It is celebrated annually during the week of September 17-23. This celebration of the Constitution was started by the Daughters of the American Revolution. In 1955, DAR petitioned Congress to set aside September 17-23 annually to be dedicated for the observance of Constitution Week. The resolution was later adopted by the U.S. Congress and signed into public law on August 2, 1956, by President Dwight D. Eisenhower. Your Prescott Chapter members were involved in four Constitution Events.

On Constitution Day the 17th Steve Monez, Jim Cates and Celeste Cates took part in the celebration at the Canyon Ridge School in Surprise. The AZ CG Presented Colors, Jim, Celeste and Steve manned banners and worked with the children. The children came from the 2nd through the 8th grade. The program was organized by Christopher Raso the SAR Teacher of the year and the AZ Teacher of the year.

At the end of the Canyon Ridge program Steve Monez spoke as George Washington. The Renaissance Community in Sun Lakes celebration Bells Across America was held on the 19th. The AZ CG President Washington explained how the Articles of and Gila Butte Dar Chapter attended. Confederation were designed to support the states in war. Even then they could not pay the soldiers that fought so hard to free us from the British rule. Since the end of the war the new states paid no tax to the congress. each state had their own rules, as a result the new country was in turmoil. Alexander Hamilton called for a meeting in Annapolis and only three states were represented. A meeting was called in Philadelphia and after much discussion the constitution was adopted on September 17, 1787 I was the first signer.

The Agua Fria DAR Chapter held their Constitution Day luncheon “We the People” on the 21st. The AZ Color Guard Presented and retired Colors. The young people from Canyon Ridge, Dressed as the Founders, moved from table to table explaining who they represented. We were fortunate to have Thomas Jefferson at our table first. He had all the facts, birth date, experience, the constitution, his time in Europe and even his ability to play the Violin. Many other founders, Betsy Ross, Martha Washington, came and explained their part in the founding of our country.

Oak Creek Constitution presentation. Jim and Celeste Cates presented a program co-sponsored by the Oak Creek DAR for Constitution Day for children and adults at the Sedona Public Library on Saturday, September 21, 2019. After a brief introduction to the American Revolution, Jim discussed the weaknesses of the Articles of Confederation which loosely united thirteen sovereign states. Celeste discussed the Constitutional Convention, including James Madison’s Virginia Plan, William Paterson’s New Jersey Plan, Alexander Hamilton’s Plan, and Roger Sherman’s Connecticut Compromise. The audience recited the Preamble in unison and each of the Seven Articles were explained. Celeste and Jim then spoke about the Bill of Rights as well as Amendments granting full rights to African Americans and women. Children were each given age-appropriate books on the Constitution, and all members of the audience were given Revolutionary War bookmarks and a pocket copy of the Constitution, which they signed with a quill pen.

The George Washington Endowment Fund (GWEF) was established by the Executive Committee and approved by the Trustees during the meeting of February 27, 1993. The fund was created to establish a permanent restricted fund, the income of which would provide annual funding for support of NSSAR unfunded and under funded committees and special projects. The GWEF is managed by a GWEF Board with responsibility for oversight of all aspects of the George Washington Endowment Fund.

Contributions or pledges of $1000 or more entitle you to be known as a George Washington Fellow. You may make a One-time contribution of $1000 or more. Or you may pledge $1000 with initial payment of $ ($200 minimum) and pledges of $ 200 a /year to be paid within the next five years. (Initial installment to accompany the application.) All gifts are important and are tax deductible to the extent allowed by law under section 501(c)(3) of the Internal Revenue Code.

No more than eighty percent of the net income (interest and dividends) from the George Washington Endowment Fund may be spent in any one year and the remaining twenty percent is then invested into the corpus of the George Washington Endowment Fund. The George Washington Endowment Fund Board oversees the investment of the endowment fund. Consider joining the George Washington Endowment Fund. James Cates has applications for membership.

My Patriot Ancestor Brevet Major Joseph Inslee Anderson 1st and 3rd New Jersey Continental Regiments by BG (ret) Charles M. Scott, Jr.

