“This is a whole of government effort. Storms like this are locally executed, state managed and federally supported,” Gaynor said. “FEMA is ready to support the governor and his team in anything he may need that exceeds the state’s capability. More than 12,000 federal responders, including the National Guard, FEMA employees, our federal partners plus nonprofit organizations and the private sector are out there right now ready to support, and should the governor need any assistance, we stand ready.”

This week, as responders and commodities were pre-positioned throughout the states to ensure resources were in place, Gaynor traveled to each of the states impacted, consulted with state officials and toured emergency operations centers in Tallahassee, Florida; Atlanta, Georgia; and Columbia, South Carolina ahead of Dorian’s landfall. Gaynor also spoke with North Carolina Governor and Virginia Governor by phone Wednesday to ensure they had no unmet needs.
