Dear District Administrator,

California District 12 Little League will host the Junior League Western Region Baseball Tournament this year in San Jose, California. The tournament will be held at Pioneer High School (1290 Blossom Hill Rd, San Jose, CA 95118) and Cambrian Park Field at Ida Price Middle School (2650 New Jersey Ave, San Jose, CA 95124) and will take place from July 31 through August 7, 2017, with the championship team advancing to the Junior League World Series held in Taylor, Michigan. We will be hosting 13 Junior teams from the Western States.

District 12 is excited to host your teams this year and we look forward to sharing a great experience with your players and their families.

We will need your team picture, with names indicated in order and a roster as soon as your team advances to have it placed in the Junior Western Region program. Please email that to Jenice at [email protected] and Katie Crick at [email protected].

You, your Championship team and their families are invited to our Welcome on July 30, 2017 at 5:00 p.m. at Pioneer High School. Please bring your lawn chairs and/or picnic blankets to sit on. This will be very informal and will give the players a chance to meet and get to know each other. If they like to trade pins we will have an area reserved for pin trading.

During the introductions of players at the beginning of each game, the players will trade league pins with each other, so be prepared with enough pins for the number of teams you will face in the tournament. In addition to the pin trade, some leagues come prepared with a small gift to exchange with the players of the opposing teams. Please bring your championship team banner with you as well.

You are also invited to participate in the managers and coaches meeting that will take place immediately following the picnic on July 30, 2017. This Meeting will also be held at Pioneer High School. Please come prepared with your Affidavits and all supporting documentation so we may review your binders that night. A list of required documents is attached.

Opening Ceremony will take place on July 31st at 9:00 a.m. at Pioneer High School. All players should be in uniform for this event. The first games will follow the opening ceremony.

Both sites will have a full snack shack and we encourage your support. We have restrooms, bleacher and lawn chair seating. Please inform your parents that no dogs, coolers, outside food or will be allowed at the tournament sites. Water and for players will be allowed and kept inside the dugout only. We don’t want upset parents showing up with their tailgate when they arrive at the field, so please alert them.

We have included in this packet a game schedule, roster sheet, code for Northern California, concussion protocol information and some discount hotel information for local hotels. Feel free to reach out to those provided or you may also wish to find housing on your own. Once I know the teams advancing, I will be in contact with them.

Dear District Administrators and Staff in California:

As you continue to conduct tournament play within your district, please be aware that California Assembly Bill 2007, titled "Youth Sports Concussion Protocols," went into effect on Jan. 1, 2017. Because of this law, local leagues have been required to comply with the provisions of this law since it went into effect on January 1.

This law is found in the California Health Safety Code under the section referencing "Adolescent Health" (Cal Health and Safety Code - 124235)

Under this law, all athletes participating on a team and their parents/guardians are required to have a Concussion Information Sheet from the Centers for Disease Control and Prevention (CDC) that is signed by both the athlete and their parent/guardian (Download the English Version | Download the Spanish Version). Also, managers, coaches, umpires and league/district personnel are required to go through concussion awareness training through the CDC's Heads Up program.

In addition to the local league requirements to be compliant with the law please be sure that you as a District Administrator along with any district staff that is involved with the tournaments are compliant by completing the concussion awareness training through the online CDC's Heads Up Program.

To assist local leagues with this process, Little League has created the California Concussion Awareness Verification form, which affirms that the manager and two coaches overseeing a Little League International Tournament team are compliant with the law. This signed document must be carried with each team's tournament eligibility packet, in addition to completed copies of the CDC's Concussion Information Sheet for every rostered player.

California's new law requires an athlete who is suspected of sustaining a concussion or other head injury in an athletic activity to be immediately removed from the athletic activity for the remainder of the day, and shall not be permitted to return to any athletic activity until he or she is evaluated by a licensed health care provider. The athlete shall not be permitted to return to athletic activity until he or she receives written clearance to return to athletic activity from a licensed health care provider. If the licensed health care provider determines that the athlete sustained a concussion or other head injury, the athlete shall also complete a graduated return-to-play protocol of no less than seven days in duration under the supervision of a licensed health care provider.

If an athlete who is 17 years of age or younger has been removed from athletic activity due to a suspected concussion, the youth sports organization shall notify a parent or guardian of that athlete of the time and date of the injury, the symptoms observed, and any treatment provided to that athlete for the injury.

Little League also provides information on Concussions in Youth Athletes as a tool to help protect the health and safety of players. You are encouraged to view this free content.

Northern California Division II

LITTLE LEAGUE, JUNIOR, SENIOR AND BIG LEAGUE TOURNAMENT DRESS CODE

Following is the dress code in effect for all Northern California Division II Tournaments. Although this dress code may not apply to District and Section Tournaments, compliance is up to the DA hosting those tournaments. The tournament dress code must be included in the hosting tournament packets.

