From the Sandymount Dart Station: Follow the Exit signs and turn right onto Sandymount Avenue. Continue until you reach the traffic lights (Bewley’s Hotel and the Four Seasons Hotel will be directly in front of you). For the RDS Main Complex (Hall 1 – 7) then turn right onto Merrion Road and the Main Complex is situated on the left hand side (Merrion Road).

We will be using three rooms during the Ard Fheis:

• The Shelbourne Hall - This will be the main hall. • The Minerva Suite - This will host a number of the motions workshops, along with the Treasurers’ Report, and will be used on both Friday and Saturday. • The Concert Hall - This will host a number of fringe meeting and the organisation workshop, and will be in use on Saturday only.

7 Leader’s Welcome General Secretary’s Welcome Seán Dorgan, General Secretary

Welcome to our 74ú Ard Fheis and welcome back to the RDS. I hope you enjoy this weekend’s Ard Fheis, get an opportunity to contribute to the many debates and, of course, meet once again with fellow members from around the country. It’s over 12 months since we last met. Last year’s Ard Fheis was a truly historic one. Our party had probably never met in such uncertain times. Many commentators had questioned whether we had a future at all. Yet the message from our delegates and members was clear. More members attended last year’s Ard Fheis than any other party’s Seán Dorgan national conference – over 4,500. That was a clear statement of commitment by our organisation to the renewal Fianna Fáil General Secretary programme embarked upon by An tUachtarán in 2011. In addition, last year’s Ard Fheis adopted sweeping reforms, introducing One Member One Vote (OMOV) and really empowering our members. It was a highly participative weekend and delegates were welcome and encouraged to participate fully in all debates. The feedback was that it was an honest appraisal of where we were at and at the same time offered a roadmap for renewal. Over the past year, we have made steady progress on our renewal journey. Our focus has been on the introduction of the OMOV programme. This has proven to be very successful. More than 17,000 members had signed up by March 31st 2013. This is a remarkable achievement and great credit is due to the membership and organisation around the country for embracing this initiative so enthusiastically. Be assured that we will now work to live up to our side of the deal! We will improve communication with our members: members will receive more frequent communication, hopefully more relevant and timely. We will also launch a national recruitment drive later this year inviting members of the public to join us on our journey. I encourage you to invite friends and colleagues locally to join Fianna Fáil. We need to ensure that our Party is an open, welcoming and dynamic political organisation, fully representative of Irish society. In addition, over the past year, significant progress has been made on our Party debt, which is dealt with in more detail in the Report of the Joint Honorary Treasurers, later in this Clár. The support of our organisation for our fundraising initiatives, in very challenging economic times, is very much appreciated and is so central to everything we do. Just this year, because of the success of our Superdraw, we were able to purchase a printing press, which is now based in Mount Street. This will be of significant assistance to us in arming our candidates and councilors with as much material as possible to help them in a practical way as they campaign in their communities. I’ll be writing to all CDCs and councillors shortly with details of this initiative. Over the past two years, we have had to reduce the number of staff employed both at and Headquarters. We now have a much smaller team than heretofore. They are a very committed group of people who work tirelessly for the Party. I want to record my sincere thanks to each of them for everything they

Visit the Ballsbridge Hotel (formerly Jurys & the D4) over the Ard Fheis weekend and enjoy live music from “The Boys From The Black Stuff” on both Friday and Saturday nights. 13 Ógra Year in Pictures Ógra Fianna Fáil Uachtarán Ógra Fianna Fáil, Kate Feeney

The past year has been one of much activity and achievement for Ógra. We are now the largest youth political organisation in the country, having recruited a record 1,500 new members during the past 12 months. Our recruitment was strongest in the universities and colleges, but a massive effort was made to ensure that members signing up in third level institutions were similarly signed up in their home constituencies. This proved successful and we are seeing these local cumainn becoming stronger and more active.

Kate Feeney Since the last Ard Fheis, Ógra held our National Youth Conference in Sligo which took place in Uachtarán Ógra February of this year and was attended by over 500 delegates. I was honoured to be elected to the position of Uachtarán Ógra Fhianna Fáil and look forward to working closely with the all Ógra members over the coming year, in particular the new Central Officer Board: Mark Stokes – Policy and Campaigns Director Enda Costello – Recruitment and Membership Director David Ryan – Events Director Fintan Phelan – Third Level Organiser Emer O’Donovan – Munster Organiser Helena Kelly – Dublin Organiser Conor Kelly – Connacht Ulster Organiser Thomas Foy – Leinster Organiser Peter Armstrong – Northern Organiser The weekend of the conference was very encouraging for all members of the party; the level of engagement and debate amongst Ógra members on a wide range of issues was both stimulating and educational. I am looking forward to building on these ideas with members. At the conference, Cumann Caoimhín de Barra, from NUIG, won the Gobnait O’Connell award for Ógra of the Year for a record third time, a true testament to the work they are doing. The prize for best delegation went to the Padraig Pearse Cumann from DCU, while Conall Mac Conmara took home the prize for Best Maiden Speaker. Since then, Ógra have been hard at work, with members travelling to Meath to contribute to Senator Thomas Byrne’s campaign in the Meath East By-Election. We have launched a National Organ Donor Policy and have submitted a Policy on Seanad Reform to this Ard Fheis.

