nnn Guiding Settler Jerusalem Voice and the Transpositions of History in Religious Zionist Pilgrimage Alejandro I. Paz n ABSTRACT: This article examines how Elad, a religious Zionist settler group, attempts to reanimate biblical tales by transposing biblical text as part of tours for Jewish visitors to the City of David archaeological site in East Jerusalem. Since the early 1990s, Elad has created controversy by settling in the Palestinian neighborhood of Silwan, provoking criticism from Israeli archaeologists and peace activists. In an effort to avoid ‘politics’ during tours, the group emphasizes a now globalized historicist reading of the Bible, an interpretation popularized by archaeology over the last century and a half. The article considers how transposition from this historicist reading into the here and now is a rhetorical device used to create a biblical realism that does not yet exist in the contested landscape. However, rather than producing an erasure of the Palestinian presence, and in contradiction to the professed desire to refrain from politics, I show that the very communicative situation and multiple framings for producing this biblical realism inevitably remind visitors of the contemporary context. n KEYWORDS: Bible, Elad, pilgrimage, politics, realism, settlers, Jerusalem In December 1998, a Religious Zionist rabbi, Yehuda Maly, gave a tour to a group of guides associated with an East Jerusalem non-profit settler organization, Elad (an abbreviation forel ir david, ‘toward the City of David’).1 Elad is active in a Palestinian neighborhood called Silwan, which it wants to populate with Jewish residents. Rabbi Maly is not only an instructor but also a senior member of Elad as well as a resident in one of the settlement houses. -

Her book was inspired by a desire to prove (or disprove) Dr. Ernest Martin’s research in The Temples That Jerusalem Forgot. Ms. Sams wrote a second book in 2017, The Jerusalem Temple Mount: A Compendium of Ancient Descriptions expanding the argument in her first book, itemizing and analyzing 375 ancient descriptions of the Temple, Fort Antonia, and environs, all confirming a Gihon location for God’s Temples.1 Her books and articles greatly advance Dr. Martin’s arguments. David Sielaff, ASK Editor Marilyn Sams: The siege of Titus has been the subject of many books and papers, but always from the false perspective of the Jerusalem Temple Mount’s misidentification.2 The purpose of this paper is to illuminate additional aspects of the siege, in order to show how they cannot reasonably be applied to the current models of the temple and Fort Antonia, but can when the “Temple Mount” is identified as Fort Antonia. Conflicts Between the Rebellious Leaders Prior to the Siege of Titus A clarification of the definition of “Acra” is crucial to understanding the conflicts between John of Gischala and Simon of Giora, two of the rebellious [Jewish] faction leaders, who divided parts of Jerusalem 1 Her second book shows the impossibility of the so-called “Temple Mount” and demonstrate the necessity of a Gihon site of the Temples. -

1 JERUSALEM: CITY OF DREAMS, CITY OF SORROWS More than ever before, urban historians tell us that global cities tend to look very much alike. For U.S. students. the“ look alike” perspective makes it more difficult to empathize with and to understand cultures and societies other than their own. The admittedly superficial similarities of global cities with U.S. ones leads to misunderstandings and confusion. The multiplicity of cybercafés, high-rise buildings, bars and discothèques, international hotels, restaurants, and boutique retailers in shopping malls and multiplex cinemas gives these global cities the appearances of familiarity. The ubiquity of schools, university campuses, signs, streetlights, and urban transportation systems can only add to an outsider’s “cultural and social blindness.” Prevailing U.S. learning goals that underscore American values of individualism, self-confidence, and material comfort are, more often than not, obstacles for any quick study or understanding of world cultures and societies by visiting U.S. student and faculty.1 Therefore, international educators need to look for and find ways in which their students are able to look beyond the veneer of the modern global city through careful program planning and learning strategies that seek to affect the students in their “reading and learning” about these fertile centers of liberal learning. As the students become acquainted with the streets, neighborhoods, and urban centers of their global city, their understanding of its ways and habits is embellished and enriched by the walls, neighborhoods, institutions, and archaeological sites that might otherwise cause them their “cultural and social blindness.” Jerusalem is more than an intriguing global historical city. -

1 Boundaries, Barriers, Walls Jerusalem’s unique landscape generates a vibrant interplay between natural and built features where continuity and segmentation align with the complexity and volubility that have characterized most of the city’s history. The softness of its hilly contours and the harmony of the gentle colors stand in contrast with its boundar- ies, which serve to define, separate, and segregate buildings, quarters, people, and nations. The Ottoman city walls (seefigure )2 separate the old from the new; the Barrier Wall (see figure 3), Israelis from Palestinians.1 The former serves as a visual reminder of the past, the latter as a concrete expression of the current political conflict. This chapter seeks to examine and better understand the physical realities of the present: how they reflect the past, and how the ancient material remains stimulate memory, conscious knowledge, and unconscious perception. The his- tory of Jerusalem, as it unfolds in its physical forms and multiple temporalities, brings to the surface periods of flourish and decline, of creation and destruction. TOPOGRAPHY AND GEOGRAPHY The topographical features of Jerusalem’s Old City have remained relatively con- stant since antiquity (see figure ).4 Other than the Central Valley (from the time of the first-century historian Josephus also known as the Tyropoeon Valley), which has been largely leveled and developed, most of the city’s elevations, protrusions, and declivities have maintained their approximate proportions from the time the city was first settled. In contrast, the urban fabric and its boundaries have shifted constantly, adjusting to ever-changing demographic, socioeconomic, and political conditions.2 15 Figure 2. -

