1. Welcome – The Chair, Heather Pettiford, welcomed everyone to the meeting.

4. Matters arising from Action Points

Parking issues on common land. Heather Pettiford updated everyone that Hutton le Hole PC has met with the landowners to discuss the issues. An agreement had been reached at the Court Leet meeting to implement stone placement and other measures to combat the residents’ parking issues in the village of Hutton le Hole. George Winn-Darley indicated that whilst the Estate and the Parish Council would work together on this the wider issue was that the National Park Authority should consider parking facilities within any planning applications received. Also need to encourage long term residents rather than properties being purchased as second homes.

5. Public Question Time In response to Gillamoor Parish Meeting’s query as to why they had been required to pay the full planning fee for an application when Parish Councils are given a reduced fee:

The Authority has looked into this matter following an enquiry made on behalf of Gillamoor Parish Meeting in relation to a recent planning application at the Sports Field at Gillamoor, though this application was not actually submitted by the Parish Meeting. mentioned in the relevant legislation but it would appear to us (NYMNPA) that the reasoning for a reduced fee is that a parish council is acting on behalf of the community and is not seeking financial gain from the planning system. Also, such bodies generally have low level of finance and resources. This would therefore apply even more to a parish meeting and we would therefore be supportive of treating this application if it is submitted by Gillamoor Parish Meeting to a similar 50% fee reduction.

6. Rural Crime – a presentation on rural crime was given by Sergeant Stuart Grainger.

7. Mobile Phone Coverage – a presentation was given by Michael Grayson, NYCC Programme Manager Mobile Phone Coverage.

 Central government is funding the Emergency Service Network upgrade.  EE has the contract and is purportedly to add commercial network to this.  EE proposing to install 9 masts for the ESN.  NYCC have £1million funding from the LEP but can only use this where there is no 4G coverage. They have identified 6 areas for masts as a first phase and looking at prices/tenders.  4G in certain places, but others within the area are not even receiving 2G.  Concern was expressed from the Forum that businesses, tourism and residents are being affected by having no mobile coverage and pressure should be put on EE and mobile network providers to service not spots – mobile providers however will not provide coverage unless it is commercially viable.  Farndale PC offered to attend meetings with mobile network providers and NYCC to put additional pressure on for better coverage.

9. Community Grant Priorities – the Authority is looking to review the priorities of the Community Grant Scheme and asks for any comments and suggestions on this. The current priorities are: i. Environmental benefits eg recycling project, wildlife habitat improvements, energy efficiency ii. Cultural heritage and local history eg restoring a pinfold, archiving local data iii. Community facility improvements eg disabled access for a community building, improvements to a play area

i. Award successes – 2 apprentice awards, shortlisted for Park Protector Award, 2 developments finalists in Planning Institute Awards. ii. Exmoor National Park visit (2 Rangers/1 Apprentice) for work exchange in North York Moors. iii. Historic grant of £170,000 for Monuments for the Future project. iv. Local Plan Consultation update v.