Fianna Fáil has recently invested in creating an in-house design and print facility, intended to make it easier and more affordable for representatives and cumainn to produce and distribute their own Party material. Fianna Fáil has always been a Party grounded in local community life. We need to be out and about, canvassing, campaigning, distributing material, knocking on doors, and getting to know our neighbours and constituents. In 1973, after Fianna Fáil finalised negotiations on Irish membership of the EEC Ireland became a fully- fledged member of the new European community. Building on the work of Sean Lemass, and the first Fianna Fáil , Dr. , Fianna Fáil MEPs have continued the strong Fianna Fáil tradition of positive and effective engagement with Europe over the past 40 years. The economic crisis has shown just how intertwined the economies of Europe are and also demonstrates how we must work together across the EU 27 Member States to tackle the crisis, create jobs and improve living standards. The stands at the heart of these efforts and the Fianna Fáil MEP team is deeply engaged in this work. The European Parliament is the only directly elected body amongst the EU institutions, with 754 MEPs elected from across the continent. Fianna Fáil is part of the ALDE political group, the third largest political grouping in the Parliament, holding the balance of power between left and right. The current Fianna Fáil MEPs, Liam Aylward MEP, Brian Crowley MEP and Pat the Cope Gallagher MEP work effectively with their colleagues from across the European Union to prioritise issues of concern for Ireland and Irish citizens. Some key policies which the Fianna Fáil MEP team are working on in the European Parliament at present include: Common Agricultural Policy – MEPs will play a deciding role on the future of the CAP in trilogue negotiations over the coming months. We have been fighting for a CAP that will protect the family farm, ensure a fair return to active farmers; will incorporate the sustainable and environmentally friendly farming practices in Ireland with good quality produce at affordable prices for consumers. Commons Fisheries Policy – Building on Pat the Cope Gallagher’s amendments in the European Parliament’s Trilogue Negotiations will now reshape the CFP. Common Fisheries policy must reflect the needs of Irish fisheries such as effective regionalisation, dealing realistically with discards and an adequate regime for small scale, coastal and island fisheries. Horizon 2020 / Innovation Union - Horizon 2020 is aimed at securing Europe’s global competitiveness. Running from 2014 to 2020, with an €80 billion budget, the EU’s new programme for research and innovation is part of the drive to create new growth and jobs in Europe. The Fianna Fáil Futures Group is an informal grouping established to facilitate greater participation in politics by people of all ages, particularly those who are starting out in their working life. The Futures Group is currently active in Dublin, Meath East and Galway with plans to expand to Cork, Limerick and Waterford. Founded by young grassroots members of Fianna Fáil, the group aims to host talks, seminars and activities focused on providing information to members and involvement in policy generation. It aims to help position Fianna Fáil as a party that promotes enterprise, innovation and involvement at grassroots level. The Futures Group is working to function as a mechanism for promoting activism within the existing cumann structure and offers opportunities for engagement in policy for both prospective and existing members of Fianna Fáil. We are delighted to be returning to the RDS for the 74ú Ard Fheis. We gather for our Ard Fheis at a time when Ireland and its people are still facing enormous challenges. We will consider constructive solutions that will be put forward to assist in the recovery of our economy, and our country. The weekend is also an opportunity to continue our path to renewal. This is a historic Ard Fheis, as it is the first party event to operate under the new membership rules. Following that historic decision at last year’s Ard Fheis, this weekend will be a further opportunity to implement additional reforms that will further democratise our Party and place the members at the centre of all key decision Dara Calleary TD making in Fianna Fáil. Joint Honorary Secretary Responding to the Nation’s Challenges - A Fairer Way Since the 2011 election, we have sought to be a responsible opposition party, particularly in light of the scale of the challenges facing our country. We do not believe in opposition for the sake of opposition and have been offering alternative solutions when we cannot support those proposals tabled by the government nationally or locally. Our parliamentary party have tabled over 40 different Bills in the lifetime of this Oireachtas. Our PP, Ógra, and the Fianna Fáil Futures Group, have published a range of policy papers on many pressing issues. Our councillors across the country have also been innovative in addressing the local challenges faced by their communities.

