Strong leadership; CITY OF JOLIET COMMUNITY INFORMATION Joliet is one of the fastest-growing cities in one of the fastest-growing counties in the country. Since 1990, Joliet has grown from a population of 77,000 occupying approximately 30 square miles of land to 147,500 people occupying 61 square miles of land. During that time, Joliet has been transformed from primarily a manufacturing economy to a more diverse economy including manufacturing, transportation, retail, medical, entertainment, educational, and government center in its capacity as the “Capital City”/County Seat of Will County. Joliet’s strategic location 45 miles southwest of Chicago is a key factor in its economic success and will continue to be so in the years ahead. The City is served by multiple interstate highways, including a key new interchange at Interstate 80 and Houboult Road in Joliet; five Class I railroads; and an inland waterway system. New investments in rail and intermodal have made Joliet and Will County one of the largest inland ports in North America. The Joliet CenterPoint Intermodal Center is home to the Union Pacific Railroad’s intermodal rail yard and adjacent to millions of square feet of industrial space occupied by marquee companies. The total project will encompass 3,600 acres, $2 billion in private investment, and create 14,000 permanent jobs, 5,900 construction jobs. In addition, plans are underway for the construction of the Illiana Expressway, a critical link between Interstate 65 in Indiana and Interstate 55 in Illinois, making Joliet an integral part of the ever-expanding several states regional economy. Joliet is also a key part of the high speed railway line being built between Chicago and St. Louis. Finally, a $52 million transportation complex is being built in downtown Joliet and includes the construction of a new commuter parking lot, a new bus terminal and train station and relocation of commuter platforms and improvements in and around the existing Union Station. All of these transportation links contribute to the city’s presence as a center for industry and trade. Joliet has become an attractive entertainment and visitor center as well over the last 20 years. Harrah’s Casino and Hollywood Casino draw hundreds of thousands of visitors to Joliet each year. The historic and beautifully renovated Rialto Theater provides a full schedule of theater, musical and other cultural attractions. Silver Cross Field, constructed in 2002 in downtown Joliet, is the home of the Joliet Slammers, a minor league baseball team which plays in the independent Frontier League. Silver Cross Field is also home to many community events such as summer movie nights, the Slammers Yard Sale, and is the site of many business and community meetings. Auto racing, including NASCAR and Nationwide series races at the Chicagoland Speedway and NHRA races at the Route 66 Raceway, are two venues which draw many regional and national fans to Joliet on an annual basis. Education has always been an important part of the City of Joliet and continues to be so today. Joliet Junior College was founded in 1901 and is the first public community college in the country. JJC is expanding its downtown presence with $50 million in construction planned over the next two years. Joliet is also home to the University of St. Francis, a Catholic university serving more than 3,300 students. Also nearby and serving the Joliet area for many years is Lewis University. Because of the rapid growth in Joliet over the last 20 years, Joliet residents are now served by four different public school districts as well as Joliet Catholic Academy and Ridgewood Baptist Academy. CITY OF JOLIET Finally, Joliet is a wonderfully diverse community. From a development standpoint, it is a fairly unique mix of older and redeveloping urban areas, newer suburban areas, and many square miles of yet-to-be-developed land. The population is also a diverse mix of racial, ethnic, and cultural backgrounds which contribute to a vibrant community. There are also many community, business, and union groups which bring energy and resources to help make Joliet a good place to live, work, and raise a family. Joliet At A Glance Population: 147,500 Land Area: 61 square miles Households: 46,831 Median Household Income: $60,528 Number of Business Firms: 8,926 Median Owner Occupied Home Value: $188,700 JOLIET CITY GOVERNMENT The City of Joliet is a home rule municipality that operates under the Council/Manager form of government. The Mayor and eight City Council Members are elected to four-year, overlapping terms. The Mayor and three At-Large Council Members are elected in one election and five District Council Members are elected in the alternate election. The City Council appoints the City Manager, City Clerk, City Treasurer, and Deputy Liquor Commissioners. All other city employees are appointed by the City Manager except for those employees appointed by the Board of Fire and Police Commissioners per State Statute. The City Manager is responsible for the implementation of policies and programs approved by the City Council and to provide administrative leadership to the city organization. The City has 800 municipal employees and a $286 million annual budget. In response to the economic conditions facing Joliet and nearly all communities, the City has reduced expenditures in many ways but primarily reducing the number of full-time employees from 1,052 employees in 2009 to the current 800 employees. The City has nine Departments which report to the City Manager per the organization chart below. There are six bargaining units representing different employee groups in the Fire, Police, and Public Works, Public Utilities Departments, and clerical employees. The City is the recipient of the GFOA Certificate of Achievement for Excellence in Financial Reporting. The Police Department is accredited through the CALEA (Commission for Accreditation for Law Enforcement Agencies). Among them is the Will County Board; the County Executive is one such collaborator. The City of Joliet encompasses and works with nine Townships, which is the most of any municipality in the State. Joliet Junior College is a very important part of the city, particularly as it applies to their expanded campus in downtown Joliet. The Will County Center for Economic Development (CED) is a private-public partnership which plays a pivotal role in the City as well as the County as a whole. The Will County CED has been named three times as one of the top 20 economic development organizations in the United States by Site Selection magazine. The City Center Partnership is another collaborative effort between the City, the Will County CED, downtown businesses, and other stakeholders. CHALLENGES AND OPPORTUNITIES The following challenges and opportunities reflect the comments made by various City Officials and others who were interviewed by Voorhees Associates in preparing this Recruitment Brochure. The statements that are listed below are not in the order of importance or priority. Also, the statements do not necessarily reflect a total consensus among all of the individuals who we interviewed. Internal/Organizational Issues: • Update the current long-range financial plan in light of possible further reduction in casino revenues due to potentially a new casino in Chicago and another south suburban Chicago location as well as potential growth and development. • Because of the loss of revenue over the last several years, salary compression between rank and file employees and their department heads and other management staff should be addressed to attract staff into broader supervisory and management roles.
