Media Monitoring Findings’ Report

Summary

Society for Alternative Media and Research (SAMAR), initiated a media monitoring project with the support of Open Society Foundation (OSF) keeping in view the cross-ownership and control of media by different actors which are restricting the necessary and desirable participatory opportunities to the citizens in order to strengthen democratic process in .

A monitoring and analysis system was established and daily monitoring of news and views contents of eight private TV news channels and eight newspapers (three English, three and two Sindhi language newspapers) was done by trained monitors. The monitoring and analysis process was supervised time to time by Independent Citizens’ Media Commission comprising of 11 media experts, academia and civil society leaders. So far, the trends/findings of monitoring of both print and electronic mainstream media are:

1. Almost same pattern and sequel for broadcasting news and same format and topic for talk shows on all TV news channels to discuss current affairs was found. Viewers watch and listen to, more or less, same persons at every channel who are presented as experts of all aspects of life. 2. Out of proportion coverage of political affairs largely consisting of differences among political parties, opposing statements of political leaders and allegation and counter- allegation of corruption, image building of military establishment and promoting its point of view on national security, and fanning hatred against neighboring countries and promoting jingoism. 3. Largely, focused on big cities particularly Karachi and whereas people and issues of mainland or rural Pakistan are hardly made topic of the news and discussion. Peshawar and are reported when they came under terrorist attacks. Political and socio- economic conditions of Balochistan, Fata, Sindh, Gilgit-Baltistan and Seraiki region, wherein human rights, democratic rights and linguistic-cultural rights of the citizens are being grossly violated, are seldom become headlines of mainstream print and electronic media. 4. Violent actions against, and plight of, religious minorities in small cities and towns are generally not reported by media. killing of a Hindu boy in Ghotki (Sindh) forced

marriages of Hindu girls and attack on Christian houses in Mandi Bahauddin (Punjab) are latest examples which are ignored by the media. 5. Women, children, students and labor force and issues of unemployment, large scale immigration of to foreign countries, health and education are rarely made topics for discussions. 6. Mainstream Urdu and English language newspapers generally print what is already broadcast by TV news channels in the evening. Columns and editorials printed by newspapers consist of the same opinion and thought which have been discussed in talk shows. Language used by Urdu newspapers is more emotional and jingoistic than English language newspapers. 7. Regional media, due to its ethnic-linguistic nature, tend to cover issues related to a specific ethnic-linguistic group or region, thus focusing upon issues which are mainly ignored by the mainstream media.

1. Introduction

A free and independent media is very important for democracy, accountability and diversity. Efforts must be done to expand and protect press freedoms, true information, and increase public access to information. In Pakistan, electronic media starts in 2001 and GEO TV, ARY TV and AAJ TV are among the pioneers of Private media. During the later years mushroom growth of news channel in Pakistan required an authority to allow, monitor and banned any channel if violates the rules and regulations set by the authority. In this regard Pakistan Electronic Media Regularity Authority PEMRA, established in under PEMRA Ordinance 2002. Independent Media Corporations have become so power full and influential that PEMRA checks on TV channels are not accordingly as channels violates the rules and regulations and play with people beyond the rules, regulations and ethics. it is now people’s own responsibility to be aware about of all those information and it socio-political and even psychological impacts on the people. At initial step it is necessary to educate and strengthen civil society for democratic, independent and free media. It will be definitely a start towards free, independent and responsible media in Pakistan. Open Society Foundation working for Democratic, free and independent media approved the proposed one year project to Society for Alternative Media and Research. SAMAR, Media Program is working for a free, independent, and responsible media in Pakistan since 2012. The Media Program has also supported research studies on the ethical dimensions of media content in Pakistan, and promotes ethics and transparency, particularly in regards to conflict reporting. Under this project media monitor and analysis is done by using defined methodology and under some specific indicators.

