2 July 2021 Dear Councillor You are invited to join a virtual informal meeting of the PLANNING & ENVIRONMENT COMMITTEE to be held on FRIDAY 9 JULY 2021 at 10.00 am. Yours sincerely Town Clerk Members of the public are advised that because of the Covid restrictions the Town Council is unable to meet face to face nor are formal meetings permitted to be held virtually from 7 May 2021. As a consequence, the Council’s committees will meet informally in the same way as they did formally but the Town Clerk will make the decisions under delegated powers after each meeting based on the discussions held by Councillors. Members of the public and press will still be allowed to listen and watch the informal meeting in audio mode only using Zoom. To avoid disruption the public and press will not be displayed on video or be able to be heard by the meeting. Members of the public are still invited to submit questions to the Committee in writing by 9.30 am on the day before this meeting (i.e. Thursday, 8 July 2021) using the following email address: [email protected] or by delivering a hard copy of the question to the Town Hall, West Borough. A G E N D A 1 Apologies for absence. 2 WESTFIELD CLOSE – REQUEST FOR TRAFFIC SIGN To consider the report of the Assistant Town Clerk (copy herewith). 3 DORSET COUNCIL CAR PARKING CHARGES REVIEW (Min 15 – 14.05.21) To consider the report of the Assistant Town Clerk (copy herewith). 4 PLANNING APPLICATION APP/19/00955/P – NORTH OF MERLEY, LAND NORTH OF OAKLEY LANE, POOLE (Min 163 – 03.12.19) To determine the Town Council’s comments on the planning application APP/19/00955/P Outline planning application for the phased development of up to 600 dwellings (C3 Use Class) and up to a 62-bedroom care home with the formation of access points to the site, public open space, allotments, play areas, attenuation basins, associated services, infrastructure and highway works, suitable alternative natural greenspace (SANG), car parks and associated works. 5 PLANNING APPLICATION 3/21/0840/FUL – PARK FARM, LEIGH ROAD To determine the Town Council’s comments on the planning application 3/21/0840/FUL Erect 75 residential dwellings. This application proposes to re-plan part of the permitted Quarterjack Park Development (granted under PA 3/15/0789/COU), resulting in an uplift of 18 units. A copy of the Planning Statement giving the reasons for the application together with the site plan are attached (copies herewith). 6 JULIANS BRIDGE – PEDESTRIAN SAFETY To note an email response dated 18 June 2021 from the Head of Highways regarding the request for a pedestrian bridge at this location (copy herewith). When prompted, insert Meeting ID and Password as below: Meeting ID: 958 3626 0645 Password: 908977 Wimborne Minster Town Council PLANNING AND ENVIRONMENT COMMITTEE Subject: Item 2 – Westfield Close – Request for Traffic Sign Date: 9 July 2021 Author: Assistant Town Clerk Dorset Council has received a request from a resident of this road to support the installation of a ‘No through Road’ traffic sign at Westfield Close. The request was received by email on 25 June 2021 and reads as follows: “A number of people have asked if a sign could be erected at the top of Westfield Close indicating “no through road”. People seem to think they can get through to the Town by taking the left arm of the Close and end up U turning. I have spoken to the County survey officer who tells me there is no budget for new signs. I said that residents would meet the cost within reason and he asked me to seek your support for putting the sign on the lamppost at the junction and for getting a cost estimate. Grateful if you could help with this.” This proposal seems eminently sensible particularly since the residents are paying for the sign. It will also avoid unnecessary traffic movements. I hope Members will support the proposal. Wimborne Minster Town Council PLANNING AND ENVIRONMENT COMMITTEE Subject: Item 3 – Dorset Council Car Parking Review Date: 9 July 2021 Author: Assistant Town Clerk Members will recall that Dorset Council wrote to the Town Council in January 2021 regarding the county wide Car Parking Review project. The project had been set up with the intention to align parking charges across Dorset Council car parks, on-street parking and car park permits. Dorset Council was seeking the names of Councillors who wished to participate in the second phase of the project and attend a Working Group to discuss local issues and opinions regarding car parking charges. On 29 January 2021, the Planning and Environment Committee resolved to appoint Cllrs March, Shirley and Wheeler to the Working Group. These Councillors have continued to keep the Town Council updated with progress and discussions of the Working Group. On 21 June 2021, the Town Council received further correspondence from Dorset Council about the commencement of a consultation on the proposed Charging Strategy (please see Appendix 1). Dorset Council would like to gain a better understanding of how the strategy works for individuals and the local community. The consultation runs until 16 July 2021. Further to this, Dorset Council Parking Services Team is requesting feedback via an online survey on a new car park permit(s) stating that the purpose of the new car park permit(s) is to give regular car park users better value for money on their parking. Having reviewed the content of this survey, it is recommended that it is completed by Members and residents as individuals only. The consultation for the Car Park permit survey closes on 11 July 2021 and is available via the Dorset Council website. Members are asked for their views and comments on the proposed Parking Strategy.
