Journal of Economic Perspectives—Volume 23, Number 1—Winter 2009—Pages 101–119 Reflections on Northern Rock: The Bank Run that Heralded the Global Financial Crisis Hyun Song Shin n September 2007, television viewers and newspaper readers around the world saw pictures of what looked like an old-fashioned bank run—that is, I depositors waiting in line outside the branch offices of a United Kingdom bank called Northern Rock to withdraw their money. The previous U.K. bank run before Northern Rock was in 1866 at Overend Gurney, a London bank that overreached itself in the railway and docks boom of the 1860s. Bank runs were not uncommon in the United States up through the 1930s, but they have been rare since the start of deposit insurance backed by the Federal Deposit Insurance Corporation. In contrast, deposit insurance in the United Kingdom was a partial affair, funded by the banking industry itself and insuring only a part of the deposits—at the time of the run, U.K. bank deposits were fully insured only up to 2,000 pounds, and then only 90 percent of the deposits up to an upper limit of 35,000 pounds. When faced with a run, the incentive to withdraw one’s deposits from a U.K. bank was therefore very strong. For economists, the run on Northern Rock at first seemed to offer a rare opportunity to study at close quarters all the elements involved in their theoretical models of bank runs: the futility of public statements of reassurance, the mutually reinforcing anxiety of depositors, as well as the power of the media in galvanizing and channeling that anxiety through the power of television images. -

Iceland’s Financial Crisis A Global Crisis • The current economic turmoil in Iceland is part of a complex global financial crisis and is by no means an isolated event. • Governments around the world have introduced emergency measures to protect their financial system and rescue their banks, as they suffer from a severe liquidity shortage. • Thus far, Iceland has been hit particularly hard by this unprecedented financial storm due to the large size of the banking sector in comparison to the overall economy. • The Icelandic Government has taken measures and is working hard to resolve the situation, both independently and in cooperation with other parties. • Iceland is cooperating with its Nordic and European partners and is currently consulting with the IMF on measures toward further stabilization of the Icelandic economy. 1 Bank Liquidity Tightens • The liquidity position of Icelandic banks tightened significantly in late September and early October as interbank markets froze following the collapse of Lehman Brothers. • The nationalization of Glitnir, one of Iceland’s three major banks, on Sept. 29 th , led to a credit rating downgrade on sovereign debt and that of all the major banks. • This led to further deterioration of liquidity. • Early October, all three banks were suffering from a severe liquidity shortage and in dire need for Central Bank emergency funding. Negative coverage on the Icelandic economy, particularly in the U.K, did not help either. • By mid-October, all three banks, Glitnir, Landsbanki and Kaupthing, had been taken over by the government on the basis of a new emergency law. • The banks had become too large to rescue. -

The Government has today decided to bring forward legislation that will enable Northern Rock plc to be taken into a period of temporary Home public ownership. The Government has taken this decision after full consultation with the Bank of England and the Financial Services Authority. The Government's financial adviser, Goldman Sachs, has concluded from a financial point of view that a temporary period of Budget public ownership better meets the Government's objective of protecting taxpayers. 2. Northern Rock will be open for business as usual tomorrow morning and thereafter. Branches will be open; internet and call centre Pre-Budget Report services will operate as normal. All Northern Rock employees remain employed by the company. Depositors' money remains absolutely safe and secure. The Government's guarantee arrangements remain in place and will continue to do so. Borrowers will continue to make their payments in the normal way. -

Overview The NRAM Limited Group and Company primarily operates as an asset manager holding mortgage loans secured on residential properties and other financial assets. No new lending is carried out. NRAM plc was taken into public ownership on 22 February 2008. During 2007 and 2008 loan facilities to NRAM plc were put in place by the Bank of England all of which were novated to Her Majesty's Treasury (‘HM Treasury’) on 28 August 2008. On 28 October 2009 the European Commission approved State aid to NRAM plc confirming the facilities provided by HM Treasury, thereby removing the material uncertainty over NRAM plc’s ability to continue as a going concern which previously existed. -

The report reviews the availability of finance for small firms in 2003; how the Basel II Accord might affect access to finance for SMEs; competition in the SME banking market; and it includes a special article on developments in the financing environment for small firms in the last decade. This will be the last such report. In the foreword (copy attached) Nigel Jenkinson, Executive Director for Financial Stability, explains the Bank's decision. Mr Jenkinson says: "In recent years there has been a major expansion in government resources devoted to small firms. The Small Business Service was set up in 2000 as an executive agency of the DTI, to be a centre of excellence on the whole range of small business issues, including access to finance. The Bank has strongly supported the SBS, including seconding one of its senior staff to be the SBS' first Director of Investment and SME Finance from 2000 to 2003." He adds: "Given the substantial improvement in information flows over the past ten years and the growing importance of the SBS in addressing access to finance issues in the government's Action Plan for Small Business, there is no longer a need for the Bank to be involved in these issues. The principal objective of supporting an improvement in the financing relationship has been achieved, and stepping back from the work stream will avoid potential overlap and duplication with the work of the SBS.. -

Bank of Scotland plc (Incorporated with limited liability in Scotland with registered number SC 327000) €60 billion Covered Bond Programme unconditionally guaranteed by HBOS plc (incorporated with limited liability in Scotland with registered number SC218813) and unconditionally and irrevocably guaranteed as to payments of interest and principal by HBOS Covered Bonds LLP (a limited liability partnership incorporated in England and Wales) Under this €60 billion covered bond programme (the “Programme”), Bank of Scotland plc (the “Issuer”) may from time to time issue bonds (the “Covered Bonds”) denominated in any currency agreed between the Issuer and the relevant Dealer(s) (as defined below). The payments of all amounts due in respect of the Covered Bonds have been unconditionally guaranteed by HBOS plc (“HBOS” in its capacity as guarantor, the “HBOS Group Guarantor”). HBOS Covered Bonds LLP (the “LLP” and, together with the HBOS Group Guarantor, the “Guarantors”) has guaranteed payments of interest and principal under the Covered Bonds pursuant to a guarantee which is secured over the Portfolio (as defined below) and its other assets. Recourse against the LLP under its guarantee is limited to the Portfolio and such assets. The Covered Bonds may be issued in bearer or registered form (respectively “Bearer Covered Bonds” and “Registered Covered Bonds”). The maximum aggregate nominal amount of all Covered Bonds from time to time outstanding under the Programme will not exceed €60 billion (or its equivalent in other currencies calculated as described in the Programme Agreement described herein), subject to increase as described herein. The Covered Bonds may be issued on a continuing basis to one or more of the Dealers specified under General Description of the Programme and any additional Dealer appointed under the Programme from time to time by the Issuer (each a “Dealer” and together the “Dealers”), which appointment may be for a specific issue or on an ongoing basis. -

This boundary, often referred to in the West as a ‘Chinese Wall’, is designed to uphold the inde- pendence of journalists from commercial interests or the whims of news proprietors. But does this separation still exist in today’s age of social media and at a time when news revenues are under unprecedented pressure? This article focuses on Twitter, now a widely used tool in the newsroom, analysing the Twitter output of 10 UK political correspondents during the busy party conference season.