2. Methodology To monitor the electronic media methodology was opted to address the following three question; when will be monitor? What will be monitor? And how will be monitor? News Channel broadcast 24 hours news and talk shows live and recorded. Due to some constraints it was not possible to monitor news channel 24 hours so only prime time (6:00pm to 10:00pm) was selected to monitor. The selection of these timings was obviously due to the reasons that mostly viewers watch TV during these timing and programs and news telecast live. Prime time considered very

8 expensive time (Seconds) in term of Commercial Ads for the companies. During prime time News Headlines and (02) Talk Shows were selected for the monitoring. Again due to some constraints all news bulletins with details and all five talk shows monitoring was not possible, so during the years March 2016- January 2017, total (87) programs of Capital Talk and (109) programs of Report Card and News Headlines 6:00pm and 9:00pm were monitored. For the comparative analysis and to look at the changing trends in media a years was divided into 1st, 2nd, and 3rd quarter respectively four, three and four months. Trends were measured by counting categorizing daily news items mainly Issue wise, geographic focus and with respect to political party representation. Three main trends were observed during monitoring that what news are over covered and what news items are under covered . It was observed that some very important issues are not covered on TV channel during the project time frame. Moreover, body language, world selection and sentence structure. Channel was monitored according to PEMRA rules and regulations and also noted the violations. Monitoring was done by watching and listing TV channel. The data was collected in three forms. Firstly, in the form of recorded files than at the second level data was organized in written form on a designed Performa with statistical information for tabulation and graphical presentation data was also collected in numbering and percentages.

3. Over view of Channel (GEO TV)

GEO television network is main stream Media Corporation, working since 2002 in Pakistan. Among the pioneers of private media cooperation in Pakistan GEO TV is the most popular news and current affaire channel in Pakistan. During fifteen years Jang Group becomes the power full group in Pakistani media and now it has five channels GEO NEWS, GEO Entertainment, GEO Kahani, GEO Sports and GEO Taaz. GEO NEWS is 24 hours news & current affair channel and broadcasts hourly and half hourly news headlines and news updates. During hours channel telecast Breaking News and Talk shows (live and recorded). The remaining time is for advertisements of different multinational companies products. During prime time from 6:00pm

9 to 10:00pm, GEO NEWs telecast two Talk Shows1 and hourly News Headlines and detail news bulletin at 6:00pm and 9:00pm.

4. General Analysis of News Headlines and Talk shows a. News Headlines

News headlines take five to seven mints hourly and telecast 10-12 news headlines. This number becomes 140-50 news headlines weekly (five working days). During eleven month (March 2016-January 2017) mostly news headlines on GEO TV were related with five main categories, Politics & Politicians, Terrorism & Security, Government & Governance, Crime & Murdered, and Weather & Sports. Among the given categories more than 60-70% news items were related with Politics & Politicians and remaining 30-40% news items were related with other four categories. During the year 2016, especially in 1st Quarter and 3rd Quarter, among the political news more than 80 percent news were related to Panama Leaks Case and with related to this issue e.g. Parliamentary Committee, Judicial Commission and TORs for commission and Supreme Court proceedings on the case. Among the political parties only Muslim League N, Pakistan Tehreek Insaaf and Pakistan People’s Party get the media coverage. Among the other political parties MQM and ANP invited once in month or in quarter (See Annexure). News headline also included the issues for example, Prime Minister Walk, Prime Minister telephonic conversation with family, Prime Minister Breakfast, Chairman PTI is out of his home etc. During the months2 Crimes & Murder news also covered in the headlines and most popular stories were remained qandeel baloch qatal case, samia qatal case and Abdullah kidnapping. It is always seen that the reports on crime and especially on murder cases are decorated with very sad background music or some time very thrilling music and also use sound effects with photo footage to make more interesting. Reporting of cases during hourly and daily bulletins make murder or crime news more a dramatic story with daily episodes than serious news. On the other hand news related with government institutions and governance just take only one or two time and end without ant follow-up as seen in any murder or crime news. But some time media change trends for example “kachra in Karachi” remain in headlines for days and kachra is still in Karachi but news faded away. In this way media TV channel make some News top trending for some