Micheál visited Belfast in March 2013 and addressed party members at the William Drennan Cumann at Queens University. We thank Micheál for his tireless commitment to leading our party and in particular, we thank his wife Mary and their family for their support to him in his work on our behalf. Policy Conferences & Local Policy Meetings A key aim of the renewal process is to encourage members to take a greater and deeper involvement in policy development. A number of events have been held in the past 13 months to facilitate this aim. The National Education Conference, held in Galway in June 2012; the National Conference on Health Policy and on Budget 2013, held in Dublin in November 2012; and the National Agriculture Conference, held in Dublin in March 2013, allowed party members to engage with experts, policy partners and party spokespeople in the various areas. These discussions will continue to feed into policy development. Senator Mary White hosted two excellent lunches in Dublin & Cork, focusing on mental health in these challenging times. The events had a combined attendance of over 700 and as well as providing fine policy fora, were also excellent social events. Michael Moynihan TD has been appointed as Director of Elections for the Local Elections. Fianna Fáil Administration A number of changes have occurred in Fianna Fáil Headquarters during this period. Our Director of Organisational Development, Aidan O’Gorman, left Party Headquarters to return to education, whilst Kim Murphy has departed her position as Head of Research. We thank both of them for their commitment over many years. After Clare, Cork South Central achieved just over €27,000, Wexford raised just over €26,000 and Limerick County raised just over €24,000. Another CDC worthy of mention is Waterford CDC, as the most improved. Waterford raised €4,550 in 2010, but raised in excess of €15,000 in 2012. Particular thanks to Jim O’Neill and his team for organising the Draw in 2012 and making Waterford a particular success. In 2012, the National Collection increased by approximately €30,000 on the previous year. Again, returns by CDC are presented below. With about three weeks to go until a major national collection weekend, we are calling on all members to make a special effort to ensure that the National Collection is taken up at every church gate in every CDC. The National Collection is not only an important fundraiser for Fianna Fáil, it’s also an opportunity for Fianna Fáil to be active in the community. We are particularly proud that the Party’s fundraising model has changed significantly in recent years. In 2012, approximately 90% of all contributions came from donors who gave us €100 or less. As a Party, our focus on fundraising is on smaller contributions from members and supporters. We are firmly committed to continuing to build on the successes of recent years in fundraising. The National Collection and National Super Draw are vitally important to achieving this. We ask you to do what you can to help us increase the returns for both the National Collection and National Draw in 2013. Time for Voting: Polling will commence at 10:00am and will close at 3:00pm on Saturday 27th April 2013. Please note delegates wishing to vote will have to be within the voting registration area not later than 3:00pm.

Voting by PRSTV: Voting delegates shall vote in order of their preference in accordance with the rules of the PR single transferable vote system (Electoral Act 1992). Delegates may vote for any number of candidates by placing their preference vote 1,2,3,4 etc in the boxes provided opposite the names of the candidates who are listed in alphabetical order. A ballot paper is valid as long as a first preference is recorded. To enter the voting registration area all voting delegates must produce a form of identity which includes a photograph (ie driver’s licence, passport, Garda ID), and their delegate pass.

Voting Security: No other ID will be acceptable for entry into the voting area. A ballot paper will only be issued to a delegate in possession of a delegate pass, and valid photo ID. Each delegate ticket will be specific to that particular delegate and only that person will be allowed to use this ticket. Only current members of the Party listed on the Fianna Fáil Headquarters database will be eligible to vote. Delegates may not re-enter the registration area or voting area under any circumstances.

Resolutions Ard-Fheis Standing Orders and Governing Procedures

Procedure: The ruling of the or the presiding Leas-Cathaoirleach on all matters of procedure is final.

Resolutions: Resolutions submitted by units and listed on the Clár may be moved by a delegate from that unit. Priority shall be given to a delegate from the unit and other delegates may be permitted to move or speak to a resolution.

Amendment to a Resolution: An amendment may be moved only if notice of the proposed amendment has been given in writing to the Cathaoirleach and it has been accepted as relevant. An amendment proposing a direct negative to a resolution may not be moved.

Decisions on Resolutions: Decisions will be made by a show of hands. In the event of the Cathaoirleach being unable to decide the outcome of any vote, a count will be made by tellers. Only voting delegates are eligible to be counted showing their official delegate tickets to the tellers.

Speakers on Resolutions: The proposer to a resolution is allowed two minutes to speak. Speakers to a resolution are allowed two minutes to speak.

Every year the Organising Committee liaises with the Gardaí over safety and security at the Ard- Fheis. We want the security to be as unobtrusive as possible but do have to ensure the safety of our members attending. Please co-operate with any requests made to you by Gardaí and security staff during the day. Security personnel have the right to refuse admission. Your ticket must be visible at all times. This ticket is valid only if accompanied by valid photo ID, for example:

• Driver’s Licence • Passport • Department of Social and Family Affairs Client ID • Garda Age Card

Your ticket is traceable to the holder and his/her cumann. Access to the auditorium will be on a first come - first served basis. If you lose your ticket, report it immediately to the Enquiries/Ticket Collection Office who will advise you on obtaining a replacement. Every member will be asked to show their ticket accompanied by their membership card at the entrance to the convention centre. Large items of luggage and coats are not allowed in the conference venue. Please keep items to a minimum to speed up the admission process.
