorset Council was seeking the names of Councillors who wished to participate in the second phase of the project and attend a Working Group to discuss local issues and opinions regarding car parking charges. On 29 January 2021, the Planning and Environment Committee resolved to appoint Cllrs March, Shirley and Wheeler to the Working Group. These Councillors have continued to keep the Town Council updated with progress and discussions of the Working Group. On 21 June 2021, the Town Council received further correspondence from Dorset Council about the commencement of a consultation on the proposed Charging Strategy (please see Appendix 1). Dorset Council would like to gain a better understanding of how the strategy works for individuals and the local community. The consultation runs until 16 July 2021. Further to this, Dorset Council Parking Services Team is requesting feedback via an online survey on a new car park permit(s) stating that the purpose of the new car park permit(s) is to give regular car park users better value for money on their parking. Having reviewed the content of this survey, it is recommended that it is completed by Members and residents as individuals only. The consultation for the Car Park permit survey closes on 11 July 2021 and is available via the Dorset Council website. Members are asked for their views and comments on the proposed Parking Strategy.
