2. Introduction of the project/background information

2.1 Identification of project & project proponent Universal Chemicals & Industries Pvt. Ltd. is a family run company with a 55+ year history in Chemical Manufacturing. Shri Kamalesh Kumar Maheshwari, Shri Kartikeya Maheshwari , Shri Shiv Kumar Mooldas Vaishnav are the Directors of the company. Like many a business saga from India, Universal story too begins in the Shekhawati region of Rajasthan – famous both for its astute businessmen and its artistic murals.

2.2. Brief description of nature of project

In the early 1900‟s the founding father of the family fortunes, the Late Bishwambharlal Maheshwari – then in his teens – made his way from the sleepy, desert village of Bagar in Rajasthan to the country‟s commercial capital . In Mumbai he started his career as a trader and went on to become one of the most eminent and popular players of the times in stocks, commodities and bullion. Indeed the day he died, the Bombay Stock Exchange closed its door to business in his honor despite he is not being a member. His eldest son Late Krishnagopal Maheshwari started his own industrial ventures, branching out into textiles, tea plantations and pharmaceuticals. In the mid-fifties when foreign collaborations were a rarity in the country he entered into collaboration with leading pharmaceutical and consumer products company from the US, American Home Products Corporation (Wyeth) to set up a manufacturing base in India. This joint venture was responsible for creating iconic brands in the country such as headache pill Anacin, the depilatory cream Anne French and Forhan‟s.

Present chairman Dr.K.K.Maheshwari, following in his father‟s footsteps opted to set up independent business. His first venture – Universal Chemicals & Industries Private Limited at the start of the sixties went on to become a leading manufacturer of Potassium permanganate both in the country and in the global arena and emerged as significant player in the world market. Now the Universal has become multi-products manufacturing company. The team of Universal comprises of PhDs, Chemical Engineers, Mechanical & Electrical Engineers and other qualified technicians. Universal provides a stimulating environment for their employees with the emphasis on delegation & empowerment at all levels. The company is manufacturing Synthetic Organic Chemicals, Inorganic Chemicals and also would manufacture Technical Grade Pesticide. Due to technology development & market demand of chemicals, the company is doing expansion to capture this market demand of its products, so that it can supply as per market needs. In the beginning, company was engaging in domestic market; at this instant the company is exporting Inorganic chemicals in Canada, USA, Pakistan, Middle and Far East. With the continuous support of organized logistics and well-knitted distribution network, company supplies the range of chemicals having different applications which are used in different industries in different constituency of world. The company has initiated its operational locations at USA and Canada and in future more process to establish new offices in various countries. Company‟s system is able to supply the products with client‟s desired step process like sampling, evaluation & trial order system. The company is always bound to their precious overseas client‟s trust. 2.4 Demand supply gap

UCIPL currently produces inorganic chemicals, synthetic organic chemicals & now they are proposing to produce new organic chemicals, intermediate chemicals & pesticides which have demand in local as well as global market. Hence, to capture this project of expansion in existing synthetic organic chemical manufacturing & establishment of pesticide manufacturing unit is proposed.

2.5 Import vs indigenous production

In the beginning, company was engaging in domestic market; at this instant the company is exporting Inorganic chemicals in Canada, USA, Pakistan, Middle and Far East. Same practice shall be followed for proposed products. This will help in bringing foreign currency.

2.6 Export Possibility

The company is already exporting its range of products. The company aims to further generate significant export revenues from its activities thereby earning valuable foreign exchange for the country. 2.7 Domestic/export Markets

The products of UCIPL will be sold in local as well as international market.

Highlights of the proposed project are:

. The proposed production capacity is enhancement project with existing and new products and is located in the Notified Ambernath MIDC industrial area.

. The project activity will not involve creation of new infrastructure for the proposed expansion. Since the proposed expansion will be achieved within the existing manufacturing plant located at Plot No. C1, C2 & C3and no new land is required.

. The ETP of 80 CMD capacity with primary treatment, secondary, tertiary treatment schemes. The scheme will be upgraded with installation of one additional MEE unit of capacity 30 CMD and RO unit of capacity 80 CMD in view of the proposed expansion.

. The unit is located in Notified Ambernath MIDC industrial area which provides a good infrastructure for the supply of water, power and transportation facility.

2.8 Employment generation (Direct & Indirect) due to the project Present man power employed by the industry is 120 people (skilled 40& unskilled 80). There will additional 80 no. of man power (skilled 30 & unskilled 50) required in proposed expansion. So total 200 Nos. after expansion will be there (skilled 70 & unskilled 130).

Applicability for Environmental Clearance: The proposed expansion project of M/s Universal Chemicals Pvt. Ltd. comes under the project activity Pesticide and Pesticide specific intermediates - 5(b) A and Synthetic Organic chemicals– 5(f) B, as per the “EIA Notification No. S.O.1533 (E)” dated 14th September 2006 & amendments till date.

3. Project Description

3.1 Type of project including interlinked and interdependent projects, if any. The proposed expansion project is for enhanced production of synthetic organic chemicals with addition of new Pesticides plant in the existing plot. There is no interlinked or interdependent project as such.

3.3. Details of Site Alternatives:

Proposed activity is a production capacity expansion of the existing unit located at Plot C1, C2 & C3. Total plot area is 21,691 sq. m. with built up area of 2,546 sq. m. Proposed expansion will include additional infrastructural development; and built up area will be 9,630 sq. m. Now since there is no requirement of any new/additional land hence, no alternative sites were considered for the proposed expansion project.

3.4 Size or Magnitude of Operation:

The project is for enhanced Synthetic organic & inorganic chemicals & technical pesticides with production capacity from 316 MT/M to 370 MT/M. The detailed existing& proposed product list along with quantities is attached as Annexure – I.

