1 INTRODUCTION At the November 2003 Bicycle Consultative Meeting of Canada Bay Council, Council invited the local bicycle user group, BayBUG, to review and consolidate of the existing Bike Plans of the former Drummoyne and Concord Councils.

The brief comprised:

“That the Bicycle Consultative Committee in conjunction with BayBUG develop a Bicycle Plan with at least the following objectives:

E Provision of commuter bicycle routes through the City with such routes linking neighbouring bicycle routes and regional routes. E Provision of recreational bicycle routes throughout the City. E Provision of local neighbourhood and local school bicycle routes. E Provision of bicycle facilities at transport nodes, shopping centres, parks and schools.

In February 2004, Council engaged Jamieson Foley Traffic & Transport Pty Ltd in conjunction with Sustainable Transport Consultants Pty Ltd to provide the bike groups with technical advice and to document the findings.

This document presents those findings.

2 PREVIOUS AND RELATED STUDIES The Canada Bay Bike Plan was developed based on a number of previous bike plans and related studies, including:

In addition to these reports directly concerning the Canada Bay Council jurisdiction, the cost analysis relied on a number of other data sources, including:

3 CONSULTATION As part of the consultation program, input from has been sought from Council, RTA and the local Bicycle User Group BayBUG.

Feedback from BayBUG was very extensive and included several meetings/workshops at Council premises as well as detailed saddle surveys by members of the group. Three detailed submissions by BayBUG members as part of the process are included in Appendix A. This information was used extensively in the development of this Bike Plan.

Feedback from RTA and Council can be summarised as follows:

E Regional routes are only those routes that are included in Bike Plan 2010, ie: o Sydney City to Homebush, largely on-road and generally following the Queens Road, Gipps Street, Patterson Street route o Victoria Road route, generally along Victoria Road and parallel back streets, mixed on and off-road o Eastwood to Strathfield rail trail, generally along the main northern railway line, mixed on and off-road E The first two of the above three routes are generally considered complete and RTA will need to review any changes to the regional route network before they can be accepted E The third route is currently being reviewed with a view to completing the link along to Strathfield within the near future (no date was specified) E RTA funding priorities are for the development of “whole routes” and as such this Bike Plan should focus on setting priorities on a route by route basis E Internal discussions are required within Council to refine the alignment of off-road routes in parks and reserves and along the boundaries of the Massey Park and Barnwell Park Golf Courses.

Following completion of the draft report, further feedback has been received from the BayBUG and the report and the plan/map have been amended to reflect the issues raised. The feedback on the draft report is included in Appendix B.

Appendix B also includes information from Bicycle NSW and others, in response to RTA proposals for the development of the M4-East Tunnel project. While the project itself does not directly affect the bike plan, the responses to DIPNR and RTA identify a number of issues of value to the Canada Bike Plan. Two of these include various suggestions for crossing Parramatta Road, as it forms a major barrier to cycling. This emphasises the importance of Parramatta Road crossing facilities. Many of these ideas and alternatives thereto were already included in the draft plan.

Appendix C includes a detailed submission to RTA to assist with funding allocations for improvements to the RTA Regional Bike Route along Victoria Road, on either side of the Gladesville Bridge. The details in this submission will also be included in a separate report by Jamieson Foley for RTA on the RTA Regional Route 13 from Chatswood the Gladesville.

4 THE BIKE PLAN Based on RTA feedback, the Canada Bay bike network was categorised in terms of route development strategies, including:

E Regional Routes (5 routes, RR1 to RR5) These are routes formally included by RTA in BikePlan 2010 and have RTA funding and priorities allocated E Strategic Routes (6 routes, SR1 to SR6) These are routes of great regional and strategic significance, but have no RTA funding and priority allocations E Links to Adjacent Jurisdictions (11 routes, LAJ1 to LAJ11) These are links from existing and proposed cycling facilities within the Council boundaries across into adjacent jurisdictions - typically these are of great importance because they cross major barriers such as Parramatta Road E Local Routes (12 routes, LR1 to LR12) Other cycleways along local streets and through Council parks and reserves. E Parking Facilities 2 groups: bike lockers for commuters (PC) generally at transport nodes; and on-street parking stands, generally in shopping precincts (PL)

This section provides a brief description of each of the routes and the parking facilities. Figure 4.1 provides a map of the routes. A large scale plan of the map has also been provided to Council.

5 COST ESTIMATES Tables 5.1 and 5.2 provide a summary of the cost estimates. Details are provided in Appendix D.

The following comments are offered for consideration:

E Total costs for the works in the bike plan are approximately $46.0 Million dollars. E The responsibilities for the costs are largely with Council ($16.5 Million) and RTA ($27.2 Million) and a small proportion to others such as developers and adjacent councils. E RTA cost responsibilities are restricted to the completion and development of the Regional Bike Routes. Current RTA plans only include the Eastwood to Strathfield route along the Main Northern Railway (RR2 and RR3). RTA has no budget allocations for upgrading of the other routes. It will be necessary for Council and the local bike groups to make further representations to RTA to express their concerns about the poor quality of the links concerned. E While Council cost responsibilities are considerable, there are strong opportunities to seek support from other agencies on a dollar-for-dollar basis or better. Total Council budget requirements would thus be in the order of $8.3 Million over the life of the plan.

