*S4M-09642 : Inclusion Equals Good Fortune for Drumchapel—That the Parliament welcomes the arrival of Noris Inklusion, a major social enterprise in Nuremberg that assists people with learning disabilities, as it visits ENABLE ‘s Fortune Works service in Drumchapel from 6 to 12 April 2014; considers that Fortune Works provides meaningful economic activity to 120 adults with learning disabilities; applauds the philanthropic spirit of ENABLE Glasgow and Noris Inklusion as both organisations work to improve the lives of people with learning disabilities, and celebrates Glasgow‘s longstanding twinning arrangement with Nuremberg, which has helped to cement this cooperation.

*S4M-09641 Kevin Stewart: Belmont Filmhouse—That the Parliament welcomes the reopening of Belmont Filmhouse, formerly Belmont Picturehouse; notes that this follows a high-profile buyout by the Centre for the Moving Image after the Competition Commission ruled that Cineworld‘s ownership meant a near-monopoly in Aberdeen; welcomes that all staff have been retained during the changeover and that members of the Belmont Picturehouse will be able to transfer their membership across, and thanks everyone involved in ensuring that the venue, which was first used as a cinema in 1898, will continue to be a cultural hub for film lovers across Aberdeen and the north east.

*S4M-09640 Bill Kidd: First Gold of Summer as Parasports Celebrations Commence—That the Parliament congratulates Julie McElroy, the noted disability activist from Jordanhill in Glasgow, and her colleagues from the University of the West of Scotland research team on winning gold in the Research Impact Contribution at the Gamechanger Awards for her research project, Leveraging Parasports Events for Sustainable Community Participation; understands that this is the first comparative study of the social legacy of major sporting events, examining the impact of parasport being integrated into a mainstream sporting event; considers participation in sport to be an important issue related to disabled people, and looks forward to learning the final results of the research project following the 2014 Glasgow Commonwealth Games, and the Pan American and Parapan American Games.

*S4M-09639 : Stagecoach Invests in Cleaner, Greener Vehicles— That the Parliament notes that the has ordered a £5.2 million fleet of hybrid buses for Tayside; understands that the 18 new vehicles will produce up to 30% less in emissions and will be introduced on the Tayway 73 service, which links , Carnoustie and with Broughty Ferry, and Ninewells Hospital; further understands that the new fleet will cost Stagecoach £3.8 million with the Scottish Government‘s Green Bus Fund putting in a further £1.4 million; welcomes the latest environmentally friendly action taken by the Stagecoach Group, which it believes has already invested in greener buses, with a fleet of around 300 hybrid vehicles and gas buses; considers that the new buses will continue to attract

more people to public transport, which in turn will help to reduce pollution and congestion in communities, and praises the Scottish Green Bus Fund, which encourages the purchase of low-carbon vehicles for the good of the environment.

*S4M-09638 Hanzala Malik: Scotland Supporting Iraqis Right to Vote—That the Parliament congratulates the Independent High Electoral Commission for Iraq on its decision to allow a polling station to be set up in Glasgow so that Iraqi citizens living in Scotland can vote in Iraqi elections; understands that the Iraqi community in Scotland contains many who have fled here in recent years and who still have vested interests in Iraq; considers that this step has allowed a large number of people to use their democratic right to decide the government of their home country, and hopes that the provision of independent observers in the polling station will result in a fair and free vote.

*S4M-09637 : Revive MS’s 30th Anniversary—That the Parliament commends Revive MS on its 30th anniversary and considers that it provides vital therapy, advice and support to people affected by multiple sclerosis (MS); notes that its anniversary dinner, held at Glasgow‘s Crowne Plaza Hotel on 28 March 2014, raised around £14,000 for the charity; congratulates winners of all awards, including David Hinds and Elinor Waiters, who have worked with Revive MS since its inception, and thanks the groups that donated the awards, including Arnold Clark and the Edrington Group; understands that over 10,000 people in Scotland have MS, which is the highest prevalence of any country in the world; notes that Revive MS employs a specialist team of physiotherapists, support and care providers to deliver a unique person-centred approach that makes a real difference to the lives of people affected by MS, and looks forward to another 30 years of Revive MS building partnerships across health, corporate and professional fields in what it believes is an innovative approach to improving the lives of those living with MS.

