Agenda 1 • Welcome and Introduction The regular NRA Lalitpur was held on 15 February 2018 at NRA office, Gwarko Lalitpur. All the guests and participants were welcomed by Prakash Pokhrel, Non-gazette first class officer, Lalitpur. The newly appointed DLPIU chief, Amar Thapa attended the meeting and his views on the ongoing reconstruction work in the district. The meeting began with the brief introduction of all the participants.

Agenda 2 • NRA decision to POs The decisions made on the previous coordination meetings were discussed. As per the decision POs were requested to submit the monthly update report at the end of each month.

Agenda 3 • Updates of the POs activity The POs working in the district gave brief updates on the activities. The staff from partner organizations working in shelter, livelihood WASH sector such as Lumanti, Love Green and NRCS participated in the meeting.

• Lumanti: Lumanti has been involved in the reconstruction including grant support, material and technical support in and of Godawari Municipality, Sanogaun and of Mahalaxmi Municipality and of Konjyosom Rural Municipality. Rehabilitation of water supply schemes has been completed in Bajrabahari area, Godawari Municipality while the reconstruction of 30 houses in , Mahankal Rural Municiaplity area is in progress. Lumanti has succeeded in handling the cases of landless beneficiaries through public inquiry deed (Sarjamin) in Godawari Municipality. Lumanti will use similar methods in handling reconstruction issues of beneficiaries representing 115 houses in Mahalaxmi Municipality. The reconstruction issues of multiple beneficiaries of 56 households in Dalchoki area, Konjyosom Rural Municipality hasnot been solved yet. Families of 56 households are related to each other and have reconstructed their houses in mutual understanding among households

Discussion: by sharing wall due to shortage of land parcel. This detail were shared with the ward office before reconstruction.

• The reconstruction update of Lumanti is given below: o Total Target: 680 HHs o 1st Tranche: 615 HHs o 2nd Tranche: 468 HHs o 3rd Tranche: 169 HHs

• Love Green Nepal: Love Green Nepal has been working in the reconstruction of the schools in Lalitpur district. Till date, the reconstruction of Kalidevi School in Malta of Bagmati Rural Municipality has been completed. 65% reconstruction work of Shree Buddha Bhagwan Secondary School, , Lalitpur has been completed. In Manikhel Lower Secondary School the roofing work is in progress which is expected to be completed by end of Falgun 2074.

• Nepal Red Cross Society (NRCS): NRCS has been mainly working in WASH, health and livelihood sector in Lalitpur district. The activities of NRCS includes o 12 crore is spend on solely on livelihood programs. o Conducted 2nd phase mason training; 1st event at Mahalaxmi Municipality from 2 - 8 February and 2nd event at and Bhardeu of Konjyosom rural municipality from 9-15 February 2018. o 428 earthquake affected beneficiaries has been reached through KIOSK programs. o 13 households latrines of Karyabinayak had been on progress after supplying the construction material. o As a part of Earthquake Safety Day celebration, KIOSK program disseminated information on safe shelter construction along with WASH and livelihoods to 179 beneficiaries.

Miscellaneous Items / AOB:

• NRA: Mrs. Goma Devi Dhakal, NRA chief requested all the POs, DLPIU to submit the monthly report at earliest possible.

NRA Lalitpur is going to organize an interaction meeting of ‘District Facilitation Committee’’ dated 26 February 2018 by involving key stakeholders of the districts such as municipalities, rural municipalities and district lines agencies. The purpose of interaction meeting is to expediate the reconstruction efforts by all concerned coordination points.

NRA Lalitpur requested POs to support in identification of vulnerable beneficiaries especially the case of two grievances submitted to NRA including a disabled and a single women beneficiary for providing additional top up support.

NRA Lalitpur shared one case about a person who has misused fund worth NRs 25 Lakh collected from different states of USA that were supposed to be utilized in reconstruction

activities. NRA Lalitpur requested POs to get notified about this kind of exploitation of funds and notify of such cases if found.

• DLPIU-MOUD:

DLPIU Lalitpur has halted the cases of multiple beneficiaries having a single house with single door in Bagmati Rural Municipality. DLPIU is yet to prepare the list for beneficiaries to be facilitated with retrofitting process.

DLPIU insisted that private houses including those being reconstructed following the traditional practices should also mandatorily keep sil band and lintel band as per the requirement of the GoN grant process.

DLPIU chief, Lalitpur requested to strengthen the coordination mechanisms among the concerned agencies to ensure effective reconstruction efforts.

EHRP, DLPIU-MOFALD: EHRP is forwarding the reconstruction cases of 1000-1200 every week for the tranche release. Database consistency need to be maintained by all concerned agencies involved in the reconstruction process. If there are any queries or difficulties please contact:

• Patan Durbar Square Monument Office: Kathmandu Valley Preservation Trust (KVPT) is working on the renovation and reconstruction of the historical monuments and temples in Lalitpur district. Till date 78 cultural monuments under World Heritage Sites has been renovated. Patan Durbar Square Monument Office is undertaking reconstruction of Rato Machhindra Nath Temple at Bungmati. Conflict with community is still going on in terms of maintaining the cultural authenticity. Preservation of cultural authenticity in the use of construction materials and technologies has been maintained during renovation and reconstruction of cultural monuments. Patan Durbar Square Monument Office can lay support in providing needful advices for construction of cultural sites.

• HRRP: HRRP is conducting different kinds of survey in upcoming weeks of February and March 2018 to mark the 3 years of Nepal Earthquake. The survey includes Temporary Shelter, Women in Reconstruction, Masons and Community Reconstruction Committee. This survey will be conducted in 14 earthquake affected districts by each district team. The results of all these survey will be shared with concerned district government line agencies and POs by organizing District Exhibition and District-level Workshop in April 2018.

Decisions Made: 1. The NRA Lalitpur meeting will be held every 3rd day of the Nepali month. 2. NRA Lalitpur is going to organize an interaction meeting of ‘District Facilitation Committee’’, involving key stakeholders of the districts such as municipalities, rural municipalities and district lines agencies, tentatively dated 26 February 2018. 3.
