Marie City Council at our meeting of June 8, 2020. Sault Ste. Marie, like municipalities across the country, is facing significant financial challenges as a result of COVID-19. The financial impact as of May 31, 2020 is $1 ,000,000 to the Operating Budget, and a further $2,000,000 to the Capital Funding Budget. Due to statutory limitations, municipalities cannot run deficits and the primary means of collecting revenue to provide City services is through property taxation, facility rentals, and transit revenue. ln order to continue providing essential services without considering cuts in service or increases to the taxpayers, we need assistance from the Federal and Provincial levels of government. I want to assure you that we want to be a partner in addressing our fiscal challenges. We have worked hard here in Sault Ste. Marie to ensure that we are delivering effective and responsible municipal governance that is respectful of our ratepayers. For example, the City utilized support from the Audit and Accountability Fund to complete an independent review of spending and it found that we are not providing services beyond what is required. Furthermore, over the course of my mayoralty, we have reduced budgeted City expenditures by 2 million dollars, ensured that our electricity distribution and water/waste water rates are among the lowest in the province, reduced the number of full{ime employees working for the municipality, froze non-unionized staff wages along with Mayor and Councillor honorariums, and decreased the size of City Council and its budget. Niro Seconded by: Councillor C. Gardi Whereas the 2019 novel coronavirus (COVID-19) has impacted municipalities throughout Canada including our own community of Sault Ste. Marie; and Whereas during this pandemic, the Federal and Provincial Governments have rolled out numerous support programs for large and small businesses, employers, employees, seniors, and students; and Whereas the Federal and Provincial Governments have provided billions of dollars in relief during this pandemic to these various groups through their support programs; and Whereas despite repeated requests by the Federation of Canadian Municipalities (FCM), and the Association of Municipalities of Ontario (AMO), to date, there have been no announcements regarding relief funding to cope with municipal budget defìcits created by the pandemic; and Whereas the COVID-19 financial impact to the City of Sault Ste. Marie to May 31 ,2020 is $1 ,000,000 to the Operating Budget, and a further $2,000,000 to the Capital Funding Budget; and Whereas if closures and other COVID-19 restrictions last into the fall our City's budget deficit can only increase; and Whereas reopening City Services after COVID-19 may result in additional expenses as municipalities adhere to new restrictions of providing services; and Whereas municipalities, including Sault Ste. Marie, have no freedom to run deficits, and the only primary means of collecting revenue to provide City services is through property taxation, facility rentals, and Transit revenue; and Whereas during COVID-19 the Federal and Provincial governments have done commendable work in getting through the health side of this pandemic, as well as providing financial relief to the various groups; Now Therefore Be lt Resolved that the City of Sault Ste. View the online version Add [email protected] to your safe list July 3, 2020 AMO COVID-19 Update Ontario Announces Faster Approvals for Restaurant and Bar Patio Expansions On July 3rd the Ontario Government issued new Emergency Orders to make it faster for municipalities to approve temporary by-laws for expanded restaurant and bar patios. This is in addition to the changes made to regulations under the Liquor Licensing Act in June to allow temporary patio expansions beyond 14 days with municipal approval. The new orders should allow municipalities to approve by-laws within days so that these businesses can take advantage of the summer season. Current requirements can take several weeks to complete. The move comes as most of Ontario has moved to Stage 2 of the reopening framework. Under this stage, hospitality industry establishments are able to host guests for dining outside only, ensuring customers from different households stay at least two meters apart. Temporarily establishing or expanding patios will allow these businesses to serve customers while ensuring physical distancing and should help bars and restaurants to re-hire seasonal staff as business increases. The new orders also clarify rules regarding awnings or other coverings for patios, specifying that two full sides must be open and not substantially blocked. Municipal governments continue to be responsible for enforcing compliance with patio and physical distancing rules. The order is in force immediately. This is a major concern to FONOM, we have attached a Resolution for your consideration to address this issue. President Danny Whalen commented that "Stewarts produce and sell products in the small and rural communities in the Northeast, and therefore should have the Full Producer Responsibility for recycling in those communities as well." The New Energy Minister Ontario’s new Minister of Energy already has significant experience with the job ahead, having served in the equivalent federal portfolio in the Cabinet of former Prime Minister Stephen Harper. In that role, Hon. Greg Rickford would have engaged somewhat more on the oil and gas file than the electricity file, but having been responsible for the National Energy Board, he will be very familiar with the nuances of managing a regulated portfolio, and a regulator. Minister Rickford is the MPP for Kenora-Rainy River, the most northerly of the PC Party’s 76 ridings. He is also among the most educated, holding a nursing diploma from Mohawk College, a Bachelor of Science degree from Victoria University, civil and common law degrees from McGill University, and an MBA from Université Laval. Working as a nurse early in his career, Mr. Rickford was stationed in remote First Nations communities across Northern Ontario. He continued to work with Indigenous groups in the north as a lawyer, and later as the federal MP. The fact that Minister Rickford is one of only three members of the Ford executive with any Cabinet-level experience at all will serve him well, as he assumes the responsibilities previously carried by no less than three of his Liberal predecessors; in addition to Energy, he also serves as Minister of Northern Development, Mines, and Indigenous Affairs.