*S4M-09636 Bob Doris: Demolition of Red Road Flats for Glasgow 2014—That the Parliament notes the proposals to demolish five high-rise tower blocks at Red Road in Glasgow as part of the opening ceremony for the 2014 Commonwealth Games; understands with disappointment that there was no community engagement ahead of this announcement; considers that, while the proposals could be a successful part of the ceremony, the lack of engagement has been a weakness; calls on the partners involved in this decision, principally the Glasgow Housing Association and Glasgow 2014, to move quickly to consult with the community on this, and believes that, should the plans go ahead, arrangements for the day itself should have the community at its heart and, where possible, be community-led and involve telling positive stories about both the longstanding community and the new Glaswegians who have made their life in the city.

*S4M-09635 John Finnie: Congratulations to Donnie Aird, Inverness Hospital Radio, UK National Hospital Radio Awards 2014—That the Parliament congratulates Donnie Aird, the founder of Inverness Hospital Radio (IHR), on winning the John Whitney Award at the UK National Hospital Radio Awards 2014;

understands that the award recognises someone who is judged to have made an outstanding contribution to hospital radio over a period of years; commends what it sees as the outstanding contribution that Donnie has made in setting up and developing IHR from the first broadcast, which was recorded at home in 1970 to the 24/7 service that it provides today; considers that his considerable technical expertise, fundraising skills and training of new volunteers have been central to the growth of this much valued radio station to patients at Raigmore Hospital, and further congratulates Donnie and the rest of the IHR team on this UK-wide recognition of their work.

*S4M-09634 : Fair Trade Fauldhouse and Breich Valley—That the Parliament congratulates Fauldhouse and Breich Valley Fair Trade Group on achieving fair trade status; believes that encouraging fair trade is an important initiative, and hopes that it is practised across the Fauldhouse and Breich Valley Fair Trade Zone by as many traders as possible.

*S4M-09633♦ Ken Macintosh: SAMH Report, Worried Sick—That the Parliament welcomes the publication of Worried Sick, a research report by the Scottish Association for Mental Health (SAMH); notes that this research was produced as part of SAMH‘s Know Where to Go campaign, which aims to ensure that everyone in West Scotland and the rest of the country is able to find, ask for, and get the right help for their mental health; is concerned about the findings of the report, which outlines the detrimental emotional, financial and social impacts that socioeconomic deprivation is having on people with mental health problems and how living in poverty can impact on peoples‘ mental health; notes with alarm that 98% of SAMH‘s service users say that their mental health has declined as a result of the welfare reforms and that SAMH staff have had to provide additional support to service users, including suicide prevention interventions, as a result of these changes, and notes calls for the Welfare Reform Committee to investigate the impact of welfare reform on mental as well as physical wellbeing, as well as the relationship between welfare reform, health and socioeconomic deprivation and for urgent and sustained action by local, national and UK governments to mitigate the impact of welfare reforms and to reduce health and socioeconomic inequalities in Scotland.

*S4M-09632 Graeme Dey: Positive Outlook for Oil and Gas Jobs—That the Parliament welcomes new research from the Bank of Scotland, which has found that almost 40,000 new jobs could be created in the oil and gas industry over the next two years; notes that the bank‘s third annual oil and gas report reveals that employment expectations in the sector are more buoyant than last year, having risen by 15% to 39,000; agrees with the Bank of Scotland‘s commercial director, Stuart White, that the findings are excellent news and demonstrate how the sector would continue to create jobs, and believes that, with most of the UK‘s oil and gas firms clustered in Aberdeen and the north-east, Scotland should reap the largest share of these work opportunities.

*S4M-09631# Margaret McCulloch: Scotland’s Best Places—That the Parliament notes that 2014 marks the centenary of the Royal Town Planning Institute (RTPI) in Scotland; understands that, as part of its centenary celebrations, the RTPI is working in partnership with the independent planning and design consultant, Barton Willmore, and the Scottish Government to identify "Scotland‘s Best Places"; recognises that both Crown Street in the Gorbals and the Merchant City in Glasgow, Dundee Waterfront, Lerwick Waterfront, Loch Lomond and The Trossachs National Park, Raploch in Stirling, the Royal Mile and Holyrood north in , the West Highland Way, the Forth and Clyde Canal and East Kilbride have been shortlisted; understands that the shortlist was decided on the basis of whether the places had been enhanced or protected by planners and the planning system, exemplify best practice in planning and benefit from the role played by planners, have a significant positive and sustainable social, environmental and economic impact and are nationally significant; further notes that the public will be able to vote online at the RTPI website and that the vote ends on 7 May 2014; commends everybody who helped to establish or improve the shortlisted places, and looks forward to Scotland‘s best place being announced in June 2014.

