Vol 2 Pac 3 NIT4 PUBLIC HEALTH ENGINEERING DEPARTMENT Tender Document for Providing ,Installation & commissioning of 102 Nos Reverse osmosis Scope of Work Plants , including operation and maintenance for a Specifications period of seven years on after installation in various water quality affected villages of IEC Materials & Rajasthan in block Deeg & Kaman of district Drawings Bharatpur (Region Bharatpur) NIT No.04 /2018 -19 VOLUME -II TENDER- DOCUMENT ADDITIONAL CHIEF ENGINEER PUBLIC HEALTH ENGINEERING May-2018 DEPARTMENT REGION, Bharatpur Tender Document For Providing Installation & commissioning of RO plants NIT04/2018-19 1. BACKGROUND In Rajasthan total 20643 habitations are quality affected (as on 1-4-17) out of which 6695 habitations are fluoride affected 12800 habitations are salinity affected, 1143 are nitrate affected and 5 are iron affected. To provide potable water to these habitations is top priority of state government As providing water through sustainable surface sources particularly in Rajasthan is a time taking solution therefore state Government has planned to give interim relief to these quality affected habitations by providing potable water through installation of Community water purification plants based on Reverse Osmosis (RO) technology by treating the in-situ ground water. 2. SCOPE OF WORK FOR BIDDER:- The bidders will be responsible for: a) Providing, installation and commissioning of complete 500 LPH (Liter Per Hour) Reverse Osmosis Plant operating on single phase power supply (up to Raw water TDS 8000 PPM) and 1000 LPH operating on 3 Phase power supply (for Raw water TDS above 8000 PPM) (as per specification given in Annexure-IV) along with raw water and treated water storage tanks including construction of waste water disposal system and submitting test report of output water from departmental laboratory within specified timeframe and thereafter its operation and maintenance for 7 Years . b) Designing reverse osmosis plant (combination of Ultra Filtration with Reverse Osmosis) to treat ground water in each village and provide potable water of BIS standards, as per site requirement. The pre-treatment of underground raw water before feeding to Reverse Osmosis(RO) plant shall be through micron cartridge filter and Ultra Filtration. c) Providing, installation and commissioning of Solar/ Battery operated Cluster dispensers (a standalone Cement Ring Structure having storage water tank of 1000 liter and automated water dispensing unit with remote /Online tracking of each transaction through Remote monitoring and data logging), wherever required, within specified timeframe and thereafter its operation and maintenance for 7 Years. The stored water should be passed through Ultra Violet System (Function- to disinfect water kill bacteria and micro-organisms) before dispensing to villagers/ consumers. The battery backup should be sufficient to provide backup for at least 8 hours. The bidder may opt for hybrid system (Solar/ Battery/ Grid power) at his own expenses to reduce battery backup and no additional payment will be admissible to bidder on this account. The specification of cluster dispenser shall be as per specification enclosed at Annexure-IV B. d) Transporting water from mother Reverse Osmosis Plant to Cluster dispensers, wherever installed, through Water tanker having tank of about 3000 liter capacity made from virgin material of Food Grade Quality, suitable for the purpose of providing / storage drinking / potable water fitted with Submersible pump to transmit water from water tanker to Cluster dispenser. e) Carrying out work at locations finalized by concerned Additional Chief Engineer region. The work is predominately for rural areas; however, the department Volume II NIT No 04/2018-19 Page 1 Tender Document For Providing Installation & commissioning of RO plants NIT04/2018-19 may also include adjoining urban areas within the district in the list of locations at the time of award of work. f) Making Power connection at RO plant shelter and all electrical fittings up to the power meter of DISCOM although power connection charges will be borne by the department. g) Construction of housing structure for RO plant, which should be stable & should last for around 15 years (refer Annexure III). The bidder may install containerized RO plants for faster execution of work as per specification enclosed at Annexure IV (A) . Other related works / terms and condition will remain strictly as per Tender document and no additional payment will be admissible to bidder on account of providing containerized RO plants h) Making connection for raw water within 50 meter from the source provided by department and construction of waste water disposal system using appropriate method & technology and waste water should not impose any environmental hazard. One 15mm tap should be on waste water disposal pipe for use of waste water. i) The bidder have to establish service center for O&M of Reverse osmosis Plants with at least one office in Region of ACE PHED concerned. Bidder will create a network of service engineers to bring downtime to maximum 48 hrs. He will find and train the operator of the plant. The bidder will keep all the spare parts and consumables available with them for the entire O&M period of RO Plants. j) Delivering potable water from plant site that meets BIS norms at all times. k) The contractor shall take intensive IEC activities in the villages/ habitations where installation is proposed. The IEC activities shall be started at least one week prior to installation of the unit/ supplies and shall be carried out up to minimum one month after installation. For IEC activities to be taken up at the time of installation, the user group shall be selected from the villagers/ occupants of habitations preferably the educated persons and/or government employees, reputed persons. At least 2 persons per village/habitations shall be selected. During this period audio/visual methods of educations such