Present at the ceremony were Permanent Secretary – Ms. Desdra Bascombe, Deputy Permanent Secretary – Mr. Raymond Seepaul and President General of the National Union of Government and Federated Workers (NUGFW) – Mr. James Lambert. Shamshuddin Mohammed, now deceased, as Minister of Public Utilities for a period of time. In 1991, Mr. Tahir Ali assisted the United National Congress in the constituency of Couva South for the general election of that year. He would be remembered as a person who saw the light and came to the United National Congress.
