"Our museums are vital cultural hubs. They bring history, heritage and art together, but more importantly, they bring people together. The story of our province is broad, full of knowledge and connects to the world." Honourable Leela Sharon Aheer, Minister of Culture, Multi culturalism and Status of Women (Alberta Museums Association 2020 Annual Report)

In 1961, a group of interested citizens established the Tofield Historical Society and the Tofield Museum. These pioneers established the foundation of an organization that could preserve the history of Tofield and surrounding areas for many years to come. The year 2021 will be the 60th year of operation of the Tofield Historical Society and the Tofield Museum. This achievement was possible by the many volunteers of our community that believed in the importance of preserving the history of Tofield and surrounding communities. These communities are primarily identified by the school districts ofAmisk Creek, Anderson, Hastings Lake, Ketchamoot, Lakeshore, Lindbrook, Mackenzie, Spilstead, and Woodlawn. In the 1950s, when the County of Beaver, now known as Beaver County, was incorporated, these rural schools became part of the newly created county. While Anderson (now called Bardo Recreation Center), Spilstead, Hastings Lake and Lindbrook no longer exist as school districts, the residents of these areas maintain community halls and an active social life. Our annual meeting isa great time to take inventory of the contributions of our volunteers to our community. As I reflect on the 2020 operating year, I was privileged to be your president and to be involved in the many exciting projects that the society undertook. I am grateful for the continued support of our Tofield Historical Society (THS) Board of Directors and our volunteers. THS thanks all who served diligently on the Board. For all the meetings held in the past year, we were able to achieve a quorum so that no meetings were postponed due to lack of The 2020 year proved to be a challenge with many restrictions in place due to the COVID 19 pandemic. Visitors had to prearrange visits to the Tofield Museum by contacting the Town of Tofield office. These requests were redirected to Lorraine McNeely who contacted the visitors to arrange a suitable time for a guided tour. Sometimes, when Lorraine or I were working in the Nature Centre, visitors would arrive unannounced, expecting the Nature Centre and Tofield Museum to be open. On these occasions, Lorraine and I provided guide tours through the Nature Centre and the Tofield Museum. We requested that all visitors wear masks, sanitize their hands, and refrain from touching any of the exhibits. Fund raising proved to be a challenge as there were so few visitors to the Tofield Museum. In addition, THS was unable to sell many copies of Ta/es of Tofield 2. However, THS was able to secure the following grants to assist with three projects of the society: . The grant from Beaver County will enable THS to replace the singles on the roof of the AGT building and to install eaves to the roof extension. A donation from Busy B will assist with the repairs to the ACT building; . The grant of from Claystone Waste Ltd. will enable THS to reprint 100 copies of Ta/es of Tofield (2004). A donation from Wild Oats and Notes Music Festival will be used to assist with the printing of Ta/es of Tofield; and . A grant $2,000 from Canadian Heritage - Museum Assistance Program, will used to assist with some of the expenses of the three planned projects. The THS is grateful to Beaver County, Claystone Waste Ltd., and Canadian Heritage for the grants that our society received in 2020.