as showing videos etc shall also be used as per directions of Engineer-in-charge. The training program should be designed to include at least the following: To educate habitants by conducting intense IEC activity which mainly involves conducting focus group meetings, Inter personnel communication, Folk dances, Chopal meeting, exhibition, installation of posters, Wall paintings, distribution of Pamphlet, conducting video shows etc. by the contractor for creating awareness among village community regarding ill effects of consuming contaminated water and its remedies. Contractor has to carry out at least 6 type of IEC activity in villages where RO plant shall be installed. The IEC material should mention sale price of water (20 Paisa per liter), name of operator, mobile number & other details. Sample IEC material is enclosed at Annexure-V. Installation of approved posters by engineer-in charge at prominent places of villages/ habitation 50 nos of size 2’ x 3’. Providing at least 20 wall painting of minimum size 3’x4’. Conducting village level Video shows minimum 3 times in a village/habitation (only video film approved by department) Preparation of video films of IEC activities conducted by bidder for submission to Engineer in Charge l) Follow up IEC shall be taken up on the day to day basis during O&M period which shall include training of selected/ identified residents regarding working and O&M Volume II NIT No 04/2018-19 Page 2 Tender Document For Providing Installation & commissioning of RO plants NIT04/2018-19 of plant. Regular meetings with the residents shall be organized, preferably on holidays. Contractor should keep record of IEC activity conducted by him. m) Putting of departmental Promotional Slogan as approved by Engineer-in charge. n) Carrying out any other related works / activities as may be necessary for successful completion/ operation of work assigned. o) Providing potable treated water, which is to be supplied to the general public at the site of RO plant (and at Cluster dispenser, wherever installed) at 20 paisa per liter . Treated water means RO water at ambient temperature. However bidder is free for door to door service, for which bidder may charge maximum up to 5 times of prescribed rates. Similarly bidder at his own cost may install chiller plant and supply water door to door, for which he may charge maximum up to 10 times of prescribed rate. Villagers will carry water in their own 20 liter capacity jerry cane. The bidder may also facilitate such jerry canes conforming to BIS quality at nominal cost to the users In case RO is installed in land of government school, Bidder shall provide free water to the school children for drinking purposes . p) Before taking up entire work, the bidder shall complete and commission one plant as a model plant as per directions of Additional Chief Engineer concerned in locations where physical resources (i.e. Land, Water Source and Power connections) are readily available. After inspection of that model plant by Additional Chief Engineer, approval for replication will be granted on basis of meeting following three criteria:- (a) All component used are of prescribed make as listed in Annexure IV and quality of treated water conforms to IS:10500. (b) IEC activities have taken place and water off-take has started (c) Remote monitoring and data logging has been functional for at least 7 days. After approval of the model by Additional Chief Engineer, works of other plants under the contract shall be executed strictly as per the quality of works of approved model. The model plant should

INDIA ABSTRACT The problem of safe drinking water in Rajasthan is serious due to the excess of Fluoride, Nitrate, Hardness, Total dissolved solids. Physico-chemical characteristics of Drinking Water supplied by PHED in Bharatpur district (Rajasthan) were studied. The studies were carried out in the month June 2013. Some important physico-chemical parameters like pH, total dissolved solids (TDS), alkalinity, Fluoride, Nitrate, Total hardness (T.H.) were analyzed in collected water samples. Several sampling points have been selected. It has been observed that parameters like Fluoride, Nitrate and Total Hardness, Total dissolved solids have higher values in some water samples as compared to BIS standards. A higher concentration of these ions causes diseases to human beings and affects vegetation. Key words: Physico-chemical parameters, Fluoride, Nitrate, Bharatpur district. INTRODUCTION Water is essential for all living things. Without water, life of any kind is not possible. Man needs water for drinking, cooking, washing, bathing, irrigation industry etc. Ground water is the most important source of water supply for drinking, irrigation and industrial purposes. The natural quality of ground water tends to be degraded by human activities. There is sharp decline in the ground water table and changes in the geochemistry of ground water due to excessive use of ground water.

An attempt has been made here to analyse the existing Land Use Pattern and Changes over a period of time with the aim of creation of the database for the process of planning at micro level. The specific objectives related to various aspects of Land Utilization are: 1. To prepare Land Use/ Land Cover Maps of the micro regions using Remote Sensing Data. 2. To create GIS database on the areas under various land use classes and change in the land Use pattern. Bharatpur district of the state of Rajasthan (India) has been selected for the present study. Multi date Remote Sensing data, Survey of India Toposheets, Cadastral Maps and Census of India reports have been used as basic data along with Sampled Ground Truth Check Data. For analysis and creation of data ARC/INFO GIS Package has been employed. GIS package has also been used to relate the Land Use Information to the villages and arrive the tentative comparison of Land Use as reported in Census of India and as obtained from the Remote Sensing Data Analysis.
