Justification

Supported activities under Article 4 of the draft JTF regulation must bring added value in comparison to the business-as-usual scenario. Beyond addressing the social impact on transitioning communities, it must support projects that offer economic opportunities. Crucially, it should finance re-skilling programmes for coal miners as well as investment in renewables, circular economy, environmental remediation, smart electricity solutions and enabling technologies and infrastructure. This would help address the economic and social impacts of the transition by creating job opportunities within the power sector. The current structure of the proposal does not seem to focus enough on the energy aspects of the transition. The mechanism should be as such that if, for instance, a coal power plant is closed down, the energy activity is still kept in the region. Supported activities under Article 4 of the draft JTF regulation must bring added value in comparison to the business-as-usual scenario. Beyond addressing the social impact on transitioning communities, it must support projects that offer economic opportunities. Crucially, it should finance re-skilling programmes for coal miners as well as investment in renewables, the circular economy, environmental remediation, smart electricity solutions and enabling technologies and infrastructure. This would help address the economic and social impacts of the transition by creating job opportunities within the power sector. The current structure of the proposal does not seem to focus enough on the energy aspects of the transition. The mechanism should be as such that if, for instance, a coal power plant is closed down, the energy activity is still kept in the region. This applies above all in regions where a risk for the security of supply is identified, which could jeopardise their economic transformation

Justification

In order to speed up the transformation and reduce CO2 emissions, a very rapid development of RES and the transformation of the energy sector towards sources based on the combustion of natural gas is necessary during a transitional period. We suggest to extend the scope of JTF support by the inclusion of investments in natural gas infrastructure. Without these investments, many Member States and EU regions will not be able to make progress in the transformation process (for example, Poland's gasification rate is only 58%, and the country does not use nuclear energy like many other Member States do).

Justification

Amendment linked to the amendments suggested to Article 4(2). Supported activities under Article 4 of the draft JTF regulation must bring added value in comparison to the business- as-usual scenario. Beyond addressing the social impact on transitioning communities, it must support projects that offer economic opportunities. Crucially, it should finance re-skilling programmes for coal miners, as well as investment in renewables, the circular economy, environmental remediation, smart electricity solutions and enabling technologies and infrastructure. This would help address the economic and social impacts of the transition by creating job opportunities within the power sector. The current structure of the proposal does not seem to focus enough on the energy aspects of the transition. The mechanism should be as such that if, for instance, a coal power plant is closed down, the energy activity is still kept in the region. This applies above all in regions where a risk for the security of supply is identified, which could jeopardise their economic transformation. Moreover, the wording on the possibility for projects put forward by enterprises bigger than SMEs to be considered under the JTF does not provide clear signals for the right investments to be made in the needed areas. Large enterprises are the biggest employers in transforming sectors of the economy and all companies should have the possibility to contribute to the just transition.

Justification

We suggest to extend the scope of JTF support by the inclusion of investments in natural gas infrastructure. Without these investments, many Member States and EU regions will not be able to make progress in the transformation process (for example, Poland's gasification rate is only 58%, and the country does not use nuclear energy like many other Member States do). Moreover, we would like to point that the construction of the article makes it impossible to invest in the development of new technologies related to carbon, for instance hydrogen. Justification

We would welcome this addition in Article 5 that would clarify the inclusions in the scope of support, so as not to exclude companies that carry out activities in the broadly understood sector of the processing of products derived from fossil fuels. For instance, if a company dealing with propane processing, which has low CO2 emissions in its production technology, would like to implement an investment, e.g. in renewable energy sources: due to the wording of the proposed regulation, the operation in this sector could be excluded, which would not be conducive to low-emission transformation. Therefore, we would like to propose modifying this provision or clarifying it to the effect that companies operating in this sector that are characterised by low CO2 emissions (low GHG index) are not excluded from the scope of support.

Justification

To ensure security of supply we need more investments for a smooth and just transition from carbon to green electricity production. During this transitional period, it seems impossible to rely only on renewable energy production, and consequently we have to ensure that the natural gas might be used only for the transitional period as an energy source. In order to decrease emissions in the transport sector, we have to switch both passenger and freight transport to e-mobility and alternative fuels. Insofar as transport becomes more dependent on electricity production, we need a security of energy supply.
