We are moving into a new era – an era of information technology, knowledge economy, and global integration . The entire nation is working together towards industrialization and modernization with a view to turning Vietnam into a wealthy, strong, equitable, democratic and civilized nation .

In the context of a world filled with ample opportunites and challenges, an important mission that weighs on the shoulders of the educational sector – including the University of Education – Vietnam National University, Hanoi (VNU) is to educate a young, energetic, talented generation – those able to take advantage of opportunites, and overcome challenges to accumulate knowledge and develop the ability to decide the destiny of the whole nation .

With the mission of educating high-quality teachers, educational managers and educational scientists meeting re- gional and international standards, the University of Education, together with other VNU members, is implementing a new model to educate “educators for tomorrow” who excel in their professional knowledge and skills .

To achieve this noble mission, with the open model of training, the University has been establishing cooperations with prestigious institutions at home and abroad in an attempt to inherit and develop in par- ticular and the world in general .

Ten years’ development is not long for such a training institution, yet the present achievements recorded by the University of Education are attributed to the joint efforts and thinking of the university academic and general staff, special attention and instruction from the VNU’s Party and Presidential Board as well as the enthusiastic cooperation and assistance of universities and research institutes in and outside Vietnam .

Stepping into the chosen path with confidence, the University of Education will increasingly improve the quality of training, gradually achieving the noble mission through extensive collaborations with national and international educational institutions and organizations .

5 INTRODUCTION

On 21th December, 1999, the Faculty of Education (the predecessor of the University of Education) was officially founded under the Decision No . 1481/TCCB made by the President of Vietnam National University, Hanoi (VNU) . The foundation of the Faculty marks the birth of a new model of training in the ’s educational science - a progressive model in a high-quality, multi-disciplinary university .

Since then, the Faculty of Education has recorded impressive achievements, and have been awarded a number of merits: a third- class Labour Order from the State President, the Reward Flags and Certificates of Merit awarded by the Government, the Prime Minister and provincial committee presidents as well as from the President of Vietnam National University .

In recognition for and for the further development of the piloted model of training, the Government’s Prime Minister signed the Decision No. 441/QĐ-TTg dated 4th April, 2009 on the foundation of the University of Education from the Faculty of Education, thus becoming one of VNU’s six university members .

The University of Education is experimenting with two new models of educating secondary school teachers: 3 plus 1 and 4 plus 1 . The 3 plus 1 model is designed for students who for the first three years follow basic study units at either the University of Natural Sciences or the University of Social Sciences and Humanities, and who for the last year are provided with pedagogical knowledge, skills and teaching practice at the University of Education, VNU . The 4 plus 1 model is for B .a/B . .sc holders registered with the University of Education for one year to be offered pedagogical knowledge, skills and teaching practice .

The University of Education has so far enrolled 2,800 full-time Bachelor students majoring in teacher education; 800 students enrolling in the Master program in educational management; nearly 300 students taking MA courses in theory and methodology of Mathematics Education, Physics Education, Chemistry Education, Biology Education, History Education, Literature and Linguistics Education; 85 students enrolling in the Ph .D program in educational management (17 students have successfully defended their theses at State level); 8 international MA programs with about 400 enrolled students and teacher education, professional development courses offered to around 1,000 teachers from schools, colleges, universities, and other institutions .

The University of Education is a member of Asia - Pacific Teacher Association, and Asia-Africa University of Education Network . It is also Vietnam’s sole representative of the University of Cambridge International Examinations (UK) - a major provider of international qualifications for teachers

The University of Education strives to become a higher education leader engaged in teacher education, graduate programs and research, which aims at educating students, teachers and educational leaders and managers on the basis of close collaborations and partnerships with schools, colleges, universities and other institutions nation-wide and world-wide with a view to facilitating knowledge sharing and meeting national and regional and international standards .

Vision The University of Education strives to become a research institution providing courses and programs of national, regional and international standards . Validity The University comprises a learning organization, in which every university member is willing to share knowledge and experiences, to whole-heartedly work for the common benefit, quality, effectiveness, and professionalism . The University is also committed to ensuring equity among university staff and students .

13 14 UNIVERSITY OF EDUCATION University Staff The University of Education is structured with an open and flexible model . Apart from the teaching staff under direct university management, the University employs a contingent of teachers, educational researchers and managers and emeritus professors who are from VNU’s member universities (the University of Natural Sciences, the University of Social Sciences and Humanities, the University of Technology), national and international research institutes, and educational institutions . The total number of academic and general staff is 282, including: • 64 academic and general staff are directly under the management of the University: 1 professor, 5 associate professors, 15 PhDs, 30 MA/MSc, and 14 BA/BSc • 182 teachers working at member universities for the first three years of the 3 plus 1 model: 18 professors, 66 associate profes- sors, 43 PhDs, 21 masters and 34 bachelors • 7 emeritus professors: 2 professors, 4 associate professors, and 1 PhD • 29 visiting teachers: 5 professors, 14 associate professors, 9 PhDs and 1 master

Future Campus The new campus is located on an area of over 18 hectares at Hoa Lac, Thach That District, Hanoi, approximately 30 km to the north - west of Hanoi center . This is being developed to meet the demand for training and research facilities including headquarters, offices, lecture halls, libraries, a number of training centers, a research institute, workshop rooms, an experimental school, a dormitory and a sports center .

