CITY OF –REQUEST FOR PROPOSALS (RFP)* CBRE, Inc. has been engaged by the City of Miami to act as its exclusive agent for the lease of prime waterfront property located in Virginia Key, . The City of Miami invites interested parties to submit proposals for the potential lease The goal of the City’s RFP is to create a vibrant recreational marina and restaurant destination with an ancillary ship’s store facility for City residents and tourists alike. PROJECT OPPORTUNITY Through the City of Miami’s RFP, interested parties will be provided the opportunity to plan, redesign, renovate or redevelop, lease, manage and operate a mixed‐use waterfront facility including, but not limited to, two marinas, a boatyard, dock master’s office, ship’s store, dry storage, wet slip docks, and at least one restaurant. MASTER PLAN & PROJECT VISION Development capacity and program for the subject site are regulated by the City of Miami Comprehensive Neighborhood Plan and the Miami 21 Zoning Code. In addition, an area‐wide master plan has been adopted in principle by the Miami City Commission that sets forth a global development vision for the area. While still valid as a consensus document captioning the community’s aspirations for this zone, it is the intent of the City’s RFP to encourage an integrally planned and designed development vision for the property. PROPERTY LOCATION The property is located in southeastern Miami, approximately 2.18 miles east of I‐95 (Exit #1A – Rickenbacker / ) on the northwest side of Virginia Key. Virginia Key is an 2,000 acre (1,300 acres of uplands + 700 acres submerged) barrier island within the , just south of Fisher Island and north of Key Biscayne.

MARINA RESTRICTIONS & DEVELOPMENT Vessels moored at wet slips shall be limited in size as per applicable regulatory requirements. The successful proposer shall at a minimum: • Provide for 648 dry storage racks • Maintain the existing 190 wet slips • Build approximately 300 additional wet slips • Construct a new, multi‐story dock master’s office, consolidating the dock master’s facility in both marinas • Provide an 11’ wide baywalk in accordance with the Virginia Key Master Plan

PUBLIC BOAT RAMP The successful proposer shall be required to plan, design, permit and construct a public boat ramp and floating dock on the property to the northwest of as an additional component of the Virginia Key Master Plan.

PARKING GARAGE In order to encourage and promote the economic feasibility and success of the project, the City of Miami believes it is in the best interest of the project and the public to relocate all existing on‐site parking and utilize a new proposed parking garage facility, which the Miami Parking Authority (MPA) shall build, operate, and maintain. The successful proposer shall contribute a minimum designated dollar amount as per the RFP to be used towards the construction of the parking garage.

VIRGINIA KEY MASTER PLAN On July 22nd, 2010, the City of Miami completed a comprehensive master planning process for Virginia Key that will serve as a guiding tool to develop meaningful waterfront and public open space areas on the island. The plan will provide policies for the use, development, and management of land; the protection and enhancement of the island’s natural resources while providing the necessary infrastructure and traffic flow to serve future improvements.

MIAMI INTERNTAIONAL BOAT SHOW The Miami International Boat Show is considered one of the best in the world The show is held every year in February and the 2014 event was attended by 96,009 visitors from around the globe. It generated and economic output of nearly $600 million within Florida. The City of Miami is currently investing $16 million to rejuvenate the Miami Marine Stadium Park & Basin in order to prepare it as the new host location for next year’s event. The 75th Annual Miami International Boat Show will be held from February 11th –15th 2016.

MIAMI OPEN The Miami Open is known as tennis’ 5th Grand Slam and takes place in Key Biscayne. The Miami Open is second only to the US Open in attendance for American tennis events. In 2014, a record 326,131 guests visited the Tennis Center at including a men’s finals record of 14,625. The Open employs 3,000 local individuals and brings an estimated economic impact of $380 million a year to Miami. The 2016 Miami Open take place March 21st ‐ April 3rd, 2016.

ART BASEL Art Basel stages art shows for Modern and Contemporary works, sited annually in Basel, Miami Beach and Hong Kong. Each show has participating galleries, exhibition sectors, artworks and parallel programming produced in collaboration with the host city’s local institutions. The Miami Beach show has rapidly grown since its inception in 2002 and now has over 250 of the world’s leading galleries participate. This year’s event will be held from December 3rd –6th, 2015.

