Babraham Road Movement Strategy  Sustainable: Design to facilitate movement by walking, cycling and public transport. Proposals for the Site should be as permeable for cyclists and pedestrians as possible building on the existing cycle and footpath network and with segregated links where possible .

 Connected: Ensure the site is well-connected to local facilities, key employment sites and other key destinations. provide direct routes between areas of housing and community facilities that are convenient and pleasant to cycle and walk around.

 Minimise Impacts: Ensure that the site does not impact the efficiency or safety of the surrounding transport network.

 Evidence led: A comprehensive Transport Assessment will be required at the application stage. Connectivity Vision

 A community with strong connections to Cherry Hinton and the surrounding neighbourhoods and the city. Encouraging sustainable travel choices through incorporation of cycle links and access to public transport.

 Sustainable connections across the site  Safe and direct routes  Access to public transport links  Access to services and facilities in Cherry Hinton and city centre  Walkable neighbourhood Policy Background  Transport Strategy: If increases in congestion are to be minimised, both in and on the radial routes, other modes of transport must provide the additional capacity needed. The backbone of the strategy will be a high quality passenger transport network of bus, guided bus and rail services, fed and complemented by comprehensive pedestrian and cycle networks.”

 Local Plan: The masterplan for site R47, as shown on the Policies Map (together with adjoining land in South on site SS/3), will make provision for a primary and secondary school, a local centre with community hub, open space and a spine road connecting Coldham’s Lane with Cherry Hinton Road. Vehicular access to the site will only be permitted via the new spine road, unless needed for emergency access Context - Cycling Cycling Connections Context - Buses

Service 17 - connects Newmarket, Fulbourn and with Cambridge at the start and end of the working day.

Citi 1 service - provides10 minute frequency connecting Cambridge to Addenbrookes, Cherry Hinton and Fulbourn.

Bus Options

 Serving the site: Opportunity to vary the Citi 1.  Initially serving the Eastern parcel of site  Through service option  Longer term – need to futureproof Site potential for Station connectivity to wider airport development Fulbourn  Discussions with operator are key Addenbrookes Bus Penetration

. Further discussion required with operators Access

Access to the Site will be from Coldhams Lane and Cherry Hinton Road / Airport Way, as required by CLP policy 12 (R47).

Any future planning application will need to demonstrate appropriate capacity at each of the access junctions for all vehicles, including emergency and refuse vehicules, travelling to and from the Site through provision of a Transport Assessment.

This assessment should also consider the development impacts on the local highway network  CCC Position: Proposed development should include a spine road - between Coldhams Road and Airport Way - to allow cross site movement for site residents/visitors – Options being assessed. Spine Road

• Evidence is being developed to inform any planning application regarding the spine road. Parking

Car Parking  Will need to accord with CCC standards and linked to site transport strategy  Any parking allocation will need to be justified in future planning application – full justification and detailed design

Cycle Parking  Safe and secure cycle parking should be provided in line with City and S.Cambs standards Next Steps

 SPD consultation

 Ongoing review of transport evidence

 Assess evidence for any future planning application