Thank You We extend an enormous thank you to Vanita Eglauerwho provided valuable advice and assistance on matters pertaining to the operations of the society. Vanita prepared and submitted an application to the Government of through the Canada Summer Jobs Program. However, ThlS was not successful in receiving funding for the 2019 summer season. However, with Vanita's assistance, THS was able to receive a grant of $2,000 from Canada's Museum Assistance Program, COVID-19 Emergency Support Fund. In addition, Vanita assisted with the grant applications to Beaver County and Claystone Waste Ltd. We thank the Town of Tofield for their continued financial support towards the maintenance of the Nature Centre and the Tofield Museum. We thank Miriam and Randy James of James Built Saddlery for their diligent attention to the safety and security of our building. Mary Taylor The planning for the relocation of the Tofield Museum to Beavertiifl Lake Nature Centre Museum began on July 4, 1996. From July to Octo&er. I revtewed documents pertaining to (he collection at the Tofield Museum, intwviwwd curators and consenators, and collected materials for the cleaning and packing erf artifacts My work. inducted 100 hours of volunteer work and 200 hours of practicum. Volunteer hours were used to prepare volunteers and materials for the purpose of moving artifacts to the new location. The pt^cticum consisted of 200 hours-- 150 hours spent on the Relocation Project and 30 hows spent on writing a draft copy of a collections management policy for Tofisld iWuseum. The remaining 20 hoyrs werg used to attend a number of coiwaes relevant to museum work, I prepared a list of artifacts that fit into twsnly themes which could be used to tefl the history and setttemefil of Tofield and surrounding area. In order to facilftate the move, I contacted the staff of the Atberta Museum Association (AMA) and the Ukrainian Cultural Heritage Village (UCHV) for assistance in conducting a cleaning and packing workshop. Audrey Yardley-Jones (AMA), Jamas Englebert, Head of Conservation Services (UCHV)- Memie Smrth, Co-ordinator (UCHV). and conservators Mia Bachkowsky and Zofia Zffllvadash conducted this workshop on Novwnber 8, 1996. They trained volunteers to clean and pack textiles, po/calains, ceramics, metals- and wooden artifacts. As many of you may know, my wife was a recipient of a Double Lung Transplant, which ultimately gave me more than 12 more great years with her in my life. I have recently become aware of a Province-Wide initiative called WALK TO BREATHE, and it hit close to home, in a very positive way. One Alberta man is walking over 500km from to Edmonton, to raise Awareness and Funds for The Lung Association of AB & NWT - please read the full story at www.ab.lung.ca/walktobreathe . This is his 2nd year with this initiative, and it's one that I, personally, will be supporting. IN FACT, I want to do more than I can from my Mayoral chair in Claresholm, by issuing a friendly Province-Wide Challenge to ALL Alberta municipalities and their overall communities. I encourage you to raise money and help battle the far-reaching, and devastating effects of Lung Disease for 1 in 5 Aibertans, not to mention the toll it takes on family and friends. Watching another human being struggle to breathe is a very scary ordeal, and one that I know all too well. I humbly ask for your participation in this challenge, from June 14th through to July 23, 2021, at which time, we see which community shall receive exclusive bragging rights as Alberta's 'COMMUNITY that CARES'.

While lighthearted in this challenge, it is a very important cause, and I hope to spearhead some strong participation across the province . ..

Dear Minister Madu, Re; Village of Caroline Support for the RCMP Our council wishes to advise they do not in support of the Government of Alberta's Initiative to replace the RCMP with an Alberta Provincial Police Sen/ice (APPS) as affirmed in the responses from many municipalities. Council has concerns with the province establishing an APPS despite 65% of respondents indicating non-support. The costs oftransitioning to an APPS are unknown and the increased operating costs will undoubtedly be borne by the communities. The municipalities are currently bearing a substantial amount of policing costs and are not willing to accept unknown additional increases that will be inevitable from a transition to an APPS. This cannot be done within a short time frame to offer expertise and services currently provided to AIbertans by the RCMP. Our Village developed a collaborative relationship with our local RCMP detachment over many years and is satisfied with the level of service and degree of responsiveness received and their involvement. Council encourages the Government of Alberta to abandon the transition study and continue efforts to work with the RCMP to achieve better outcomes. Yours Truly

