AMERICAN TRUCKING ASSOCIATIONS TRUCK PAC TRUCK PAC IN ACTION A Message From Truck PAC Chairman

On behalf of the American Trucking Associations Political Action Committee – Truck PAC – I am pleased to present the 2019 annual report on PAC activities as well as our legislative accomplishments! ATA has been active this past year on many issues on your behalf. The ATA legislative affairs team had a successful year telling the trucking industry’s story as ATA or ATA members testified in seven Congressional hearings and participated in numerous other Congressional events.

Most importantly, we are preparing for the infrastructure legislation that would reauthorize and fund the surface transportation programs under the FAST Act, currently set to expire September 30th. The Highway Trust Fund is facing insolvency after fiscal year 2021 and funding will be a key challenge in any infrastructure bill. We anticipate challenges ahead as we promote ATA’s Build America Fund, a twenty-cent increase in the gas tax phased in over four years, as a solution. And we must guard against a truck-only funding scheme that singles out our industry. We believe any pay-for should be evenly distributed across all road users. This is why increased participation is imperative through our political action committee, Truck PAC.

Truck PAC’s mission is to help elect federal candidates, regardless of party affiliation, who understand our issues and support the trucking industry. I hope you will take a few moments to review this report and see how your personal contributions allowed Truck PAC to support candidates in your state.

Trade

• Working with a strong coalition of the business stakeholders, ATA pressed the House and Senate to support the US/Mexico/Canada (USMCA) trade agreement. • Following passage by the House in December and Senate in January, ATA joined President Trump at the signing of the new trade agreement on the White House lawn.

Infrastructure

• ATA has been a leading voice on Capitol Hill in support of a substantial investment in our nation’s infrastructure. • Testifying 7 times before House and Senate Committees, and presenting 3 times to House caucuses and conferences, we have pressed Congress to support an increase in the federal fuel tax as the most responsible, conservative and near-term funding mechanism to pay for infrastructure. • ATA has also led the fight against wrong-headed funding mechanisms like tolling and a truck-only vehicle miles traveled tax to pay for infrastructure.

Workforce Development

• ATA spearheaded a 70+ member supply chain coalition supporting the Drive Safe Act. • From the bills introduction in the House and Senate in February 2019, the Drive Safe Act now has the bipartisan support of over 1/3rd of the Senate, and 140 Members of the House, and is well positioned for inclusion in a highway bill. • ATA has also supported other workforce focused legislative initiatives in the House and Senate, including the Promoting Women in Trucking Workforce Act and the Promoting Service in Transportation Act.

As you receive this Annual Report, our country finds itself in uncertain times. Yet, throughout this COVID-19 crisis, the nation calls on the trucking industry to keep rolling, and truckers continue to deliver the food, water, medicine, PPE and other essentials that Americans need. American Trucking Associations is fighting to ensure our members have the clearance and resources they need to navigate this challeng- ing environment.

Congress is now working on its next legislative package to further address the public health and economic impact of COVID-19. This Phase IV bill will take shape over the coming days and weeks and could include a wide range of policy measures, including infrastructure investment. ATA’s legislative affairs team is in constant communication with leading legislators and staff on Capitol Hill to ensure trucking’s priorities are fully considered.

ATA’s policy experts are also coordinating closely with officials at the Departments of Transportation, Health and Human Services and Homeland Security, as well as top White House staff, to ensure our members can continue their operations while keep- ing drivers and frontline workers safe and healthy. You can rely on ATA’s COVID-19 Hub for timely updates as the situation continues to develop.

There many unknowns right now, but the importance of our participation in the political process is as certain as ever. There will be a Presidential election on Novem- ber 3, 2020, and the balance of power in Congress will be decided. It’s imperative that trucking’s voice is heard loudly and clearly.
