Suri, Saliksik, Sanaysay: Mga Babasahin Sa Wika, Panitikan, at Lipunang Pilipino ©2020 David Michael M Ang Aklatang Bayan Online at ang Paglalathala ng/sa Kasalukuyan Noong 1989, pinagtibay at ipinatupad sa Unibersidad ng Pilipinas (UP) ang Patakarang Pangwika na naglalayong gamitin at hustuhin ang wikang Filipino bilang midyum ng pagtuturo, pananaliksik, at paglilimbag. Itinatag ang Sentro ng Wikang Filipino sa parehong taon upang tuparin ang mandatong ito. Bukod sa pagtalima sa probisyong pangwika ng Konstitusyon ng Pilipinas, ang Patakarang Pangwika ng UP ay pagsandig at pagtindig na pinakamabisa at pinakaangkop ang sariling wika upang isulong at palakasin ang makabayan, makatao, siyentipiko, at makatarungang oryentasyon ng edukasyon. Unang hakbang ang pagkakaroon ng Patakarang Pangwika sa UP. Sa pamamagitan ng Sentro ng Wikang Filipino, pinagyayaman at pinauunlad ang produksyon at distribusyon ng kaalaman gamit ang wikang Filipino. Noong 1994, sinimulan ang proyektong Aklatang Bayan na naglalayong maglimbag sa wikang Filipino ng mga aklat at pananaliksik sa iba’t ibang disiplina. Sa panunungkulan ng dating direktor na si Dr. Rommel B. Rodriguez, pinalawak ang maaabot ng Sentro ng Wikang Filipino – UP Diliman (SWF-UPD) sa ilalim ng proyektong e-Bahagi o Aklatang Bayan Online. Sinimulan ito bilang pag-a-upload sa seksyong e-Bahagi ng website ng SWF-UPD ng mga PDF (portable document format) na bersiyon ng isina-aklat na mga piling tesis at disertasyon sa UP, anuman ang disiplina, na gumagamit ng wikang Filipino. Malaya rin itong nada- download ng sinumang interesado. Sa ika-30 taon ng Sentro ng Wikang Filipino noong 2019, sa simula ng panunungkulan ng bagong direktor ng SWF-UPD na si Dr. Mykel Andrada, katuwang ang tagapamahalang patnugot ng proyekto na si Gng. Maria Olivia O. Nueva España at ang iba pang mananaliksik at kawani ng SWF-UPD, higit na ibinukas ang proyektong Aklatang Bayan para sa paglilimbag gamit ang plataporma ng internet. Pormal na tinaguriang Aklatang Bayan Online, inililimbag online ang mga PDF na bersiyon ng mga aklat, pananaliksik, pag-aaral, at malikhaing produksyon para sa libreng pag-download at pamamahagi. Tumugon sa panawagan ang maraming mga guro, iskolar, mananaliksik, at manunulat upang magsumite ng kanilang mga manuskrito sa layuning maibahagi ito sa pinakamalawak na mambabasa. Sinuportahan at pinondohan ito ng dating Tsanselor ng UP Diliman na si Dr. Michael L. Tan. Ibinukas rin ang nasabing proyekto para sa print-on-demand na posibilidad ng paglilimbag. Nagpapatuloy pa rin sa pangangalap ng mga manuskrito ang SWF- UPD para sa Aklatang Bayan Online. Bahagi ito ng masidhing paninindigan para sa pagpapalakas at pagsusulong ng wikang Filipino at ng makabayang edukasyon. Dahil naninindigan ang pamunuan at opisina ng SWF-UPD na dapat malaya at mapagpalaya ang kaalaman – na hindi ito dapat nahahadlangan ng elitistang ekonomiya, hindi dapat para sa iilan lamang, at hindi dapat nagsisilbi sa mga diyos-diyosan. Dapat naaabot nito ang pinakamalawak na hanay ng mamamayan. Dahil para saan pa ang kaalaman kung mabubulok lamang ito sa malalamig at inaagiw na espasyo ng kahungkagan. Ngayong 2020, sa gitna ng pagharap sa pagpaslang sa wikang Filipino sa kolehiyo, sa gitna ng pandemya at sa krisis sa pamahalaan, sa gitna ng banta sa kalayaan at karapatan, at sa gitna ng hindi normal na “new normal,” higit na naninindigan ang Sentro ng Wikang Filipino – UP Diliman na ang wikang Filipino bilang wikang malaya at mapagpalaya ay napakahalaga para sa pagtatanggol at pagpapagaling ng bayan. Serye ng mga teksbuk sa arte, literatura, wika, at humanidades. Sa wikang Iloko nagmula ang salitang “sanyata,” ibig sabihi’y “liwanag” o “ganda.” Inililimbag sa serye ang mga aklat na magpapayaman sa kultura at diwang Filipino. Pormang saliksik o akademikong sanaysay ang halos lahat ng mga akda sa aklat na ito. xiv Suri, Saliksik, Sanaysay Nahahati sa tatlong bahagi ang aklat, ayon sa pangunahing pokus o paksa ng mga sulatin: wika, panitikan, at lipunan. Sa aktwal, natural lamang na ang marami sa mga artikulo ay may pagtalakay rin o kaya’y tumatawid sa iba pang kategorya, dahil na rin sa mahigpit na ugnayan ng wika, panitikan at lipunang P/Filipino. Bawat artikulo sa aklat ay may mas mahabang introduksiyon, kaya’t pahapyaw na paglalarawan na lamang sa bawat akda ang nasa bahaging ito. Sa pangkalahatan, ang mga sipi mula sa akdang nasa ibang wika na isinalin sa Filipino ay sariling salin ng may-akda (liban kung may bukod na pagbanggit sa pinagkunan ng salin). Nick Nostitz’s chapter on the redshirt movement provides a useful summary of his views, though there are few surprises for those who follow his regular online commentary pieces on these issues. Andrew Walker’s article “Is Peasant Politics in Thailand Civil?” answers its own question in his second sentence: “No.” He goes on to provide a helpful sketch of the arguments he has made at greater length in his important 2012 book Thailand’s Political Peasants. The book concludes with two chapters ostensibly focused on crises of legitimacy. In his discussion of the bloody Southern border conflict, Marc Askew fails to engage with the arguments of those who see the decade-long violence as a legitimacy crisis for the Thai state, and omits to state his own position on this central debate. He rightly concludes that “the South is still an inse- cure place” (p. 246), but neglects to explain exactly why. Pavin Chachavalpongpun offers a final chapter on Thai-Cambodia relations, but does not add a great deal to his brilliant earlier essay on Preah Vihear as “Temple of Doom,” which remains the seminal account of that tragi-comic inter- state conflict.

    EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIppINE LABOUR EXPORT POLICY (1972-1986) EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIPPINE LABOUR EXPORT POLICY (1972-1986) Mark Macaa Kyushu University Abstract: The ‘overseas Filipino workers’ (OFWs) are the largest source of US dollar income in the Philippines. These state-sponsored labour migrations have resulted in an exodus of workers and professionals that now amounts to approximately 10% of the entire country’s population. From a temporary and seasonal employment strategy during the early American colonial period, labour export has become a cornerstone of the country’s development policy. This was institutionalised under the Marcos regime (1965-1986), and especially in the early years of the martial law period (1972-81), and maintained by successive governments thereafter. Within this context, this paper investigates the relationship between Marcos’ ‘New Society’ agenda, the globalization of migrant labour, and state sponsorship of labour exports. In particular, it analyses the significance of attempts made to deploy education policy and educational institutions to facilitate the state’s labour export drive. Evidence analyzed in this paper suggests that sweeping reforms covering curricular policies, education governance and funding were implemented, ostensibly in support of national development. However, these measures ultimately did little to boost domestic economic development. Instead, they set the stage for the education system to continue training and certifying Filipino skilled labour for global export – a pattern that has continued to this day. Courageous women in media Marcos and censorship in the Philippines Abstract: When Philippine President Ferdinand Marcos declared Martial Law in 1972, press freedom became the first casualty in the country that once boasted of being the ‘freest in Asia’. Printing presses, newspaper offices, television and radio stations were raided and padlocked. Marcos was especially fearful of the press and ordered the arrest of journalists whom he charged with conspiring with the ‘Left’. Pressured into lifting martial law after nearly 10 years, Marcos continued to censor the media, often de- manding publishers to sack journalists whose writing he disapproved of. Ironically, he used the same ‘subversive writings’ as proof to Western observers that freedom of the press was alive and well under his dictatorship. This article looks at the writings of three female journalists from the Bulletin Today. The author examines the work of Arlene Babst, Ninez Cacho-Olivares, and Melinda de Jesus and how they traversed the dictator’s fickle, sometimes volatile, reception of their writing. Interviewed is Ninez Cacho-Olivare, who used humour and fairy tales in her popular column to criticise Marcos, his wife, Imelda, and even the military that would occasionally ‘invite’ her for questioning. She explains an unwritten code of conduct between Marcos and female journalists that served to shield them from total political repression.

The paper will be divided into three parts. First, it will review the literature on small power/state studies. Second, following a critique of the major approaches in small power studies, we will argue for the need for a critical realist perspective to better cap- ture the relationships between domestic politics and foreign relations of the small power in Africa and Asia. Third, against the comparative trajectories in which the U.S. has attained global hegemony after 1991 and China has gradually become a great power after 2000, in light of the recent U.S. containment policy shift towards China which has stirred up versatile dynamics of East Asian small power politics, in favor of a global multi-polarity, we will highlight the foundation of our approach for building the strong small powers in terms of two main aspects of economic nationalism: resource-focused and sovereignty-asserting. My opposition to the CPP and its allied groupings is based on the fact that they have consistently opposed the political independence of the working class and have forever sought to subordinate its interests to the formation of an alliance with a section of the ruling elite.