The University of Education strives to become a high-quality training and research institution in education sciences with top priority given to application research . The University has so far had fifty research projects at different levels, among which there are twelve pilot proposals at VNU level . These projects are of practical significance and value, each specific to its own contexts and situations . Twenty-five projects have already been published in the national journals and presented at national and international conferences . There are eight projects to be implemented in 2010, focusing on a number of fields: career orientation at secondary schools, the application of interactive pedagogy and information technology in teaching, teaching - learning methodology renewal . . . Particularly, the project on “Designing the process of professional development for teachers at gifted schools which achieve international standards” is under way at these schools across the country and has had successful results .

Since its foundation date, the University has organized 14 international workshops, attracting a number of prestigious professors, lecturers, and teachers from leading educational institutions at home and abroad .

The Faculty of Education, University of Education was established in accor- dance with Decision No 2410/QD-. TCCB dated 6th July, 2009 by the President of VNU . The Faculty is the merger of two departments: Education Psychology and Vocational and Higher Education . From the earliest days, these two departments were in charge of a number of basic subjects for bachelors in teacher education: General Psychology, Developmental Psychology, Educational Psychology; General Education, Organizing and Managing Education Activities, Measurement and Assessment in Education, Research Methods and Practicum .

28 UNIVERSITY OF EDUCATION Apart from that, some lecturers are engaged in post-graduate courses, joint programs, exchange programs and professional development courses, such as Education Management, Theory and Methodology of Teaching, and Vocational Psychology at other universities and institutions .

The Faculty has twelve lecturers: two associate professors, six PhDs, three doctoral candidates and one master .

Besides the undergraduate programs, the Faculty is to offer graduate courses such as Education, Social Work, and School Consultancy . Also, with the Center of Information, Research and Service in Psychology, the faculty staff will play a key role in the activities of the center, mainly in training, research and the application of knowledge . The Faculty of Education of University of Education was established in accor- dance with Decision No 2409/QD-. TCCB dated 6th July, 2009 by the President of VNU . For the past ten years, with a contingent of prestigions professors, associate professors and doctors in the field, the Faculty has been offering programs and courses in education science and management, thus educating a large number of leaders, managers, and experts from many educational institutions . Up to 2009, the Faculty has run a variety of courses ranging from un- dergraduate to mater and doctoral levels with 85 PhDs, 800 masters, and 792 bachelors having graduated already .

The Faculty of Teacher Education, University of Education is a merger of two departments: the Department of Education Psychology and the Department of Teaching-Learning Methodology and TechnologY . It is engaged in teacher education for schools and universities as well as research into and application of advanced teaching-learning technology with an view to achieving regional and international standards .

32 UNIVERSITY OF EDUCATION In recent years, along with the whole staff of the University of Education, the teaching staff of the Faculty (including 20 full- time staff and 15 part- time staff) has trained around 1500 students majoring in Mathematics, Physics, Chemistry, Biology, Philology and History Education, and thousands of in-service students, teachers at secondary and higher education levels, and hundreds of advanced training courses are offered all over the country .

Beside the undergraduate and refresher courses, the Faculty is to offer master courses in the Theory and Methodology of Teaching (in Mathematics, Physics, Chemistry, Biology, Philology and History) and a joint program with the Teacher Training University of Montpellier in Teaching Theory and Methodology in Science and Social Sciences . The Center implements the research objectives and activities set by the University of Education, provides and applies new information and knowledge in teaching and learning at the campus and nationwide . The Center also serves as an advisory body to research-related issues, teacher education, professional development, workshops and student’s learning opportunities, research proposals and theses . The Center for Training Cooperation and Professional Development under the University of Education was established upon the Decision No 242/TCCB dated 14th October, 2009, issued by the Rector of the University of EducatioN . The Center is an autonomous unit with its own seal and bank account .

The Center’s main functions and tasks are to: • Organize and offer joint training programs at home and abroad • Organize short courses for institutions at VNU and outside • Participate in post-graduate courses • Coordinate with university faculties to improve the professional and managerial skills of teachers through the communication of advanced technology from other foreign countries • Seek foreign partners for launching joint training programs, research and refresher courses and exchange programs • Introduce and advertise the university courses and programs

The Center offers unique services in which the disci- pline of Psychology is applied to real-life contexts and packaged in such ways that these services are highly relevant to a traditional and modern VietnaM . The Center’s mission is to promote the ap- plication of knowledge in psychology in solving human problems and developing their potentials . Specific objectives are as follows:

Research:The Center conducts research and development, based on practical demand, on prevention and intervention of mental, educational and work problems for improving the quality of life .

Counseling: The Center provides services on (a) psychological assess- ment, counseling and treatment to individuals and groups in professional orientation, study, and mental health, and (b) professional consultancy to organizations in mental health, education and human resources .

Training: The Center works with other faculties of the University of Education,VNU to organize training courses, seminars, discussions, etc . for different audience such as teachers, parents, and professionals .

Professional development: CISRP is committed to promoting the development of the profession of psychological experts/psychologists . Our view is that to become psychologists with expert knowledge and practice, students should have opportunities to practice their knowledge in psychology during their studies . Thus, CISRP offers a useful venue for practical training for students, especially those undertaking the master programs in (i) Clinical Psychology for Children and Adolescents, and (ii) Vocational Guidance, which are offered by the University of Education:
