The team enjoyed the full support and cooperation of all agencies contacted. We would like to especially recognize and thank the Honorable Mayor of Pasay City, Dr. Jovito 0. Claudio; the Chief of Police, Colonel Mariano Tumaliuan; and the Philippine Constabulary Commander, Colonel Riperto C. Molato, for making their organizational facilities, resources and personnel available to us. We would also like to acknowledge our appreciation and thanks to the many officers and men of the Pasay Police Department who provided us with infor mation and data which enabled us to complete this survey. 2 SUMMARY OF IINDINGS The city of Pasay is served by a police department which has an authorized strength of 290 police and 16 civilian employees. The department has grown throughout the years without the benefit of adequate planning. Today, the department is experienting problems created by this deficiency. The depart ment has never operated within the framework of an established table of organization. This has resulted in a command staffing pattern which is greatly in excess of the department's needs. The department has personnel who have displayed considerable initiative in carrying out their responsibilities regardless of severe resource limita tions. All personnel expressed a sincere interest in improving their depart, ment. In summary, the department is in need of: 1. Training 2. Reorganization 3. Improved operational procedures 4. Improved personnel management practices 5. Improved facilities 6. Equipment 7. Motor vehicles 8. Communications RECOMMNDATIONS 3 Organization 1. The Chief's office should be organized in such a manner that it consists of a legal officer, a public information officer and such personal secretarial assistance as needed. 2. The office of the Deputy Chief of Police should be organized so that it can supervise the activities of the Operations and Service functions. 3. The department should be organized into two major Bureaus: The Operations Bureau and the Services Bureau. 4. The department should be organized into eight major divisions. These divisions will be known respectively as the Intelligence and Vice Divi sion, Inspection and Internal Affairs Division, Patrol Division, Traffic Division, Investigation Division, Records and Communications Division, Administration Division and General Services Division. 5. The Intelligence and Vice Division and the Inspection and Internal Affairs Division should be under the direct supervision of the COP. 6. The following line functions of the department, Traffic, Patrol and Investigation, should be under the direct supervision of the Operations Bureau. 7. The following service functions, Records and Communications, Administra tion and General Services, should be under the direct supervision of the Services Bureau. Administration 1. The planning function should assume a more active role in the administra tive activities of the department. 2. Policies and procedures of the department should be written and available to all members of the department. 3. The system of issuing written orders should be reviewed and updated. 4. Staff meetings should be held by the COP on a scheduled basis and official records be maintained of the proceedings. 5o The responsibility for forms control should be centralized in the plan ning unit. 6. The Inspection Program should be expanded to play a more prominent role in the operation of the department. 4 7. The department should comply with Section IV of Executive Order No. 11 in the selection of recruits for the department. 8. A committee should be appointed to study means to resolve the problem of rank structure imbalance prevalent within the department. 9. The department should implement a sound promotional system based upon a firm tab_ of organization. 10. The performance evaluation records should be a part of each police employee's personnel file. 11. A daily performance report program should be implemented by the depart ment. 12. The department should implement a more comprehensive rating form that will more effectively meaoure the qualities of a policeman. 13. The promotional system as prescribed by Rule VI of Executive Order No. 113 should be implemented for the department. 14. A job description should be prepared for each position within the depart uent. 15. It is recommended that assignments be made on a merit basis. 16. The department should streugthen its supervisory program in order to maintain a high degree of operating efficiency. 17. Department personnel should receive at least the minimum salary as pre scribed by Rule VII of Executive Order No. 113. 18. The budget of the department should be developed on a program basis. 19. The riot control force should be provided with additional training, equipment and logistical support. Patrol 1. Assign at least a minimum of 507. of the police employees to the patrol operation. 2. It is recommended that all personnel assignments be made on a monthly basis. 3. Each position or assignment be given a job description and assignment number conforming to the suggestions made on pages 64 and 65. 5 Traffic 1. Revise organizational structure of the traffic division. 2. Assign additional personnel and reduce working days and hours. 3. Implementation of a functional and hourly activity report. 4. Elimination of escort duty except for cericus emergencies and discontinue personnel assigned to temporary duties. 5. Provide for civilian personnel for office duties and relieve uniform officers for traffic duties. 6. Provide additional personnel for accid2nt investigation and reduce work hours, 7. Provide printed accident forms as recommended by Police Commission and reduce number of copies the officer is required to type. 8. A central record file for all reports. 9. Compilation of statistical data from accident and TVR records. 10. File accidents by location and implement an accident spot map. 11. All uniform officers to be issued TVR books and enforce the traffic regulations and an accounting of all individual tickets issued. 12. Traffic Violation Record be reprinted to cite all violators direct to court. Obtain dispositions on all cases referred to court. 13. Eliminate all concepts of ticket "fixing". 14. All officers in the department Mained as generalists. 15. Review and revise the present Municipal Ordinances. 16. Establish a continuous traffic safety education program. 17. Annual budget for maintenance and repair of streets. 18. Planning and programming for widening, redesigning and paving of streets. 19. Repair and construction of curbing and sidewalks. 20. Provide off-street parking facilities through governmental or private funding. 21. Re-timiug of traffic signals to handle volume of traffic during peak periods, 6 22. Conduct a survey to determine the need for revision of present one-way streets and implementing new one-way streets. 23. Provide for necessary, regulatory, warning and advisory signs and pave ment centerlining and crosswalks. 24. Furnish necessary equipment and supplies to Traffic Division to fulfill their responsibilities and duties. Criminal Investigation See addendum. Criminalistics 1. Pasay Police should establish and equip a Technical Services Unit. 2. Selected policemen should be trained as technical investigators. 3. Crime scene processing equipment should be provided. 4. A satisfactory photo lab and equipment should be provided. Training 1. Appoint a qualified highly motivated member to serve as training officer and as counterpart to Tolice Commission and USAID/Training officers. 2. Participate fully in the Rizal Province Police Training Center. 3. Require the Chief of Police, Deputy Chief and all other commissioned and non-commissioned odficere to attend the basic, advanced and supervisors Records 1.