*S4M-09630 George Adam: University of the West of Scotland Awarded Gold— That the Parliament congratulates Professor Gayle McPherson and her research team at the University of the West of Scotland on being awarded Joint Gold at the Gamechanger Awards in the Research Impact – Higher Education Institutions category; notes that the award recognises the impact of research relevant to the Glasgow 2014 Games, its legacy goals to the enhancement of sport or understanding of the Commonwealth in Scotland; recognises that the project was conducted in conjunction with Professor Laura Misener of the University of Ontario and focused on leveraging parasport events for sustainable community participation, contrasting two types of sporting events involving disabled competitors, either competing in the same tournament as non-disabled athletes in separate events, or competing in a tournament in the same location as the non-disabled tournament but at a different time; understands that this differentiation is important for understanding the usefulness of sporting events in influencing opportunities for community participation as well as attitudes and awareness about disability in the broader community; commends all the participants in the research to date, and wishes them every success as they go on to conduct further research during and after the Commonwealth Games in Glasgow and before, during and after the Pan/Parapan American Games in 2015.

*S4M-09629 Paul Martin: Congratulations to the Barmulloch Community Development Company—That the Parliament congratulates the Barmulloch Community Development Company on receiving a £1,075,000 grant from the Big Lottery Fund; understands that the grant will be used to build a new, multi-purpose community facility to replace the current Barmulloch Tenants Halls and will be of benefit to 6,773 residents in the district; believes that the new building will host a wide range of organisations that will offer services and activities to address some of the underlying issues affecting the community, such as health improvement, employment, training, recreation, community and social use; considers that the volunteer board has worked long and hard to replace the existing hall, which was built by people from the area in 1954, and wishes the project every success.

*S4M-09627 Margaret Mitchell: Bilateral Trade with Taiwan—That the Parliament notes that Scotland and Taiwan share a historical and cordial relationship that dates back to the visits of Scottish medical missionaries to Taiwan in the 19th century and is marked by continuous bilateral trade, investment, educational and cultural exchange, and tourism; understands that Taiwan was the second largest export market in Asia by value for Scotch Whisky in 2012 and maintains the third biggest market by value for single malt whisky worldwide according to the Scotch Whisky Association; believes that Taiwan is an active player in global trade, ranked as the 17th largest exporter and 18th largest importer of merchandise worldwide in 2011 according to the World Trade Organization; considers that there is still ample room for further development for trade between Scotland and Taiwan; believes that trade facilitation and the promotion of free trade agreements serve as a vital engine for growth and shared prosperity; notes that the adopted a resolution on EU-Taiwan trade relations during its plenary session on 9 October 2013 in Strasbourg, France; further notes that the resolution urges the European Commission to begin talks with Taiwan about an agreement on investment protection and market access so as to deepen economic and trade relations between the EU and Taiwan, and welcomes this resolution, which it considers will help pave the way for enhancing mutually beneficial economic cooperation.

*S4M-09625 : Congratulations to Mannofield Church in Aberdeen—That the Parliament congratulates Mannofield Church in Aberdeen on its Heritage Lottery Fund award of £149,300 for the Mannofield Community Project; recognises that church members have already raised £660,000 toward the costs of the project, and notes that the project aims to provide a venue for a variety of activities for all age groups, as well as structural repairs on what is considered this historic Aberdeen landmark.

*S4M-09624 Richard Simpson: Depression Awareness Week—That the Parliament welcomes Depression Awareness Week, which will run from 26 April to 3 May 2014; understands that two people die from suicide every day in Scotland; further understands that Action on Depression is the only national Scottish organisation working with and for people affected by depression and that it runs an email and phone information service, self-help support groups and a monthly web chat; believes that self-management, coproduction and the development of social capital assets of the type being promoted by the Depression Alliance are all of increasing importance in supporting people living with depression; notes that many people who have severe and enduring illness, of which depression can be one form, have poorer physical health, which requires active support; considers with regret that the administration of welfare reforms does not adequately allow for the intermittent nature of the effects of long-term depressive or bipolar illness; recognises what it considers the significant benefits of the SeeMe Scottish anti-stigma programme, and welcomes its continuation.