10 specific time period. Security and terrorism related News were mostly terrorist incidents in the country also statements and movements of COA become headlines. It was also seen the number of deaths during any blast vary from channel to channel. Geographically, mostly focus of news and programs were on urban areas and urban issues. Reports on Traffic jams in Karachi, Protests/strikes in Lahore and reports on Eid festivals, Music festivals, and fashion weeks were normally reported from Karachi Lahore and . News from the rest of cities, towns and villages were almost zero except few those which become a story e.g. crime/murder related cases e.g. Chottu Gang etc. Weather updates are normally during extreme weather either rains, winter or hot summer. News updates about weather was normally with reporter who always standing in park or on sea view telling about pleasant weather in Islamabad, Karachi or Lahore after rain. No reporting was seen on the disturbance and losses due to rain in cities or even villages/crops. An important aspects of news headlines are the wordings which they use “MUAMLA LAATAKA GIA, HAAR KAY GHAM MAIN MUBTLA, AB KIA HO GA, KIA ESA HO JAY GA etc. The style of news anchors always loud with high pitch and thrilling music at the start of news is also very common feature at GEO news during headlines and breaking news. The sources of mostly News are press conference, media talk, politicians’ statements and political rallies.

b. Report Card

Report Card is very popular talk show telecast four days a week from GEO NEW during prime time and repeat telecast twice in 24 hours. Report Card is different type of talk show in which five analysts/experts3 discuss an issue asked in the form of question or opinion poll by Anchor. As for as issues are concern so trend s are not much different from rest of talk shows and news headlines. During the year 2016 mostly discussion remained on political issues and more specifically related with Panama Leaks Case. Questions asked in report cards are mostly derived from the statements of Politicians, Press conference and media talks of the day. Most of the time analysts of the programs also show their concern regarding structure of question and issues about the question is

11 being asked. e.g. PTI and PMLn members use abusive language, is it was with permission of their leaders?, will ink used in election will affect the results of Khawaja saad Rafiq Results? Will Marriage affect his politics? Wording for questions is used like ‘Mualama Latak gia , Dhanadli ka shoor mach gia, Kia etimaad uth gia, and in some issues analysts asked to give forecast e.g. Who will be next Governor? Who will be net COA? Who will be next CM? Some time analysts use abusive language for elected members of parliaments and even for PM and CN For example, Lootaray, choor and Corruption kings while on the other side some time they also give the suggestions to PM, CM or to other Political Leaders by addressing them. Out of total talk shows (Report card) almost 98 percent question were related to the daily political happening, statements and press conferences. Talk shows also follow the same trend as in news headlines. Quarterly details of changing trends of news and issues are given below in next section

c. Capital Talk

Capital Talk is very popular talk show broadcast five days in a week during prime time and repeat twice. The host4 of the show with the penal of two to three guests discussed an issue during one hour from 8:00pm to 9:00 pm. Issues remained under discussion in Capital talk were not different from other program and news items of the channel. During the 2016, mostly program based on Political discussions and remained focused on panama leaks case, Occupied Kashmir issue, MQM Politics and terrorism and security issues. Issues like food quality, Gawadar Port, press freedom and political workers scarifies also taken up in the year. Among the party representative’s only three political parties PMLN, PTI and PPP members remained dominant in the show during the year. Mostly discussions in the program run without any solid and concrete arguments. Host always tries to ask the questions derived from the discussion and some time ask questions without any reference e.g. some people say that…., it is general perception that…..,.

1. Changing Trends in News Headlines

During first quarter mostly News were related with Politics and panama leaks case top trending during the quarter, similarly news related terrorist attack and boom blast news remain in trend, among the other issue chottu ganag issue and kulbhushan yadavi issues were also in headline during the quarter. News related to cricket were also in headlines during the quarter.

2. Changing Trends in Talk Shows 2.1. Report Card During the 1st quarter from March 2016 to June 2016 total (29) programs of Report Card were monitored. Out of total programs, (14) programs were on the issue of Panama Leaks, it becomes almost 50% of total. Among the other issues, Terrorism, Imran Khan’s statements and COA statements remained under discussion in Report Card respectively three, three and two times during the quarter shown in fig 1. Mostly programs in the quarter were based on the statements of politicians5 during Election Campaign6, press conference and media talk. During the quarter no single program was based on the issues like health, education, housing, poverty, environment and people. All about only politicians (not even politics), Military and Terrorism For details see annexure A.

2.2. Capital Talk Trends in 1st quarter were remained the same in Capital Talk as it was in News headlines and Report Card. Panama Leaks case, Terrorism, PTI Dharan, Pak- Tension and COA and military remain under discussion during the quarter. Among the other issues again Panama Leaks Case remained at top with (16) programs out of total (29) programs (see Annexure D). During the quarter interestingly following the same trend as in report card 50% programs of Capital Talk were on Panama leaks case. Fig 2 show details of 1st quarter issues discussed in capital Talk.