TOURISM With 14.5 million visitors in 2014, Greater Miami is one of the world's more popular vacation destinations. Overnight visitors spent a record $23.8 billion in direct expenditures during 2014 in the Greater Miami area and the Beaches. ADRIENNE ARSHT CENTER FOR THE PERFORMING ARTS The Adrienne Arsht Center for the Performing Arts is one of the world’s leading performing arts organizations and venues. The center presents nearly 500 events each year across its eight flexible, state‐of‐the‐art performance spaces. It also hosts the largest jazz series in , the biggest flamenco festival on the East Coast, a robust program of new theatrical works, and an arts education program that serves nearly 30,000 children each year.

PATRICIA AND MUSEUM OF SCIENCE The Patricia and Phillip Frost Museum of Science is scheduled to open in 2016. Two key components of the estimated $300 million museum will be a 250 seat planetarium and a 500,000 gallon aquarium. The museum will inspire individuals of all ages, cultures and walks of life to appreciate the significance, relevance and application of the sciences in order to better understand ourselves, one another, and the universe in which we live.

THE ART DISTRICT The Wynwood Arts District is Miami’s epicenter of the arts and creative businesses and is one of the largest and most prominent creative communities in the United States. The district is home to over 70 art galleries, 4 art museums, major studios, retail stores, antique shops, and eclectic bars. The area is also home to a very well known work of art, the Wynwood Walls, one of the largest commissioned murals in the world.

Today, more than 1,100 multinationals have operations in South Florida, making it an ideal choice for regional headquarters.

EMPLOYMENT Construction employment has substantially increased within the City of Miami, as the local industry created five times more jobs in 2014 than in 2013. Sustained growth in construction will drive the economy and reflects stronger demand for both investment opportunities and living accommodations. The trade, transportation, and utilities sector experienced the largest employment increase, up 18,800 new employees or 3.40% year over year. The end result is a positive direct impact on the area’s strengthening labor market.

DEMAND FOR SKILLED PROFESSIONALS In 2014, the local, City of Miami demand for lawyers, accountants, architects, software developers, and similar professionals with advanced degrees increased faster than in any other major metro area in the nation, and these occupations, which pay 50% more than the local average, have an outsize effect on the area’s economy.

MIAMI The Miami Health District is the second largest health district in the United States with world‐class research institutions, state of the art medical treatment, and educational resources. More than 39,000 people are employed within the district’s 153 acre campus. Major components of the district include Jackson Health System, Medical School & Hospital, University of Miami Life Science and Technology Park, and the Bruce W. Carter Department of Veterans Affairs Medical Center.

MIAMI INTERNATIONAL AIRPORT (MIA) Miami International Airport is the second busiest airport in the country for international passenger arrivals, only behind JFK International Airport. The airport accommodated 40.9 million passengers in 2014 on 399,048 flights with non‐stop service to 48 domestic cities and 92 international locations, aiding in the path of Miami becoming a true top tier destination. In addition, the facility leads all U.S. airports in international air freight and is in the midst of a $6.4 billion capital improvement project. This project has added new runways, taxiways, parking, cargo buildings and multiple terminals over the past 10 years.

PORT OF MIAMI The Port of Miami is both the world’s leading port for cruise line passenger traffic and the top container port in Florida. The port is taking major steps to modernize itself for the impending widening of the Panama Canal. One such project is the Miami Deep Dredge which will allow Super Post Panamax Megaships to enter the port, all while doubling Miami’s cargo business in the next 10 years and creating over 30,000 permanent jobs. In addition, the recently completed Port of Miami Tunnel project provides a new connection between the port and the interstate highway system.

ALL ABOARD FLORIDA All Aboard Florida is a proposed passenger rail service from Miami to Orlando, with stops in Fort Lauderdale and West Palm Beach. The $1.5 Billion private project is being spearheaded by Florida East Coast Industries (FEC ) and is projected to reduce highway traffic congestion by approximately 3 million people annually. The “Miami Central” station will be located at NW 1st Ave between NW 3rd Street and NW 8th Street in downtown Miami.

METRORAIL & TRI‐RAIL The Miami Metrorail is Miami‐Dade County’s 22‐mile, elevated rapid transit system that runs from Kendall through Coral Gables to downtown Miami and Jackson Memorial Hospital. Two lines split north of the hospital district and offer service to Miami International Airport and Hialeah. The Metrorail also has connections to Broward and Palm Beach counties at the Tri‐Rail/ Metrorail transfer station. Tri‐Rail is a commuter rail line linking Miami, Fort Lauderdale, and West Palm Beach.
