I. Background Information The Urban Climate Risk Management (UCLIM) Project is aimed to improve capacity of local government especially the cities government in conducting climate risk assessment and improving urban planning and management with climate and disaster risks reduction considerations. Three cities that are considered high risk to natural disaster and are located in different climate zone will be selected as target locations, indicatively are Makassar, Kupang and Kendari cities.

This initiative is to be undertaken within umbrella project ‘Safer Communities through Disaster Risk Reduction in Development’ (SC-DRR) Phase II. The UCLIM project aims to achieve two main outputs 1) Climate vulnerability indicators developed for urban risk assessment, 2) Participatory Climate Risks Assessment and Management Plan developed in 3 cities. The two outputs will be achieved through provision of technical assistance to develop vulnerability assessment guideline and indicators, to conduct climate analysis and vulnerability assessment; training to build local capacity on conducting vulnerability assessment and public consultation; and policy dialogue. The achievements of this project’s outputs will support the umbrella project: SC-DRR Phase II (Components 1 and 2) to mainstream DRR in urban development and management. The National Agency for Disaster Management (Badan Nasional Penanggulangan Bencana – BNPB) is the Implementing Partner of this project. The project will facilitate and strengthen strategic partnerships involving relevant GOI ministries and agencies, as well as with public partners at international, national and local levels.

This assignment is intended to support development of Participatory Climate Risks Assessment & Management Plan in 3 cities (Makasar, Kendari and Kupang). In order to achieve this targeted output, the following main activities need to be conducted by various experts: 1. Facilitate vulnerability assessment in the context of urban characteristic in 2 UCLIM pilot cities: Kupang and Kendari, due to impact of current and future climate risks using gender responsive climate vulnerability indicators for urban risk assessment that developed by the working group consisting related experts and line ministries that coordinated by BNPB. This activities will also consider the previous activities and/or the result of vulnerability assessment in City of Makassar that coordinated under Environment Unit – UNDP , UNEP and UN-HABITAT. 2. Develope Climate Risks Management Plan in 3 UCLIM pilot cities: Makassar, Kupang, and Kendari, based on the result of vulnerability assessment. The plans should specifically be consulted with women group, the gender specific needs and impact will be taken into account and that the women groups will equally benefit from the proposed action plans.

In order to conduct those activities mentioned above, the UCLIM-SCDRR Phase II is recruiting 4 experts and/or specialist as follow to establish a team : 1. International Expert on Urban Climate Risks Management as Team Leader. 2. National Expert on Urban Climate Risks Management as Team Member (this post). 3. GIS Mapping Assisstant as Team Member. 4. Gender Specialist as Team Member

Objectives of Assignment Under the guidance of the National Project Manager or her/his delegate and International Expert cum Team Leader, the National Expert on Urban Climate Risks Management is assigned to provide service for UCLIM-SCDRR Phase II Project in delivering above mentioned results notably to produce Urban Climate Vulnerability Assessment for Kupang and Kendari as well as Urban Climate Risks Management Plan for Makassar, Kupang and Kendari in participatory manner engaging local key stakeholders in each cities. He/she will also provide support to the international experts (team leader) to develop required knowledge products.

II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The following scope of work, responsibilities and description of the proposed analytical work need to be conducted by National Expert on Urban Climate Risks Management as Team Member:

a. The tasks will be enlisted to support the international consultant/team leader in delivering all of the above results with specific responsibility to facilitate the process and consultation with national and local government. b. Organizing each site visit to Makassar, Kendari and Kupang (provide logistic support and liaising with local government). c. Consult local government to identify and establish the approved city working group for VA formulation. d. Prepare training materials, tools and quiestionnaires as well as facilitate the training sessions (including providing support for translation and documenting the outputs of each workshop session). e. Conduct stakeholder dialogue events in 3 cities to support the local team to collect, record, verify and consolidate government and civil society input including communities to the Urban Climate Risk VA & Urban Climate Risk Management Plan process by ensuring 40% representation and participation of women groups; f. Support on-ground data collection from communities/civil society, government departments, academia which would entail secondary data, perception surveys, expenditure reviews, capacity assessment and information on the Urban Climate Risk VA & Urban Climate Risk Management Plan in targeted locations; g. Assisting the team leader to incorporate feedback from each cities stakeholders including women groups into the the Urban Climate Risk VA & Urban Climate Risk Management Plan document drafts. h. Draft specific sections of the the Urban Climate Risk VA & Urban Climate Risk Management Plan report as required by the team leader that that specifically addressed the gender needs and benefiting women groups . i. Any other responsibilities as needed in the the Urban Climate Risk VA & Urban Climate Risk Management Plan production processes specified by the team leader. j. Develop required reports and provide assistance to prepare the expected knowledge products (lesson learned, how to guide documents, etc).

III. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Significant working history and country-level experience (over 4 years) in analyzing urbanization and climate change vulnerability trends and participatory planning in the ASEAN region, especially its impact to the urban poor in Indonesia; Experience in supporting pro-poor stakeholder dialogue processes to inform complex policy documents based on diverse inputs from diverse urban development actors; Experienced in urban information analysis and public participation processes. Experienced in facilitating and coordinating field survey and organize schedules for data collection process Past experience in collecting and analys the data (both quantitative and qualitative) on urban climate change issues in Indonesia; Understanding of climate change challenges facing by the urban poor in cities in Indonesia; A bachelor’s degree in a related discipline would be a requirement for this assignment; Experienced in facilitating and delivering the training.