*S4M-09623 Richard Simpson: World Malaria Day—That the Parliament welcomes the progress in controlling malaria that will be celebrated on World Malaria Day, 25 April 2014, which will have the theme, Invest in the future. Defeat malaria; notes that the World Health Organization estimates that, since 2000, 3.3 million lives have been saved and that malaria mortality rates have reduced by 42% globally and 49% in Africa; believes that increased political commitment and expanded funding have helped to reduce the incidence by 25% globally and 31% in Africa; welcomes what it sees as the scaling up of malaria prevention and control measures, such as artemisinin-based combination therapies and the massive distribution programme of long-lasting insecticidal nets, which, it considers, have been key to successes in reducing mortality; expresses support for the UK-backed Beyond Garki Project, which is led by Malaria Consortium and aims to monitor how malaria epidemiology evolves over time and recommends the optimum use of currently available control strategies based on the consortium‘s observations; understands however that, every year, more than 200 million cases of malaria occur and that most of these will be never tested or registered; believes that malaria still kills an estimated 627,000 people annually, mainly under-fives; understands that, in Malawi, there are around six million suspected cases treated annually, with the condition being responsible for about 40% of hospitalisations of under five-year-olds and 34% of outpatient visits across all ages; believes that emerging drug and insecticide resistance threatens to reverse recent gains; welcomes the NGO programmes to provide protection against the mosquitoes that carry the malaria virus and the efforts of pharmaceutical companies to develop a vaccine, but recognises that, if the world is to maintain and

accelerate progress against the disease in line with Millennium Development Goals, further investment is required.

*S4M-09622 : Diageo Named Distiller of the Year 2014—That the Parliament congratulates Diageo on being named Distiller of the Year 2014 by Whisky Magazine at the publication‘s event, Global Icons of Whisky; understands that this is in recognition of its £1 billion investment in its production capacity, which includes the development of a new bonded warehouse site at Cluny in ; notes that this accolade is in addition to the Distiller of the Year 2013 title given to it by the US-based magazine, The Whisky Advocate, in recognition of the company‘s investment in its brands; commends what it sees as the hard work and commitment of all of Diageo‘s staff across Scotland; recognises the positive benefits that this investment has brought to the Fife economy, and extends its best wishes to Diageo for the future.

S4M-09621 : Sale of Royal Mail Shares—That the Parliament notes with concern the report by the National Audit Office that the UK Government failed to provide value for money in the sale of shares in Royal Mail; regrets that the interest of taxpayers was not made a priority by the independent corporate finance advisor, Lazard & Co, and believes that this failure by UK Government ministers was avoidable and that communities in Renfrewshire South and across Scotland have been let down by ministerial incompetence.

S4M-09505 Stuart McMillan: Helensburgh Submarine Museum—That the Parliament believes that the Church of Scotland, which it considers has held an anti- nuclear position for many years, will view with concern the sale of the St Columba‘s Church in Helensburgh to host a Scottish submarine museum that will tell the story of the Royal Navy Submarine Service; understands that one of its key objectives is also to provide an educational experience for visitors that demonstrates the strategic significance of the submarine service in the context of service, innovation and sacrifice during the two World Wars and the Cold War; considers that the Cold War period was synonymous with the proliferation of the nuclear arms race, which the Church of Scotland has been a longstanding campaigner against; notes what it sees as the ill-advised and disrespectful text in the Argyll and Bute Council paper of 20 March 2014 that was put forward to members of the council, which referred to World War One events this year as "Centenary Celebrations of WW1"; considers that any celebration of war is inappropriate and misguided and believes this statement to be disrespectful to the memory of the many millions of soldiers and civilians who died during the conflict, and considers that the idea of a submarine museum is worthy of

S4M-09263# Stuart McMillan: Fixed Odds Betting Terminals in Scotland—That the Parliament expresses concern at recent reports that £4.4 billion was wagered in Scotland on fixed odds betting terminals (FOBTs) in 2013, and also at reports in the Greenock Telegraph that £77 million was gambled in the year to September 2012 on FOBTs in Inverclyde; understands that the machines, usually found in bookmakers, allow gamblers to spend hundreds of pounds every 20 seconds on games such as roulette or simulated racing; further understands that many former gamblers have described FOBTs as the "crack cocaine of gambling" due to the speed at which large sums of money can be lost and because of their highly-addictive qualities, and acknowledges the work of Gamblers Anonymous and other organisations across West Scotland and the rest of the country in raising the awareness of the dangers of FOBTs and giving support to those who seek help.

Proposals for Members’ Bills

A member seeking to introduce a Member‘s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
