SETTLEMENTS 8 County Durham Settlement Study September 2017 Planning the future of County Durham 1 Context 1 Context County Durham has a population of 224,000 households (Census 2011) and covers an area of 222,600 hectares. The County stretches from the North Pennines Area of Outstanding Natural Beauty (AONB) in the west to the North Sea Heritage Coast in the east and borders Gateshead and Sunderland, Northumberland, Cumbria and Hartlepool, Stockton, Darlington and North Yorkshire. Although commonly regarded as a predominantly rural area, the County varies in character from remote and sparsely populated areas in the west, to the former coalfield communities in the centre and east, where 90% of the population lives east of the A68 road in around half of the County by area. The Settlement Study 2017 seeks to provide an understanding of the number and range of services available within each of the 230 settlements within County Durham. (a) Identifying the number and range of services and facilities available within a settlement is useful context to inform decision making both for planning applications and policy formulation. The range and number of services within a settlement is usually, but not always, proportionate to the size of its population. The services within a settlement will generally determine a settlement's role and sphere of influence. This baseline position provides one aspect for considering sustainability and should be used alongside other relevant, local circumstances. We have also had a Biodiversity project, based at Rainton Meadows, which until 2013 carried out conservation projects to protect the rare species. It is hoped that the “RPR” will act as a stimulus for local botanists to make special efforts to improve the database by recording these species. The register will be used to increase our understanding of the status and distribution of the rare species, and to aid and promote their conservation. Muggleswick Park is recorded as a Deer Park in Durham HER (D2227) ‘Muglingwyc’ is recorded in the Boldon Book of 1183, and held Prior of Durham. The Grange was built by Prior Hugh de Derlington in the mid 13th century. Muggleswick Park was enclosed in the mid 13th century, probably as a deer park. After the Dissolution of the Durham monastery in 1539, Muggleswick passed to the Dean and Chapter of Durham Cathedral. Although the land was owned by the Bishop and he retained the hunting rights, the Prior was given licence to assart (enclose and cultivate) 160 acres at Muggleswick in 1259, and use additional land as pasture. The prior was forbidden from installing a deer leap (a ditch and bank which allowed deer to leap in but not out of the park). The cultivated lands were extended and documents from the late 13th century record the bishops granted over 1200 acres of wood and waste at Muggleswick to the Prior and monks of Durham. A charter dated 1259, was granted by Bishop Walter de Kirkham to Prior Hugh de Derlington and the Convent licence ‘to enclose and impark their wood in the vill of Muclingwic’.