Joseph Inslee Anderson was born on November 5, 1757 at White Marsh (near Philadelphia), to William and Elizabeth Inslee Anderson. His ancestors were early arrivals in America, the Ilsleys (later morphed to Inslee) landed in Newbury, Massachusetts in 1638 while the Andersons (then Andriezon) reached Nieu Amsterdam (later New York City) in the early 1640's. Both families subsequently moved to New Jersey and several generations later William and Elizabeth were married on 18 July 1753 in Bucks County, Pennsylvania. They eventually had a family consisting of six sons and three daughters. Joseph Inslee was their second son. The five oldest sons all served in the Revolutionary War, during which three wintered at Valley Forge, including Joseph Inslee. He is my 3rd Great Grandfather on my father’s father’s side.

Joseph Inslee studied law until he was commissioned Ensign, Third New Jersey Regiment, Continental Establishment in May 1776. Promoted regularly he became Captain and Paymaster on October 26, 1777. He was later transferred, in grade and assignment, to the First New Jersey Regiment and served until to the close of the War. He was breveted Major on September 30, 1783. He fought with the 3rd NJ at Brandywine, Germantown and Monmouth. He was also with General Sullivan in the expedition against the Iroquois Indians and was present at the siege of Yorktown.

After the war Joseph Inslee having studied law was admitted to the Bar in Delaware and practiced there until 1791 when he was appointed by President Washington, to be Judge of the ‘Southwest Territory, the Land South of the River .’ Prior to moving to east Tennessee he married Only Patience Outlaw, the daughter of Colonel Alexander Outlaw, a regimental commander of North Carolina militia. Joseph Inslee and Only Patience had seven boys.

His term lasted until that Territory became the state of Tennessee, and all Territorial appointments were vacated. He had played a significant role in the framing of the Constitution of the State of Tennessee. Eighteen months after resuming his law practice he was elected the third U.S. Senator from Tennessee. He remained in the US Senate from 1797 to 1815 and during that time was elected the “19th President pro tempore of the United States Senate” for a period of January 15, 1805 through December 1, 1805. During one of his terms in the Senate his Tennessee colleague was Senator Andrew Jackson.

Following his service in the Senate, Joseph Inslee was appointed as First Comptroller of the U.S. Treasury by his personal friend and President, James Madison. He served in this position until his death on April 17, 1837. He is buried in the Congressional Cemetery in Washington, D. C.

Of his four brothers in the Revolutionary War, Captain Enoch Anderson was the oldest and served in Haslet’s Delaware Regiment. He was wounded in the Battle of Long Island where his regiment combined with the Maryland Regiment to serve as the rear guard to enable the Army to cross to Manhattan. He later served at Trenton and was the commander of the ‘forlorn hope’ rear guard on the march to Princeton. He was medically retired a year later.

Lieutenant Thomas Anderson of Colonel Hall’s Delaware Regiment was the fourth son and probably saw the most wide spread war service. Thomas enlisted in January 1776, saw service in his brother Enoch’s company and was commissioned in that regiment on May 1, 1781. He served in the same regiment until he was discharged at the close of the war. He participated in the Battles of Long Island, White Plains, and Trenton as well as Brandywine, Germantown and Monmouth. The Delaware Regiment was then sent south with General Greene and Thomas saw action at the Battles of Camden, Cowpens, Guilford Courthouse, Eutaw Springs and the Siege of Ninety-Six. He also participated in many heavy skirmishes having in whole of his engagements with the Enemy, 25 Battles.

The youngest son, William Anderson, was commissioned Ensign Fourth New Jersey Regiment, Continental Establishment on February 17, 1777. William was present for the battles of Brandywine and Germantown. He was later transferred to the First New Jersey Regiment, Continental Establishment and served until discharged on November 3, 1783.

