“It seems to me that the millions of people, adult, and youth, who come here need somehow to be helped while they are here to catch something of the fire that burned in the hearts of those who walked and talked in these halls… It seems to me that we must try to do a better job of educating our people on these things. This can be done with publications, producing films, better identification of pictures and statues and through organized effort. The development of a wider and more avid interest in this place we proudly call our Capitol will be good for America.”

With these words, Congressman Fred Schwengel of Iowa opened a meeting convened on July 17, 1962, for the purpose of establishing the United States Capitol Historical Society. Schwengel’s interest in American history predated his congressional service, stemming perhaps from an encounter with the great American poet and Lincoln biographer, Carl Sandburg. As a student-athlete at Northeast Missouri Teacher’s College, Schwengel had heard Sandburg lec- ture on Abraham Lincoln; his interest aroused, he pursued the history surrounding Lincoln’s presidency, and more generally, the history of the United States.

When Schwengel arrived at the Capitol, however, he was disap- pointed to find that no historical society had met since 1840, when an organization had been briefly chaired by . Enlisting the help of House Speaker Sam Rayburn, Senator Hubert Humphrey, and other congressional colleagues, Schwengel set out to re- vitalize the Capitol’s past. Founding members of the U.S. Capitol Historical Society pose for a group photograph at a meeting in the Capitol Members of the fledgling endeavor in July 1962. The organization’s founding president, concluded that, in the interest of Congressman Fred Schwengel (fourth seated figure from the organization’s autonomy, the left), sits next to Senator Carl Hayden of Arizona. U.S. Capitol Historical Society should be self-sufficient, financed independently from congressional support. Since that day, the Society has operated as a non-profit organization, privately supported through a combina- tion of grants, membership fees, and sales receipts. In a statement inserted in the , Congressman Robert R. Barry explained that the organization’s financial autonomy was directly related to its public outreach objective: “For we want the people of the United States, all our people everywhere, to be themselves learners and scholars, teachers and missionaries of their own great and remarkable history.”

The USCHS’s first objective was to publish a historical guidebook to the Capitol in 1963. The first 144-page edition, entitled We, the People included 175 illustrations and photographs of significant moments in congressional history, including the first ever photograph of the U.S. Senate in session. Both the Washington Post and the Evening Star ran major stories on the suc- cessful debut, and applauded it as “a historical narrative of absorbing interest.” One senator joked: “I dare say that even some of us who have been around here some time will learn things from the book that we did not know.” Over 100,000 copies were sold in little over one month, necessitating a second printing. In the years that have followed, the Society has introduced a wide variety of supplementary publications for all educational levels from children’s books to scholarly collections of essays on the history of Congress and the Capitol.

From a small group of dedicated men and women in 1962, the U.S. Capitol Historical Society has become has become a successful and award-winning organization devoted to public educa- tion and historical research, whose efforts were recognized by the National Endowment for the Humanities with a National Humanities Medal in 2004.
