KILLEARN PRIMARY SCHOOL - REFURBISHMENT AND EXTENSION: CONTRACT NO DES/0117

1 PURPOSE

1.1 The purpose of this report is to consider the tenders submitted for the refurbishment and extension of Primary School (Contract DES/0117) summary

2 SUMMARY

2.1 At its meeting on 29th October 1998 the Children’s Committee agreed to a rolling programme of primary school refurbishments commencing with East Plean, and Killearn Primary Schools as phase 1 of the programme.

2.2 At its meeting on the 31st March 1999 the Interim Executive Committee agreed the final capital programme for 1999/2000 and the draft capital programme for 2000/01 and 2001/02.

2.3 The agreed allocations were £1.1 million in 1999/2000, £750,000 in 2000/01 and £750,000in 2001/02 to support the primary school refurbishment programme. The updated draft capital programme for the period 2001 – 2004 proposes annual sums of £750,000.

The updated capital programme has not yet been approved by the Council. Tender acceptance will be subject to the rolling primary school refurbishment programme being approved.

2.4 The cost of the refurbishment and extension of Killearn Primary School will be contained within the provision identified within the draft capital programme.

2.5 Tenders for the refurbishment and extension of Killearn Primary School were returned on 26th January 2001 and the tender report is expected by the end of

February 2001.

3 RECOMMENDATION(S)

3.1 The Resources Committee is asked to authorise delegated powers to the Director of Children’s Services to consider and accept the tender in consultation with the chairs of the Children’s and Resources Committees subject to the revised capital programme being accepted.

4 CONSIDERATIONS

4.1 Due to the complexity of the project, detailed consideration of the tender report is required. Accordingly the tender report will not be finalised for consideration by the Resources Committee on 22nd February 2001.

5 POLICY IMPLICATIONS

5.1 The proposed refurbishment and extension of Killearn Primary School will contribute significantly to the strategic aims of the Council, particularly in relation to providing quality services and promoting social inclusion

5.2 This project will ensure access to high quality education services in an environment that is safe and conducive to effective learning and teaching

6 CONSULTATIONS

6.1 Consultation has taken place over a lengthy period of time with the parents, staff and children, to consider the design and arrangements during the construction period. Meetings have also taken place with the Community Council, Civic Services and Environmental Services

6.2 Arrangements regarding on site temporary accommodation during the refurbishment will be made in consultation with the school board and school staff to ensure pupils health and safety during the construction.

6.3 This report has been prepared in consultation with Civic Services

7 RESOURCE IMPLICATIONS

7.1 The cost of this project will be contained within the capital funds made available under the rolling programme for primary school refurbishments