This leaves the third son, (just plain) Inslee Anderson. He enlisted early in 1777 and was credited by his brother, Enoch, with being at Brandywine and Germantown. If this is correct, then all five Anderson brothers were present at Brandywine. However, I have never been able to confirm Inslee’s presence with any other source. He did serve for the last part of the war with the Second Regiment (New Castle County) Delaware Militia. Continued on Page 7 6 Prescott Chapter of the Sons of the American Revolution October 2019

Inslee returned to the Army later as an Adjutant in the 2nd US Levees Regiment and was killed on November 4, 1791 at the Battle of the Wabash, usually referred to as “St. Clair’s Defeat.” Inslee was killed along with Captain Robert Kirkwood, who was Lieutenant Thomas Anderson’s company commander during the Delaware Regiment’s service in General Greene’s Army in the south.

The four Anderson officer brothers were all founding members of the Delaware State Society of the Cincinnati. They constitute more than 10% of that Societies’ founding members.

An additional anecdote: When Joseph Inslee Anderson went to Tennessee in 1791 he took his mother, youngest brother and three younger sisters. The youngest, Margaretta Anderson, born May 25, 1772, married David Deaderick in 1795 in Tennessee. Margaretta Anderson Deaderick is my 3rd Great Grandmother on my father’s mother’s side!

Jim called the meeting to order with Steve leading us in the Pledge Of Allegiance to the Flag of the United States of America. Dennis led us in the Pledge to the Sons of the American Revolution. Tom gave the Invocation.

Jim provided Tim with two paintings for the November SAR/DAR Luncheon. Tim will have both framed. The Board discussed nominations for 2020 Board Members. Steve will ask Chuck if he would like to be Chancellor.

Steve will email each board member the current Prescott Chapter By-Laws & SOP. Steve requested that each board member review the documents and provide any corrections/updates.

The final June 8th Secretary’s minutes had been emailed to all. Steve motioned that we accept, Michael second, passed unanimously.

Wayne presented the Registrar’s Report dated September 14, 2019. Wayne provided each board member with a copy of the report. Board members congratulated Wayne on doing such a professional job.

Tim reported Speakers are set for the rest of the year w/ Bill Williamson set for Dec 7th. He will speak on his recollections of Pearl Harbor. Tim will begin putting together a list of 2020 Speakers for Prescott Chapter Luncheons. Tim reported that Richard Melick is interested in becoming a member of the Prescott Chapter. Tim will work with Wayne on this issue. Tim reported that Dick Melick will be making a presentation on the “Veterans History Project”. Dick would like for Prescott Chapter Veterans to participate in the program. `

Michael emailed board members the Treasurer’s Report/Budge via email. He handed out copies at the meeting. Report reflects: Administrative Account True Balance ~ $3286.14; Dedicated Account: True Balance: $748.00. Tim motioned the Treasurers Report be approved, Tom second, passed unanimously. Michael informed that board that the Yavapai County Board of Supervisors will recognize Constitution Week at an upcoming meeting. Board members discussed possibly attending the meeting along with the DAR. Michael informed the board that he will be sending out dues notices. The board agreed that all dues should be paid by December 1, 2019.

Board signed birthdays this month with no significant anniversaries. Jim will mail out.

Meeting closed at 10:30 with Tom giving the Benediction and Wayne leading the board in the SAR Recessional.

The Prescott Chapter has marched in the Chino Valley Parade starting in 2013. This year we had a great turnout thanks to the chapters in the valley. Ross Alexander, Robert Filler our new members marched for the first time. Ed Lipphardt and Tom Chittenden were also from Prescott. Chapter. David Bonnett came up from the Palo Verde Chapter. Steve Miller and Dan Thompson joined us from the Phoenix Chapter. Dan brought two of his family members. Michael Morgan carried our banner alone.

At the 129th Congress All the State and International societies come together. The Trustees's meet and decide issues that have been presented over the past year. The new Trustees and VP Generals are sworn in and President General Warren Alter passes the Gavel to the new President General John T. Manning. Committees took part in the future planing for the next congress and the 250th Anniversary of American Independence.
