    FACT SHEET Commerce Finds Dumping and Subsidization of Multilayered Wood Flooring from the People’s Republic of China On October 12, the Department of Commerce (Commerce) announced its affirmative final determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations of imports of multilayered wood flooring from the People’s Republic of China (China). Dumping occurs when a foreign company sells a product in the United States at less than fair value. Subsidies are financial assistance from foreign governments that benefit the production, manufacture, or exportation of goods. Commerce determined that Chinese producers/exporters have sold multilayered wood flooring in the United States at dumping margins ranging from zero to 58.84 percent. Commerce also determined that Chinese producers/exporters have received countervailable subsidies between 0.33 (de minimis) and 26.73 percent ad valorem. In the AD investigation, mandatory respondent Zhejiang Yuhua Timber Co., Ltd. (Yuhua) received a dumping rate of zero percent. Mandatory respondent Zhejiang Layo Wood Industry Co., Ltd. (Layo) received a dumping rate of 3.98 percent. Mandatory respondent Samling Group received a dumping rate of 2.63 percent. Petitioner alleged targeted dumping on a regional- and customer-specific basis for all three mandatory respondents. Commerce found targeted dumping with respect to sales made by Layo and Samling Group. Seventy-four Chinese producers/exporters qualified for a separate rate of 3.31 percent. All other Chinese producers/exporters of multilayered wood flooring received a China-wide dumping rate of 58.84 percent. In the CVD investigation, mandatory respondent Fine Furniture (Shanghai) Ltd.     Redefining Female Talent: Chinese Women Artists in the National and Global Art Worlds, 1900s - 1970s Doris Ha Lin Sung A Dissertation submitted to the Faculty of Graduate Studies in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy Graduate Program in Humanities, York University Toronto, Ontario June 2016 © Doris Ha Lin Sung, 2016 Abstract This study examines the art practices of three generations of Chinese women who were active between the 1900s and the 1970s. Its conceptual focus is on the reassessment of female talent and virtue, a moralized dichotomy that had been used to frame women’s social practices and cultural production for centuries in China. The study opens in the period when female poetic practice was harshly vilified by reformists of the late Qing era (1890s-1911). It questions why women’s art production was not directly condemned and examines how women’s increasingly public displays of artistic talent were legitimized through the invocation of long-standing familial norms, the official sanction of new education, and the formulation of various nationalist agendas. Most importantly, this study demonstrates how women artists joined female writers, educators, and political figures in redefining gender possibilities in the early Republican period. Women artists discussed in this study practiced both Chinese-style and Western-style art. It examines their participation in several different public contexts, including art education, exhibitions, art societies, and philanthropic organizations. Representatives of the first generation, Wu Xingfen (1853-1930) and Jin Taotao (1884-1939), advanced the artistic legacy of their predecessors, the women of the boudoir (guixiu), while at the same time expanding the paradigm of traditional women’s art practices.

This dissertation repositions her to the center of a lively early twentieth-century dialogue about new roles for women in China's art world. Focusing on her involvement with the influential art group Juelanshe (决澜社,often translated Storm Society), this study reassess her professional identity and the impact her membership had on the 1930s Shanghai art community. Examining contemporary magazines, essays on modernist art theories, art group manifestos, and the author’s own interviews with the artist's children, this dissertation sheds new light on Qiu Ti’s contributions. It demonstrates that, though her career ended early, the daring Qiu Ti embraced new styles and genres of modernist art with the same adventurous spirit as her male colleagues.
