When collecting and discussing the case studies, the working group attempted to make the educational aspects of these cultural projects more explicit by making a direct reference to the ‘Key Competences for Lifelong Learning’, as developed by the EU in 2006. Therefore, some basic information is provided with each case study as an introduction, including a reference to the relevant Key Competence. It must be underlined here that this is just a first step in what the group sees as a long-term process, in which cases studies will be collected and conclusions will be formulated on how to benefit from a closer synergy between education and culture in a European context on the basis of such case studies as well as other information. The European context is increasingly sensitive to the role the culture and the arts can play in fostering creativity and innovation, as being addressed in the EU Year of Creativity & Innovation 2009.

    11 Översikt av utlands- organisationen 11.1 Utlandsmyndigheter De 102 utlandsmyndigheterna under Utrikesdepartementet har vanligtvis en mycket nära kontakt med de kontor som Exportrådet och Invest in Sweden Agency (ISA) kan ha inom ett visst land. På åtskilliga platser delar ambassader och generalkonsulat lokaler med dessa myndigheter (bl.a. i New York, Los Angeles, Toronto och London). Storleken på ambassaderna varierar mycket. De mindre ambassa- derna kan ha två–tre tjänstemän utsända från UD i Stockholm, medan de större kan ha mellan 15 och 35 utsända. Bland dessa kan finnas tjänstemän som är anställda av andra departement än UD. De kan vara kulturråd, försvarsattachéer, lantbruksråd, arbetsmark- nadsråd osv. Deras uppgift är att bevaka endast sina special- områden. Vid alla utlandsmyndigheter finns också lokalt anställd personal, som normalt arbetar med konsulära frågor, informa- tionsfrågor eller har administrativa uppgifter. Exempel på städer med större ambassader är Washington D.C., London, Bryssel, Moskva och Paris, medan betydligt mindre ambassader finns i exempelvis Amman, Dublin och Rabat. På flera platser i utvecklingsländer är utlandsmyndigheterna finansierade över biståndsanslaget, och ambassadören ofta en högre tjänsteman från Sida. Sida har f.ö. ett antal mindre kontor i utlandet utan anknytning till UD:s utlandsorganisation. Samtliga utlandsmyndigheter ska sedan några år ha ett s.k. främ- jandeuppdrag och en tjänsteman med ansvar för press-, informa- tions- och kulturfrågor (PIK). Graden av uppgifter och uppdrag inom PIK-området varierar dock kraftigt mellan utlandsmyndig- heterna. Verksamheten planeras på grundval av den s.k. ”utsignal” som ges från Utrikesdepartementet en gång per år.
