Eligibility and qualification of the Applicant will be first examined based on the details submitted online under first cover (PQQ or Technical) with respect to eligibility and qualification criteria prescribed in this Tender document. The Price Bid under the second cover shall be opened for only those Applicants whose PQQ/ Technical Applications are responsive to eligibility and qualifications requirements as per Tender document. 1. The payment for Tender Document Fee and e-Service Fee shall be made by eligible bidders online directly through Debit Cards & Internet Banking Accounts and the payment for EMD can be made online directly through RTGS/NEFT or OTC. 2. Intending bidders will be mandatorily required to Online Sign-up (create user account) on the website https://etenders.hry.nic.in to be eligible to participate in the e-Tender. He/She will be required to make online payment of (Here mention the EMD Amount) towards EMD fee in due course of time. The intended bidder fails to pay EMD fee under the stipulated time frame shall not be allow to submit his / her bids for the respective event / Tenders. 3. The interested bidders must remit the funds at least T+1 working day (Transaction day + One working Day) in advance i.e. on or before (Here mention the Expiry Date & Time of EMD Submission); and make payment via RTGS /NEFT or OTC to the beneficiary account number specified under the online generated challan. The intended bidder / Agency thereafter will be able to successfully verify their payment online, and submit their bids on or before the expiry date & time of the respective events/Tenders at https://etenders.hry.nic.in. The interested bidders shall have to pay mandatorily e-Service fee (Non refundable) of Rs.1000/- (Rupee One Thousand Only) online by using the service of secure electronic gateway. The secure electronic payments gateway is an online interface between bidders & online payment authorization networks. The payment for document fee / e-Service fee can be made by eligible bidders online directly through Debit Cards & Internet Banking. The undersigned reserves the right to reject any or all the Tender without assigning reason. IMPORTANT NOTES:- 1. The applicants / bidders have to complete “Application / Bid Preparation & Submission” stage on scheduled time as mentioned above. If any Applicant / bidders failed to complete his / her aforesaid stage in the stipulated online time schedule for this stage, his / her Application / bid status will be considered as “Applications / bids not submitted’. 2. Applicant / Bidder must confirm & check his / her Application / bid status after completion of his / her all activities for e-bidding. 3. Applicant / Bidder can rework on his / her bids even after completion of “Application / Bid Preparation & submission stage’ (Application / Bidder Stage), subject to the condition that the rework must take place during the stipulated time frame of the Applicant / Bidder Stage. 4. In the first instance, the online payment details of tender document fee + e-Service and EMB & PQQ / Technical Envelope shall be opened. Henceforth financial bid quoted against each of the item by the shortlisted bidder / Agency wherever required shall be opened online in the presence of such bidders / Agency who either themselves or through their representatives choose to be present. The bidder can be submit online their bids as per the dates mentioned in the schedule / Key Dates above. 5. Tender above 50.00 Lacs is to be opened in the office of The Superintending Engineer, HSAM Board, Hisar and below 50.00 Lacs is to be opened in the office of the Executive Engineer, HSAMB, Fatehabad. 6. The approved Co-Op (L&C) Societies enlisted in appropriate class are also eligible to put their tenders with 1% (One percent) as earnest money of the estimates cost. 7. All the enlisted contractors / agencies have to submit their E.mail IDs with proof of their office address. 8. The contractors / agencies shall have to submit proof of workshop / factory for fabrication of Pre- Engineering shed structure for works along with list of similar nature works executed / fabricated during last 3 years. 9. The contractor / agency shall have to submit a bank guarantee equivalent to 5% quoted amount in favour of “Executive Engineer, HSAM Board, Fatehabad” within 21 days after issuing the acceptance letter for defect liability period 3 years after the date of completion and 28 days extra. 10. “ To qualify for award for the contract, each bidder in his name should have in the last 5 years satisfactorily completed one similar nature work costing not less than 40% or two similar works costing not less than 33.3% or three similar nature works costing not less than the amount 25% of the estimated cost. The cost of work shall mean gross work of the completed work including the cost of materials supplies by the HSAMB but excluding those supplies free of cost. They should be certified by an officer not less than the rank of Executive Engineer or equal”. 11. The average annual turnover (defined as billing for works in progress and completed in all class of Civil Engineering construction works only) for the last 5 years of 40% of the value of the contract / contracts applied for). 12. The statutory deductions such as GST, Income Tax with surcharge and Labour Cess as applicable as per Govt. instructions shall be deducted accordingly. 13. Income and consumption pattern of households depends on many socio-economic factors like level of education, occupation and demographic characteristics. Per capita income and expenditure both are the indicators of human development. India has a great population of 1,311.1 million and households final consumption expenditure is (Annual Percent growth) is 7.4 in 2015 (source: Households consumption survey NSS 68 round and household consumer survey NSS 59th round). Survey depicts that in 2011-12 rural Kerala had the highest per capita consumption per month in amount in rural area, Punjab was the next highest and Haryana had 3rd highest rank in India. The Government of India is committed to improving the quality of life of its citizens through higher electricity consumption. Our aim is to provide each household access to electricity, round the clock. The ‘Power for All’ programme is a major step in this direction. Haryana is one of the high per capita electricity consumption states in the country and is one of the states that has already achieved 100% village electrification. However, it has to make a time bound program to supply 24x7 power in the rural areas as well.
