UTAH STATE LEGISLATURE 2019 GENERAL SESSION TUITION WAIVERS LFA LEGISLATIVE FISCAL ANALYST HIGHER EDUCATION I SSUE B RIEF STAFF: SEÁN FAHERTY SUMMARY Over the years, the Legislature has authorized a number of various tuition waivers through legislation. In FY 2017- 18, the amount of tuition that was waived totaled $138.5 million, from a gross tuition amount of $963.4 million. (It should be noted that, beginning in 2017-2018, the Board of Regents ended the practice of counting WICHE/WUE waivers as tuition waivers. In 2016-17, the report totaled $138.1 million, including WICHE/WUE waivers of $15.8 million. The 2017-18 report is slightly higher in total than the previous year’s report but does not include the $15.8 million in WICHE/WUE waivers.) Institutions use scholarships and tuition waivers as incentives to attract students. In many cases, these waivers have bolstered FTE enrollments. Many of the recipients of the nonresident waivers are still paying the resident tuition portion but would likely not attend a USHE institution or any higher education institution if those waivers were not in place. Waivers for Resident Students: Resident Waiver 53B‐8‐101(1)(a) The president of each institution may waive all or part of the tuition in behalf of meritorious or impecunious resident students to an amount not exceeding 10% of the total amount of tuition which, in the absence of the waivers, would have been collected from all Utah residents at the institution. March 2012 2012 Utah Taxpayers Association Legislative Scorecard The Utah Taxpayers Association annually issues legislative report cards to its members and the public. The 2012 scorecard rates Utah’s 104 legislators on fourteen key taxpayer related bills. In the House, six bills supported by the Taxpayers Association received no dissenting votes, therefore the lowest possible score for a Utah Representative (unless there were absences) is 43%. In the Senate, six bills passed without a dissenting vote meaning the lowest possible Senate score (unless there were absences) is 50%. Senate Summary The average score in the Senate is 84%. Four senators received a perfect, 100% score: Michael Waddoups, Scott Jenkins, Steve Urquhart and Howard Stephenson, all Republicans. Ben McAdams (82%) and Gene Davis (80%) are the highest scoring Democrats. No senators scored below 50%. The lowest scoring Republicans are Kevin Van Tassell (67%), David Hinkins (70%), and Allen Christensen (75%). The lowest scoring Democrats are Luz Robles (64%), Ross Romero (67%) and Karen Morgan (67%). House Summary The average score in the House is 73%. Four representatives received a perfect, 100% score: Craig Frank, Brad Galvez, John Mathis, and Mike Morley, all Republicans. Mark Wheatley (62%) and Janice Fisher (58%) are the highest scoring Democrats. The lowest scoring Republicans are Mel Brown (50%) and Kay McIff (58%). As Chair of Executive Appropriations Mel Brown missed a number of unanimous votes which artificially lowers his score. The lowest scoring Democrats are David Litvack (45%), Brian King (50%) and Joel Briscoe (50%). [Free non-sectarian schools.] The Legislature shall provide for the establishment and maintenance of a uniform system of public schools, which shall be open to all children of the State, and be free from sectarian control. Sec. 2. [Public school system. Maintenance.] The Public School system shall include kindergarten schools; common schools, consisting of primary and grammar grades; high schools; an Agricultural College; a University, and such other schools as the Legislature may establish. The common schools shall be free. The other departments of the system shall be supported as provided by law: Provided, that high schools may be maintained free in all cities of the first and second class now constituting school districts, and in such other cities and districts as may be designated by the Legislature. Through their generosity, this directory was distributed to teachers, counselors and advisors across Utah. Distribution of this directory to USOE CTE assisted by: Statement of Purpose The Directory of Utah Health Professions Training Programs is a reference tool for individuals intending to pursue a career in health care. This directory is compiled and distributed by the Utah Center for Rural Health and Southern Utah University. This directory is provided to middle and high schools, higher education institutions, workforce service centers, and hospitals throughout the state of Utah. As you use this book, it is recommended that you begin at the Table of Contents page where training programs can be searched by the institution or by specific career. Efforts were made to obtain information from all programs who chose to participate and it is possible that not all health professions programs have been identified. Also, program information is subject to change, so we recommend going to the website of a specific institution for their latest program information. Pre-professional programs at higher education institutions are not individually included in the directory (pre-medical, pre-dental, etc.). However, you can find a list of advisors for pre-professional programs in the back of this book. -

Dixie State University Bachelor of Science in Nursing Degree Differential Tuition Section I: Request A new Bachelor of Science in Nursing degree was approved by the Board of Regents on March, 2017. In order to support its objective to provide a top-quality education to students in the nursing program, Dixie State University’s College of Health Science Nursing Department request the upper division courses for this program adopt differential tuition. Rationale for the differential tuition of $75 for each upper division credit hour is twofold. First, the increased resources bring us in line with resources spent per student at other Utah state universities. If we hope to keep our promise of providing a top-tier quality nursing education to our students, we must have the resources to restructure the program and hire a simulation lab manager. Last, our student’s net out of pocket expenses (defined as tuition less scholarship dollars) still make DSU’s nursing program a value among peer institutions. Section II: Student and Market Demand for the Program Student demand for the nursing program at Dixie State University has always been strong as evidenced by there are more applicants for the program than the allotted slots. Support for the change from an Associate Degree program to a pre-licensure Baccalaureate of Science in Nursing program is evidenced by a request and support from Dixie Regional Medical Center. The number of applicants and accepted students for the past 5 years is depicted in the following table. Purpose 1.1 The Media policy establishes the standards regarding Dixie State University stakeholders’ interactions with members of the media when representing the University in any capacity. II. Scope 2.1 All University stakeholders including faculty, staff, administration, volunteers, alumni, and students are held to the expectations set forth in this policy. III. Definitions 3.1 Media: an outlet with the primary function of sharing information with a wide audience. Media includes but is not limited to traditional news sources such as newspapers, magazines, TV stations, radio stations, and websites and emerging media such as social media platforms and blogs. 3.2 Members of the media: individuals working, paid or voluntarily, for news agencies and outlets. Members of the media include, but are not limited to print, online, and broadcast reporters, videographers, photographers, editors, and producers. Members of the media may represent traditional or emerging news sources. 3.3 Stakeholder: University stakeholders are faculty, staff, administration, volunteers, alumni, and students. 3.4 Official statement: a comment made to the media that carries the weight of the university as a whole and suggests that the institution supports the stated position. 147 Media Page 1|3 3.5 Crisis: an event or situation that may jeopardize the institution’s resources and ability to conduct business or have the potential to generate a negative public response. 3.6 Crisis Communication Team: a group chaired by the Chief Marketing & Communication Officer (or a delegate) and comprised of select members of the Incident Management Team that is responsible for gathering and disseminating available information pertinent to the crisis.