Re: Alberta Provincial Police Service (APPS) At the Regular Council meeting for Improvement District No. 9 on May 13th, 2021, Council reviewed the plan proposed by the Government of Alberta to replace the RCMP in Alberta with a Provincial Police Service. Please be advised that the Municipal Council for ID9 is strongly opposed to the creation of this proposal. After reviewing the Fair Deal Panel's Report to Government (as well as the many letters currently circulating from Municipal elected officials) 109 Council is voicing its firm opposition to the APPS. There are several particularly concerning items identified in the Fair Deal Panel's report, namely: the Fair Deal Panel's recommendation to proceed with developing a proposal for a Provincial Police Force, despite only 35% theof Albertans Canadian believing federation. the police force would contribute to the desired outcome of helping Alberta better assert itself with Provincial and municipal governments possibly absorbing $112.4 million policing costs currently covered by the federal Model).government (which would be in addition to the increasing policing costs incurred by municipalities under the Police Funding

Furthermore, and perhaps most importantly, we have an excellent relationship with our local RCMP detachment and feel no need to replace them with a Provincial force. The RCMP in Lake Louise and Banff have always been responsive to community needs and feedback, and have consistently delivered professional, quality public safety services in our communities. In addition, ongoing collaboration between both Detachments and ID9 Council has resulted in a positive and adaptive presence in the region. We have not been provided with adequate proof that the formation of the APPS would result in better outcomes for Albertans, especially when considering the increased costs to our rate payers. ID9 Council is urging the Government of Alberta to listen to Municipal Leaders as well as the results of the Fair Deal Panel's report and shift efforts to improving RCMP relationships and resources in the Province. Re: Letter of Support to retain the Royal Canadian Mounted Police (RCMP) in Alberta

Minister, On behalf of Smoky Lake County Council, I am writing to express our ongoing support for the Royal Canadian Mounted Police (RCMP) as our province's police force. In doing so, I note that we are joining dozens of other rural and urban municipalities in expressing deep concern at the prospect of replacing the same with an Alberta provincial police service (APPS), which the province is currently studying. During your presentation at the AUMA/RMA Policing Summit in February of 2021, you spoke of Albertans "demanding democratic, community—based policing, a renewed commitment to improving policing in the province, and the need for police to work with community partners and citizens to ensure effective community policing. " Minister, I am pleased to say that our community enjoys democratic, community—based policing. Our local RCMP detachment meets with us regularly as part of their commitment to optimal two-way communication that invites, welcomes, and listens to our input, and our detachment also works with our municipality and our citizens as community partners. The Policing Transition Study being undertaken by our province is in response to the Fair Deal Panel's (FDP recommendation #14: Create an APS to replace RCMP. The FDP reported that 68.5% of respondents were) from and Edmonton regions. Calgary and Edmonton have their own police services, which should be considered when studying the transition from the RCMP. Another FDP finding was that only 35% of respondents supported the idea of creating an APS. Finally, in the Alberta Police Federation survey from October of 2020, it was found that "replacing the RCMP is viewed as a least helpful measure tested to improve Alberta's place in Canada." Only 8% say replacing the RCMP helps a lot, only 6% support replacing the RCMP, 81% of Albertans