Constantinou A Master's Research Paper submitted in partial fulfillment of the requirements for the degree of Master of Public Policy, Administration and Law York University Toronto, Ontario, Canada July 2020 Abstract Officers of Parliament, or as they are referred to in Ontario, “officers of the Assembly”, have emerged within Westminster systems as a recognized tool for enhancing parliamentary oversight and increasing transparency in government. However, in Ontario, the absence of a clearly defined relationship with the provincial legislature has meant that certain officers of the Assembly have felt it necessary to “lobby” individual members and committees, as well as the media, in order to carry out their accountability and oversight functions. This lack of clarity places unnecessary stress on the relationship between independent officers, the Ontario Legislature, and the public sector, and can also negatively impact the public’s perception of government overall. This paper looks specifically at the relationship between the Ontario Legislature and officers of the Assembly, in terms of their governance structures, their appearances in legislative committees, and references to their work in House and committee proceedings. It finds that reforms are needed in order to strengthen officers’ relationships with the Legislature. Ross Romano Minister of Colleges and Universities Ministry of Colleges and Universities 5th Floor, 438 University Ave Toronto, ON M7A 2A5 October 22, 2020 Dear Minister Romano, I am contacting you on behalf of the Ontario Confederation of University Faculty Associations (OCUFA), which represents 17,000 faculty and academic librarians across the province. We are alarmed that your government is intending to discreetly pass legislation that would allow the Canada Christian College to call itself a “university” and award degrees. Broadly, we are concerned about emerging efforts to privatize postsecondary education in Ontario and to give private institutions degree-granting privileges that will undermine the quality and accessibility of postsecondary education in Ontario. This is especially evident in the case of Canada Christian College where Charles McVety, who runs the college, openly holds deeply rooted Islamophobic, transphobic, and homophobic views. McVety has been embroiled in several controversies resulting from his discriminatory beliefs. We will not repeat any of his bigotry in our letter; it is well documented. The Ontario government should not grant accreditation and degree-granting privileges to institutions that do not meet the anti-discriminatory and anti-hate speech principles outlined in the Ontario Human Rights Code. It is imperative that the government protect religious minorities, the queer community, and other marginalized groups. At the very least, the government should do no harm. Allowing the Canada Christian College to call itself a “university” and to award degrees in our province would most certainly harm these marginalized communities and allow hateful and discriminatory speech to persist. Your Ministry must change course on this urgent matter.

    Joint Submission to The Standing Committee on General Government Re: Bill 8, Public Sector and MPP Accountability and Transparency Act, 2014 November 26, 2014 November 26, 2014 To: The Standing Committee on General Government Re: Bill 8, Public Sector and MPP Accountability and Transparency Act, 2014 The four school board/trustee associations would like to take the opportunity to respond and comment on this omnibus piece of legislation and in particular two schedules, out of the total eleven schedules, that will directly affect our membership. The bill’s title refers to accountability and transparency– two values that school boards and their elected trustees strive to ensure on a daily basis. Governed by the Education Act, school boards operate under many regulations, policies and guidelines and provide numerous reports, as required by the Ministry of Education, in order to demonstrate transparency and accountability measures. While we believe the government’s intention is to increase public confidence and to show an openness to the province’s electorate, we feel that, without due consideration of the current mechanisms for accountability and transparency that apply to school boards, we have been unfairly captured in the consideration of Schedule 1 – Broader Public Sector Executive Compensation Act, 2014 and Schedule 9 – Amendments to the Ombudsman Act and Related Amendments. The reporting requirements for school boards far exceed requirements in any other sector. These include highly detailed financial reporting three times a year in addition to multiple layers of reporting with regard to students, employees and board improvement planning. Schedule 1: Broader Public Sector Executive Compensation Act, 2014 The new proposed legislation aims to establish compensation frameworks for a lengthy list of public sector employers including those at Ornge, Metrolinx, OLG and the LCBO as well as the executives at school boards.

Twitter use decreased, but still remains prevalent. Instagram began to gain rank as the third most popular channel for municipalities. *Data was gathered by actively searching for Facebook, Twitter, and Instagram accounts for each municipality. Data for YouTube and LinkedIn was recorded when municipalities promoted these channels on their website or through other social media accounts. Social Media Approach With so many social media channels, different municipal service areas, multiple audiences, and limited resources, how are municipalities approaching social media?     FOR IMMEDIATE RELEASE Patient Ombudsman launches systemic investigation into the resident and caregiver experience at Ontario’s Long-term Care Homes with outbreaks of COVID-19 (Toronto, June 2nd, 2020) Patient Ombudsman began monitoring the impact of COVID-19 on the experiences of patients, residents and caregivers when the pandemic was first declared. Complaints from residents, family members and whistleblowers pointed to a crisis in Ontario’s long-term care homes. On April 26th, 2020, Patient Ombudsman launched a public appeal for COVID-19 complaints in long-term care. Patient Ombudsman asked staff, family members, caregivers and residents to disclose situations where they felt the safety of residents and staff may be in significant jeopardy. Since March, Patient Ombudsman received 150 complaints about long-term care homes. That number continues to grow. “Our office would like to thank every resident, caregiver and staff person of a long-term care home for having the courage to come forward with their complaints. We are committed to resolving these complaints and amplifying the voices of residents and caregivers as we learn from their experiences. Patient Ombudsman acknowledges Ontario Ombudsman’s separate investigation of the oversight of the long-term care system by the province’s Ministry of Long-Term Care and Ministry of Health. Our investigation is specific to the resident and caregiver experience at long-term care homes with outbreaks of COVID-19.
