Vll INTRODUCTION Background Immediately following the revolutions of 1989, many countries of Central and Eastern Europe (CEE) and the New Independent States (NIS) region began to pursue more market-oriented strategies as a solution to the enormous economic crises facing central governments. A com­ ponent of those strategies has been a move toward decentralization in which democratically elected local governments are increasingly responsible for the provision of urban services and the future of their communities. In most countries, local governments are no longer viewed as passive implementors of central government policies but as active and essential partners in the economic and political transition. They are being called upon, along with the private sector, to relieve the burden of service and infrastructure provision that the central government can no longer bear alone. In some countries, municipal governments have been given responsibilities, but they do not yet have the corresponding authority or sufficient financial resources to provide the requisite services. Many municipal governments and their partners have found creative solutions to the problems their communities face. Many are working in association with other municipalities to improve their capacity to provide services, raise revenues, and include citizens in the decision-making process. They are also collaborating to shape policy at the national level that would allow them to provide services more efficiently. Innovative Practices Guide This Innovative Practices Guide documents many of the successes that cities in the region have achieved. The examples cover the full range of municipal responsibilities in urban service delivery, increasing citizen participation in decision-making, municipal credit, economic development and planning, municipal association development, environmental management, revenue generation, management, budgeting and finance, housing privatization, and real estate development. In addi­ tion, there are examples of national level policy changes that have been instrumental in the ability of local governments to respond to the needs of citizens. This Guide will facilitate the exchange of information about the innovations local governments are implementing. It will also enhance the dialogue in the region about what national level policy changes are needed to enable local governments to respond to citizens' needs. The Guide pro­ vides information on the implementation ofthe innovative practices and their results and identifies the city official(s) or other knowledgeable person who can be contacted for more details. In this way, cities can learn from other cities that are facing similar problems and adapt the approaches for their communities. The Guide lends itselfto updating and improvement. It has been produced in Albanian, Bosnian, Bulgarian, Czech, English, Hungarian, Polish, Romanian, Russian, Slovak, and Ukrainian. It is intended to be an easily accessible regional reference resource for municipal and national gov­ ernment officials and for businesses and non-governmental organizations working with local IX governments to solve community problems. There are many more innovative practices yet to be documented, and many innovations are just now getting underway. The Guide can also be used to help carry out national dissemination strategies. USAID looks forward to working with local government officials to continue to disseminate the Guide on a regional basis or adapt it for use through national networks serving municipalities. Although there have been various efforts to map vegetation in Bulgaria, these datasets have not directly provided the types of data necessary to use the wildfire spread models. This project focuses on using available data sources for Bulgaria including paper maps displaying Bulgarian vegetation in 1991 (Bondev 1991), high resolution orthophotography from 2011, Corine Land Cover spatial data (http://www.eea.europa.eu/data-and-maps), and both paper and spatial vegetation maps from the local municipal forestry department.

    Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. The paper traces and analyses the role of the Bulgarian church in the development of Education in Bulgaria historically and in contemporary times. In connection with the implementation of the activities under project ДН15/4 “Creation of a Model for the Safeguarding, Promotion and Socialization of Churches in Bulgaria” a number of field studies were conducted in different regions of the country. It was found that in almost all the temples there were schools, which, having emerged as the so-called “cell-schools”, gradually became classrooms with a secular character of education. It is noteworthy that the inhabitants of the small settlements far from the center of the country showed a desire for education and enlightenment and with their own means and forces opened schools next to their churches.     EUROPEAN PARLIAMENT 2014 - 2019 Committee on Petitions 29.9.2014 NOTICE TO MEMBERS Subject: Petition 1309/2013 by Emil Vaklinov (Bulgarian), on the free movement of people and goods between Bulgaria and Greece 1. Summary of petition The petitioner reports that it is difficult to reach various towns in the Rhodope Mountains and that this means that real opportunities for business and investment are lost. Many people are leaving the area to seek work elsewhere. The petitioner believes that the crossing between Zlatograd and Xanthi is polluted by vehicle exhaust fumes and that other crossing points should therefore be opened. The petitioner is calling for the right conditions to be created to enable people, goods and vehicles to cross the Rhodope Mountains between Bulgaria and Greece, for support to be given to small and medium-sized enterprises in the Rhodope Mountain border region, and for all the road infrastructure projects between the two countries to be finalised. 2. Commission reply, received on 29 September 2014 The cross-border road connection between Zlatograd and Xanthi was opened in 2010 to facilitate the free movement of people between Greece and Bulgaria. The winding mountainous road is designed and opened for cars, small buses up to 15 passengers and cargo vans up to 3.5 tonnes.