Page 1 of 2 served by RCMP are satisfied with the service they receive, and 70% of Albertans oppose replacing the RCMP with an expensive new provincial police service. There is so much convincing support for the RCMP in Alberta, and, with the strong and effective RCMP that serve us well in Alberta. Our Council supports the programs, initiatives, and progress of the RCMP in meeting our community's policing demands. We certainly have not seen compelling evidence that replacing the RCMP would result in better outcomes, particularly considering potentially increased operational (and transitional) costs. Direct consultation with municipalities regarding the creation of an APPS has been inadequate. If municipalities who are served by RCMP detachments are excluded from this conversation, valuable information and feedback is left. The Alberta Government already implemented a new police funding model which requires that communities under 5,000 such as ours are already increasingly paying substantially more for policing. Continually doing more with less is untenable. In closing, I again reiterate our Council's support for the RCMP remaining as Alberta's police force. Smoky Lake County enjoys a positive and collaborative relationship with our local RCMP detachment, and we hope that the province will heed the concerns of many communities, rescind the ongoing study, and instead focus on other more productive options moving forward. Upon review of information made available by AUMA it has become abundantly clear to our entire council that blindly forging forward would come at an enormous cost to our province, and specifically its residents. The newly established Police Funding Model has already delivered a hit to small rural urban municipal budgets with a relatively small impact felt in terms of day-to-day deliverables in our communities. Continuing with a benefitProvincial in service.Police Force would come at an exorbitant cost with no assurance with a Just today, S&P Global Ratings has downgraded Alberta's credit rating from 'A+' to 'A' while cautioning that additional downgrades in the near future are very possible if new fiscal measures are not adopted in a post-COVID 19 Alberta. The exploration of an Alberta based Police Force was merely financial as there is no evidence suggesting a dissatisfaction with the quality of service offered by the RCMP to the magnitude that would warrant such an expense. To ask any and all residents of this province to fund such an ill-advised endeavor can only be viewed as an un-sound decision based on an act of ignoring facts, and more importantly, the voice ofAlbertans. With the Provincial Government's reduction into MSI funding over the next few years and considering the infrastructure maintenance investments that all Canadian municipalities face over the coming years, local government budgets are already being stretched beyond their limits. Where exactly does the Provincial government envision the funding of a Provincial Police Service coming from? Undoubtedly, they will ask municipalities to pay, ultimately forcing local councils to play 'bad cop' by increasing municipal taxes in order to fund Provincial downloading. It is our opinion that the Provincial government needs to seriously re-evaluate its priorities. The Village ofMilo council stands with:

Dear Honorable Madu, The Stave ly Town Council discussed the provinces proposal of an Alberta Police Force Service at length during the Council meeting dated May 25, 2021. We, as a Council, feel strongly against replacing the RCMP with the provinces proposed Alberta Provincial Police Service (APPS). The Town ofStavely and the local RCMP detachments have worked hard to develop, achieve and maintain a unified relationship over many years. As with any relationship it takes dedicated and focused work on behalf of both parties to achieve a mutually beneficial outcome. The Town of Stavely has been and continues to be more than satisfied with the level of service, the commitment to our community and the degree ofresponsiveness from each detachment that has served the Town ofStavely. The Council is also extremely concerned with the plans to replace the RCMP with an Alberta Provincial Police Service (APPS) and the associated financial constraints this will cause our residents in these unprecedented times and in the future. Re: Royal Canadian MountedLPolice and Provincial Policinq Council for the Town of Mayerthorpe strongly opposes the establishment of a provincial police force and unanimously supports the continuation of the Royal Canadian Mounted Police (RCMP) as Alberta's primary law enforcement agency. The Royal Canadian Mounted Police are the foundational law enforcement agency in our nation and in Alberta. The RCMP are as iconic and recognized as the Canadian Flag. The Royal Canadian Mounted Police service continues to be a beacon for people of all nationalities fleeing from the lawlessness of other countries. The agency continues to be held in a position of utmost respect throughout the world. Mayerthorpe Town Council does not support the Fair Deal Panel recommendation to establish a provincial police force. Council has no issue with the service we are currently receiving from our local RCMP detachment in Spirit River. The RCMP regularly appear at Council meetings to update Council on happenings in the region and have always been responsive to our requests for service. They are partners in assisting the municipality in managing the community. It would be discouraging and costly to our ratepayers to have them removed and replaced. In reviewing information available, we do not see where a new police force would improve efficiency, or quality of life for our residents. In fact, as our challenges remain economic based, changing out the current system with a new system appears that it will result in an increase of economic burden on our operation. Council agrees with the other municipalities whose letters have been copied to us that Province should be focusing their efforts on working with the RCMP. RE: Town of Father Support for the RCMP Dear Minister Madu, This letter is presented os a token of support on behalf of the Town of Falher towards the Royal Canadian Mounted Police (RCMP) and also as a motion of opposition to the Provincial Government's recent proposal for an Alberta Provincial Police Force. Upon review of information made available by AUMA it has become abundantly clear to our entire council that blindly forging forward would come at an enormous cost to our province, and specifically its residents. The newly established Police Funding Model has already delivered a hit to small rural urban municipal budgets with a relatively small impact felt in terms of day to day deliverables in our communities. Continuing with a Provincial Police Force would come at an exorbitant cost with no assurance with a benefit in service. Just today, S&P Global Ratings has downgraded Alberta's credit rating from 'A+' to 'A' while cautioning that additional downgrades in the near future are very possible if new fiscal measures are not adopted in a post-COVID19 Alberta. The exploration of an Alberta based Police Force was merely financial as there is no evidence suggesting a dissatisfaction with the quality of service offered by the RCMP to the magnitude that would warrant such an expense. To ask any and all residents of this province to fund such an ill-advised endeavour can only be viewed as an un-sound decision based on an act of ignoring facts, and more importantly, the voice of Albertans. With the Provincial Government's reduction info MSI funding over the next few years and considering the infrastructure maintenance investments that all Canadian municipalities face over the coming years, local government budgets are already being stretched beyond their limits. Where exactly does the Provincial government envision the funding of a Provincial Police Service coming from? Undoubtedly, they will ask municipalities to pay, ultimately forcing local councils to play 'bad cop' by increasing municipal faxes in order to fund Provincial downloading. It is our opinion that the Provincial government needs to seriously re-evaluote its priorities.