Elijah Denounces Ahaziah. Like his father Ahab, Ahaziah is destined to meet Elijah. The occasion for their confrontation is an injury sustained by the king when falling out of a window of his upper chamber in Samaria. Ahaziah seeks not the God of Israel but a deity of one of the Philistine cities 40 miles southwest of Samaria. The author probably changes Baal-Zebul (“Baal the prince”) to Baal-Zebub (“lord of the flies”) to express scorn for this false deity. By NT times, the name of this god is associated with Satan (Mark 3:22). As is common throughout 1-2 Kings, the LORD sends His prophet to confront the king for idolatry and Elijah announces that Ahaziah will die. Ahaziah showed the same unbelieving pragmatism his father Ahab had when Ahab looked for a prophet who would give him the answer he wanted. The prophetic word, however, cannot be brought under human control, and the God of Mount Carmel sends fire from heaven to underline this fact. Two “lords” vie for worship throughout the Elijah story (Baal and Yahweh), both of them identified with fire—and Ahaziah has chosen the wrong one. Here 100 soldiers die as a result of Ahaziah’s choice to turn from God, again showing that the sins of leaders often lead to tragic consequences for those whom they lead. -

Jerusalem Municipality Approved [for Deposit] New Jewish Settlement in the Heart of East Jerusalem Neighborhood The Local Planning and Building Committee approved unanimously [for deposit] a plan for construction of 18 housing units for Jewish families in Jabel Mukaber. The Elad NGO, which works to increase the Jewish presence in East Jerusalem, is behind the plan. “We hope that Arabs and Jews will live there in peace,” a city council member said By Moshe Steinmetz [Published March 30, 2016 in Walla! News] The Jerusalem Municipality’s Local Planning and Building Committee approved unanimously [for deposit] today [the Local Committee only issues recommendations on construction plans; final approval is given by the District Committee – IR AMIM] a plan for construction of 18 housing units for Jewish families in the heart of the Jabel Mukaber neighborhood in East Jerusalem. The plan was approved [for deposit] with slight reservations regarding the construction of a synagogue at the spot. It was decided that the synagogue, which is intended to serve the tenants of the compound exclusively, will be built inside the compound without the Municipality’s intervention. This is a plan initiated by Lowell Investments, a company associated with the Elad NGO, which works to increase the Jewish presence in East Jerusalem. A building stands at the site that was built a few years ago and has been occupied since 2012 by security guards hired by Elad. The plan seeks to legalize unlicensed construction done in the building and to approve additional construction. “The Jerusalem Municipality is embracing the Elad NGO and together they are harming all of us,” said Aviv Tatarsky, a researcher for the Ir Amim NGO. -

Escalation in Israel's Settlement Policy: The Creation of De-Facto Annexation The past few months have seen unprecedented developments promoting settlement construction in the West Bank and East Jerusalem, causing severe damage to the chances of a two-state solution. Added to these developments are continued attacks on opponents of the settlement policy as well as changes in the legal interpretation of what is permitted in the context of the occupation. These trends yield a worrying and dangerous situation that could close the window of opportunity for resolving the Israeli-Palestinian conflict. The current political environment provides an opportunity to the Israeli government, which seems to be taking advantage of the facts that the opposition in Israel is weak, the US administration presents no clear policy or defense of the two-state solution, and Europe is showing less involvement in the region. Presently, the Netanyahu government is quickly advancing de-facto annexation of Area C to prevent the establishment of a Palestinian state alongside Israel. Netanyahu has no interest in actually declaring de jure annexation. Just as in the past he has refrained from verbally cancelling the Oslo Accords while in practice preventing their implementation, so too is he acting today towards de facto annexation while avoiding formal declarations that would raise the attention of the international community or the Israeli opposition. The implications of this are far-reaching for Israel, the Palestinians, and the region as a whole. -- Recent dangerous developments in Israel's settlement policy include the following: A. Promotion of plans and tenders in West Bank settlements Significant increase in planning: At the beginning of the year, Netanyahu announced that from now on, the Civil Administration's High Planning Committee meetings would be held four times a year in order to enjoy respite from public and international criticism, that would be concentrated in those days alone. -