In 1st quarter maximum representative were from Pakistan Muslim League N (PMLn), Pakistan Tehreek Insaaf (PTI) and Pakistan People’s Party (PPP). During the quarter (08) experts7 were invited in the programs for discussion. During the quarter (02) representatives were invited from Awami National Party (ANP)8 and one one from MQM. During all the quarter no other party representatives appeared in Capital talk. Fig 2 shows that out of total (71) guests, (23) from PMLn, (20) from PTI and (13) from PPP.

ANP MQM Experts

Barister Zafarullah Kahn, Ehsan Iqbal, Muhammad Zubair and Talal Choudhary represented PMLn during the quarter and From PTI, Shah Mehmood Quershi, Shireen Mazari,Naeemul Haq, dr. and Muhammad Ali Khan defended their party. Nafeesa Shah na Naveed Qamar represented PPP in first quarter (See Annexure D).

1. Changing Trends in News Headlines

During second quarter Due to the month of Ramadan and Eid festival panama leaks issues remain undercover but the politics of MQM and Karachi Altaf Huassian remain in top trending news and along with PSZ and Anees Qaimkahni were also remain in the news headlines. PTI dharana and call for Islamabad lock down related news were also over covered during the 2nd quarter. The most emerging trend during the quarter was seen the news related occupied Kashmir and tehreek Azadi increased in headlines.

2. Changing Trends in Talk Shows 2.1. Report Card During the second quarter July-October 2016 trends totally change from the previous quarter. In this quarter top trending discussion in report card remain on MQM and Karachi Politics and secondly on Imran khan statements and PTI Dharana in Islamabad. Panama Leaks case which was on the top discussed only in one program of report card during all the quarter. The reason behind that was the month of Ramadan and on the other hand emergence of MQM Pakistan Chapter diverted all the media attention towards that issue. Pak-India tension and terrorism remain under discussion during 2nd quarter.

2.2. Capital Talk

During the second quarter issues remained the same but in capital talk mostly discussion was on Occupied Kashmir issue and Panama Leaks Case. MQM Politics, Musharaf Property Case and PTI Dharna were also remained under discussion.

Following the same trends as in first quarter mostly party representatives were from PMLn, PTI and PPP. As fig 5 shows that maximum representatives are from PMLn and PTI. Except these four parties no other party perspectives are taken in discussion. Muhammad Zubair, Khwaja Asif, Abdul Qayyum mostly represented PMLn and Shah Mehmood Quershi, Dr. Arif Alvi, Naeem ul Haq and Muhammad Ali khan defended PTI while from PPP Shireen Rehman, Saeed Ghani and Mola Bakhsh Chandio represented during second quarter.

1. Changing Trends in News Headlines

Among the popular News trends during 3rd quarter were mostly related with politics and panama leaks case remains at the top in the quarter. Similarly Pak-India relation and broader tension was also in headlines. News related COA and security were in headlines also during the quarter. More over following the same trends may be said policy of channel that all the statements/press conferences and media talk of Imran Khan remain in headlines.

2. Changing Trends in Talk Shows 2.1. Report Card

During 3rd quarter from November 2016 –January 2017, issues remain the same as it was during previous quarter but once again Panama leaks case discussed maximum time in Report Card and at second number Pak India tension. COA and Imran khan’s statements also become the questions or opinion poll for analysts in report card. Out of total (32) program (13) programs were on Panama Leaks case and (5) on Pak-India tension. Details explanation is given below in fig5.

2.2. Capital Talk

In Capital talk during 3rd quarter panama leaks case discussed in (14) programs while parliament session of National assembly also discussed in the shows but only the issues like speeches, walkout and abusive language of parliamentarians. COA statement remained in trend. During the quarter only one program was on Quetta terrorist attach and one program on missing people in Baluchistan. During the quarter no other issue was discussed in the programs related to the common people issues.

Out of total (68) guests (48) were from PMLn and PTI and remaining (20) were PPP and experts/Journalists/Lawyers. Barister Zafarullah and Khurram Dastagir from PMLn and Shireen Mazari and from PTI were very prominent and appeared more than 6-7 times during 3rd quarter.