Dear Minister Madu RE: Proposed Alberta Provincial Police Services Red Deer County stands in solidarity with fellow municipalities across Alberta in our support of the Royal Canadian Mounted Police (RCMP) as the premier choice for our province's police force. In reviewing the Fair Deal Panel: Report to Government, it is with displeasure that Council notes the proposal did not consider current provincial challenges such as struggling economies and tighter budget realities. Please be advised that Council vehemently opposes the creation of an Alberta Provincial Police Service (APPS). Council has concerns that the Alberta government would charge forward with a plan to replace the RCMP with APPS when the National Police Federation notes that a new provincial force would cost Alberta taxpayers at least $112 million more a year than they are currently paying. Focused efforts should not be on causing further economic burden to County residents and ratepayers. The implementation of the Police Funding Model (PFM) in April 2020 has already stripped our municipality and many others of the opportunity for input and consultation powers with regard to local policing through the suspension of municipally-funded enhanced policing positions. The Fair Deal Panel recommendation is to proceed with developing a proposal for a provincial police force, despite only 35% ofAlbertans believing it would contribute to the desired outcome of helping Alberta improve its position in the federation. In addition, the 2020 Alberta Police Federation survey concluded that "replacing the RCMP is viewed as a least helpful measure tested to improve Alberta's place in Canada." Eighty-one percent of Albertans served by the RCMP are satisfied with the service they receive, and 70% ofAlbertans oppose replacing the RCMP with an expensive new provincial police service.

In closing, Red Deer County Council does not foresee where a new police force would improve efficiency or quality of life for our residents and ratepayers. In fact, as economic challenges remain coming out of a pandemic, changing out of the current system would only increase economic burden on our municipality and taxpayers in the Province of Alberta. Red Deer County wholeheartedly appreciates our strong working relationships with all five (5) of our local RCMP detachments, recognizing the hard work over the years building trust and working relationships on the foundation of respect. We ask that the Government of Alberta reassess priorities and abandon the transition study through the Police Act review to focus efforts towards upgrades to the criminal justice and social support systems in the Province to achieve better outcomes. There needs to be an opportunity for open dialogue between the Province and municipal stakeholders on this issue - we strongly encourage all efforts should be focused on working with the RCMP to achieve the desired community results all Albertans need.