1. Little League – Docker-type pants, slacks or hemmed shorts will be required for managers and coaches; no denim-type pants/shorts or camo pants/shorts will be allowed. Shorts, including tailored, cargo-type shorts, MUST be no higher than 2 inches above the knees and no lower than the knees. The pants, slacks or shorts must be the same color for the manager and coaches. Collared shirts or team jersey/shirt will be required and should be tucked in the pants. No tee shirts or tank tops will be allowed.

2. Junior/Senior League – Managers and coaches may wear full uniforms. If not in full uniform, the same dress code for Little League will apply here.

3. Big League – Managers and coaches may wear full uniform.

4. No open toe shoes or sandals will be allowed.

5. Team hats will be required on the manager and coaches. Note: For Softball, Managers and Coaches may wear a hat, visor or nothing as long as they are wearing the same head wear as the players.

Any manager or coach who does not conform to the dress code will not be allowed on the playing field before or during the game.

The purpose of the dress code is to insure an acceptable uniform appearance of all participants and to promote a positive role model for the players and spectators at the tournament sites.

As you may know, hotels are very expensive in the Bay Area. We have spent a considerable amount of time searching for hotels that will offer a discount for teams coming in for the tournament. Not knowing what your price point is, it’s hard for me to guess where you want to stay and what you want to spend. I have listed a few possible hotels in the area. There are tons of hotels, but they are expensive. If there is a particular hotel you are interested in, feel free to call them and negotiate a price for your team and families for the tournament. I am happy to call them as well if you would like. Just let me know which one you are interested in. Some hotels have asked that I have families call them directly to secure a block of rooms for the team. Let me know if you need more ideas.

I have secured a block of rooms at the Dolce Hayes Mansion for $139.00 per night, plus taxes. They are giving us a very good price for this location and this is probably the best deal I could find. Concussion Information Sheet

A concussion is a brain injury and all brain injuries are serious. They are caused by a bump, blow, or jolt to the head, or by a blow to another part of the body with the force transmitted to the head. They can range from mild to severe and can disrupt the way the brain normally works. Even though most concussions are mild, all concussions are potentially serious and may result in complications including prolonged brain damage and death if not recognized and managed properly. In other words, even a “ding” or a bump on the head can be serious. You can’t see a concussion and most sports concussions occur without loss of consciousness. Signs and symptoms of concussion may show up right after the injury or can take hours or days to fully appear. If your child reports any symptoms of concussion, or if you notice the symptoms or signs of concussion yourself, seek medical attention right away.

Symptoms may include one or more of the following: Headaches Amnesia “Pressure in head” “Don’t feel right” Nausea or vomiting Fatigue or low energy Neck pain Sadness Balance problems or dizziness Nervousness or anxiety Blurred, double, or fuzzy vision Irritability Sensitivity to light or noise More emotional Feeling sluggish or slowed down Confusion Feeling foggy or groggy Concentration or memory problems Drowsiness (forgetting game plays) Change in sleep patterns Repeating the same question/comment

Signs observed by teammates, parents and coaches include: Appears dazed Vacant facial expression Confused about assignment Forgets plays Is unsure of game, score, or opponent Moves clumsily or displays incoordination Answers questions slowly Slurred speech Shows behavior or personality changes Can’t recall events prior to hit Can’t recall events after hit Seizures or convulsions Any change in typical behavior or personality Loses consciousness

Concussion Information Sheet What can happen if my child keeps on playing with a concussion or returns to soon?

Athletes with the signs and symptoms of concussion should be removed from play immediately. Continuing to play with the signs and symptoms of a concussion leaves the young athlete especially vulnerable to greater injury. There is an increased risk of significant damage from a concussion for a period of time after that concussion occurs, particularly if the athlete suffers another concussion before completely recovering from the first one. This can lead to prolonged recovery, or even to severe brain swelling (second impact syndrome) with devastating and even fatal consequences. It is well known that adolescent or teenage athlete will often under report symptoms of injuries. And concussions are no different. As a result, education of administrators, coaches, parents and students is the key for student- athlete’s safety.

If you think your child has suffered a concussion

Any athlete even suspected of suffering a concussion should be removed from the game or practice immediately. No athlete may return to activity after an apparent head injury or concussion, regardless of how mild it seems or how quickly symptoms clear, without medical clearance. Close observation of the athlete should continue for several hours. The new “Zackery Lystedt Law” in Washington now requires the consistent and uniform implementation of long and well-established return to play concussion guidelines that have been recommended for several years:

“a youth athlete who is suspected of sustaining a concussion or head injury in a practice or game shall be removed from competition at that time” and “…may not return to play until the athlete is evaluated by a licensed heath care provider trained in the evaluation and management of concussion and received written clearance to return to play from that health care provider.”

You should also inform your child’s coach if you think that your child may have a concussion. Remember, it’s better to miss one game than miss the whole . And when in doubt, the athlete sits out.