4. Site Analysis

4.1. Connectivity: The project is located in Ambernath MIDC area. Site is easily accessible by MIDC internal road network further connected to Ambernath– Road. Nearest Railway Station: Ambernath at ≅ 1 km from the project site (Aerial distance). Nearest Airport: ChhatrapatiShivaji International (Mumbai) Airport, approximately at an aerial distance of ≅36.6 km from the project site.

Location and Access: The industrial area is centrally located and easily accessible through all possible modes of transport.Road: The entire industrial area is well connected by MIDC internal roads.Available Road Network: Internal MIDC road plies adjoining to the project plot.

4.2. Land Form, Land use and Land Ownership: The Project location & the surrounding environs being located in the notified industrial area prevails industrial type of land use form.

4.3. Topography (along with Toposheet Map): Since the topographic characteristics govern a greater land mass, the topography of entire district has been taken into account as described here under; The district is situated between 18°42‟ and 20°20‟ North latitudes and 72°45‟ and 73°48‟ East longitudes. The area of the district is 9,558 km². The district is bounded by Pune and Ahmednagar on the east, Nashik on the east and northeast, Valsad District of Gujarat state and Union Territory of Dadra and Nagar Haveli on the north. The Arabian Sea forms the western boundary, while it is bounded by Mumbai City District and Mumbai Suburban District on the southwest and on the south. Some major cities of are – Dombivali, Mira Bhayander, , , Ambernath, Kulgaon, Badlapur, etc. This is the third most industrialized districts of Maharashtra.

4.4.Existing land use pattern: The proposed project is located in the notified industrial area which has been developed for industrial development. The existing land use pattern in the 10 km radial distance of the project site comprises of Industrial, human habitations/settlements, small agricultural/ crop lands land use classes.

4.5. Existing Infrastructure Industrial Area (Processing Area): 7,084 sq. m. of existing built up area is available including production building, storage area, Effluent treatment units etc. 4.6. Soil Classification According to baseline environmental studies soil texture can be classified as clayey loam, color of soil is found to be dark brown to black.

4.7.Climatic data from secondary sources Climatic data is collected using automatic whether station during baseline environmental monitoring studies; However to validate this data secondary data source – Indian Meteorological Department (IMD) is considered.

4.8. Social Infrastructure available In the study area of 10 km there are several towns like Ulhasnagar, Ambernath , Badlapur etc, wherein all the necessary facilities like , schools, hospitals, colleges, govt. offices , gram panchayat offices , emergency control offices etc; are available. Also ZP schools are available in the nearby small villages around project site.

5. Planning Brief

5.2. Land use planning (Break up along with green belt) The industry will be set up at existing site at Ambernath Industrial Area. The land is developed as an Industrial Area and the land use will be industrial type. No cultivated land or forest land will be utilized for the proposed unit.

5.3. Assessment of Infrastructure demand (Physical & Social). The major physical infrastructure like road, water supply is provided by MIDC. The electricity will be supplied by MSEDCL. The industrial infrastructure will be constructed after grant of EC. Additionally new canteen and restrooms will be constructed for employees as s part of social infrastructure.

5.5. Amenities / Facilities Basic amenities like road, electricity, process water are available at site. The drinking water is provided by purification of water by RO purification unit. In the plant personal hygiene facilities are provided to workers as per the rule. In the industry all necessary safety and firefighting equipment‟s like Hydrant, Sprinkler, Detector System, & Fire Extinguishers are available in case of emergency.

Telecommunication Facility / Connectivity: Fax, telex, email and Internet facilities are adequately available in the vicinity of project area.

6.5 Connectivity Road: MIDC has provided asphalt roads with varying widths; these are mainly two lane roads and raised footpaths on either side of the roads. Hence no additional roads are proposed.

6.6 Drinking Water Management Source of the Water will be MIDC. The daily water requirement will be around 213.4 m3/day. Domestic Waste water will be sent to the ETP. 6.7 Sewerage System The internal storm water drains are channelized through proper drains provided by MIDC. 6.8 Industrial Waste Management MEE residue, ETP sludge, spent solvent, distillation residue, Inorganic Residue, Process Waste Residue are generated. Which will be disposed as mentioned in Table No. 1 Salient features of the project. 6.9 Solid Waste Management The ETP sludge will be disposed-off to CHWTSDF. MEE residue will be sent for co-processing/ CHWTSDF/ sale to authorized recycler. The Non Hazardous Solid Waste generated (Coal ash, Scrap material, office & stationary waste etc.) will be disposed as mentioned in Table No. 1 Salient features of the project.

6.10 Power Requirement & Supply/Source. Power Requirement: Existing connected load: 1469 KW, Existing maximum demand: 1000 KVA Total demand after expansion: 1500 KVA Source: MSEDCL

Project cost: Existing establishment has project cost of 18.61 Cr. Estimated cost of the project will be 14.00 Cr. For proposed expansion the new infrastructure to be constructed: The necessary required infrastructure will be erected within the premises on the existing plot.

9. Analysis of proposal (Final Recommendations)

The project will provide employment opportunities to local people and it will increase the living standard. As the industry has the export market it will add to the net foreign exchange earning of the country. The industry takes pride in maintaining healthy relationship with the environment by further improvised technology of effluent treatment plant. The industry is committed to manufacture and supply of finished products to achieve enhance customer satisfaction by establishing and maintaining quality management system.

Industry trust on employee‟s strength so management of the industry always promotes and maintains the safety conditions in and around the workers. The regular medical checkups, safety training programs, mock drill are being conducted in the industry.

In view of the above points it is concluded that the project proposal will not have any negative impact on the environment and people on the other hand will have positive impact by improving the socio economic aspects with employment generation.