The purpose of the first study was to consider water supply needs of customers on the Highway 14 System and alternatives for supply. The purpose of the second study was to determine what the Transmission Line Fixed Charge should be in order to develop a reserve account for the replacement and/or upgrades to this pipeline. The purpose of the third study was to determine what the Distribution Line Fixed Charge should be in order to develop a reserve account for the replacement of the distribution pipelines and facilities. Alt Fixed Charges that are collected are intended to be placed in reserve accounts for future use. The Commission Board of Directors has agreed to charges that are considerabiy less that the engineering studies recommend. This leaves the commodity rates, which is the cost per cubic meter of water, to fund the annual operating budget. Commodity rates have been kept as low as possible over the years to make water as affordable as possible. With inflation, revenues have fallen behind and it is no longer possible to present a balanced budget. Consequently, commodity rate increases are required. As we move into the future the Highway 14 Regional Water Services Commission will strive to be completely sustainable, meeting the needs of the present without compromising the ability of future generations to meet their own needs. As a follow up of the conversation between the Town ofTofield CAO, the Commission CAO Michael Bolch and Brent dark, we would like clarification on the following.

In the Commission letter dated May 5, 2021 it states as follows:

"The Commission owns and operates approximately 280 km of water mains and associated pumps, controls and reservoirs. This Infrastructure has a limited lifespan. Replacement of this infrastructure must be planned to keep this system operational."//

While, Council understands the need to build reserves for capital replacement, our question is this increase for Capital Replacement for equipment related to the Transmission Line. If so, the Town ofTofield already contributes in excess of $10,000 per month termed as "Transmission Charge". Your administration indicated that this "Bulk Commodity Rate" is for the shortfall in operational budget and not for Capital purposes. This is vastly different than what was advertised publicly and communicated to the partner municipalities. I would appreciate you providing confirmation of the use of the increase of the Commodity Rates that are being collected.

THE HIGHWAY 14 REGIONAL WATER SERVICES COMMISSION has had several engineering studies conducted in an effort to develop a rate model that reflects the full cost accounting of operating the Hwy 14 Regional Water System. The Commission owns and operates approximately 280 km of water mains and associated pumps, controls and reservoirs. This infrastructure has a limited tifespan. Replacement of this infrastructure must be planned to keep this system operational. With much consideration the Commission has approved a commodity rate increase under Bylaw 21-3 to take effect June 1, 2021. Increases will be noticed on the June 30 invoices. Changes to rates are as follows:

Distribution Commodity Rate has been increased from S3.755/'m3 to $4.515/m3. Bulk Commodity Rate has been increased from 53.505/m to $3.815/m3. Non-Member Commodity Rate has been removed and the Distribuiion Commodity Rate will apply Truck Fill Rate has been increased from $5.293/m3 to $5.993/m3.

Recommendation: That Council approve the following appointments to the Intermunicipal Subdivision and Development Appeal Board and the Intermunicipal Assessment Review Board: Jennifer Goertzen Term expires March 31, 2024 Cathy McRae Term expires March 31, 2024 Al Reynolds Term expires March 31, 2024 Discussion: The Town of Tofield is a member of the region's Joint Subdivision and Development Appeal Board (SDAB) and Joint Assessment Review Board (ARB). Each Board consists of the same members. The terms of appointment are staggered to maintain experience on the Board from year to year. A maximum of ten public-at-large members may be appointed to the Boards. There are currently seven members, which is sufficient at this time given the minimal number of hearings required throughout the region. The terms of three of the members (Jennifer Goertzen, Cathy McRae, and Al Reynolds) have expired. Jennifer Goertzen and Cathy McRae have been members of the SDAB and ARB since 2010. They have attended SDAB and ARB hearings and maintained their certification on both Boards. They are interested in renewing their appointments. Al Reynolds has been a member of the SDAB and ARB since 2013. He has attended SDAB and ARB hearings and maintained his certification on both Boards. He is interested in renewing his appointment.

Alternatives: 1. Council may approve the appointments to the Intermunicipal Subdivision and Development Appeal Board and the Intermunicipal Assessment Review Board. 2.