These costs are considerably higher than the costs estimated for the Concord and Drummoyne Bike Plans, ie:

However, it is noted that the proposed network is considerably more extensive while the standard of facilities is considerably higher, in accordance with the NSW Cycling Guidelines and International Best Practice.

In addition to the costs of construction, there is a need to fund the promotion of the Canada Bay Cycle Network. The proposed route-based development of the network provides an ideal opportunity to launch and promote each route as it comes on line.

6 IMPLEMENTATION PRIORITIES Three levels of priorities have been recognised for implementation of the Canada Bike Network:

E Priority 1 - short term, say within 5 years E Priority 2 - medium term, say 5 to 10 years E Priority 3 - long term, more than 10 years

Tables 6.1 to 6.3 show the bike routes within each of the three priority areas and the total cost estimate associated with the works required to complete the routes. A more detailed listing is provided in Appendix D.

The following comments are offered for consideration:

E The total costs for the Priority 1 works are approximately $4.1 Million. E Approximately $2.1 Million relates to the completion and upgrading of the RTA Regional Route network, including: o some works outside Canada Bay Council’s jurisdiction, eg north of Gladesville Bridge (RR1) o the completion of the off-road pathway along Powells Creek (RR2 + RR3) o short term improvement works to the City - Homebush Bay route (RR4) o the development of a safe alternative to the Homebush Bay route (RR5) E Especially the latter will require strong submissions to RTA to upgrade a route that is not currently considered safe for use by the majority of people. E The remainder of the works (approximately $2.0 Million) would generally fall under Council’s budget responsibilities. Even with 50-50 or better funding support from other agencies, a five year program would require Council budget allocations of about $200,000 per annum.

E Of the Council budget responsibilities, approximately $1.3 Million is for the development of the Strategic Routes, particularly the completion of the “clover leaf” at the Homebush Bay Drive Bridge of the Main Northern Railway Line and the completion of the Bay Run Cycle Way. Both these projects are of great importance to the Canada Bay cycling community. E The Priority 1 costs for the Bay Run Cycle Way EXCLUDE the widening of the Iron Cove Bridge and the access structures on the southern side. It is understood that the State Government has some interest in the development of these, but the costs are high and there are no budget allocations. There is strong community support for this infrastructure with potentially high levels of use akin to that in Centennial Park. There may be opportunities for the local user group BayBUG to convince the State Government to bring this work forward. E Approximately $0.7 Million is required for works on Links to Adjacent Jurisdictions, Local Routes and Bicycle Parking facilities. The latter has been included as a Priority 1 item, based on feedback from the user group as well as based on general experience with the need for strong improvements in the provision of trip- end facilities. E The Links to Adjacent Jurisdictions typically consist of a series of low cost measures that are highly valued by BayBUG and they are keen to see immediate implementation of some of these. E Large budget allocations are required for the Priority 2 and Priority 3 routes, ie $14.2 Million and $27.7 Million respectively.

7 WHERE TO FROM HERE Between the finalisation of this report and successful implementation, there is a significant amount of work ahead, including:

E Seek community input E Adopt the Bike Plan E Allocate funding and staffing resources E Prioritise funding over time E Include in Council Management Plan E Include in Social Plan E Include in Sustainability Plan E Detail design E Apply for grants as opportunities arise, eg “clean air”, “clean waterways”, Dept of Sports and Recreation, Australian Green House Office E Develop a supplementary “Social Infrastructure” plan to support the bike plan to encourage people to use all new facilities, eg through work place programs at large employers (such as the hospital, schools, Rhodes), health programs through the Area Health Service, etc E Coordinate with other authorities and seek cooperation when works occur that could include or otherwise affect elements of the bike plan, eg RIC, RTA, DIPNR, MoT, Sydney Harbour Foreshore Authority, adjacent landowners such as Dept of Health, etc E Ensure the bike plan is considered during “ordinary” road works and other asset improvements, eg works in parks, traffic facilities, blackspots, main street improvements, public domain improvements, drainage works, foreshore works, etc

In particular, it is suggested that Council and BayBUG jointly or separately undertake the following tasks as a matter of high priority:

E Commence work on critical low cost links, eg LAJ2 to LAJ11 E Apply for MoT / Bicycle NSW Bicycle Lockers

E Commence work on on-street bike parking facilities at key locations and commit ongoing annual funding; review all current main street and public domain plans to ensure inclusion of on-street bike parking; ensure on-street bike parking is included in all future main street and public domain plans E Start work urgently on one Strategic Route and commit to recurrent annual funding to complete the route within a predetermined time frame to be set by Council, eg SR1 or SR2 E Lobby RTA and other State Government agencies for continuing and new commitments to cycling in and around Canada Bay including the various Regional Routes (eg completion of RR2, minor improvements on RR1 and critical upgrades along RR4/5) E Lobby parliamentary representatives for specific projects, such as widening of the shared path along Iron Cove Bridge (SR3) and the upgrading of RR4/5. E Organise regular (weekly, monthly) family fun rides along Iron Cove Bay, along Parramatta River (Gladesville Bridge to Rhodes Bridge circuit) and through Home Bush Bay with a view to increasing usage and enjoyment of the existing facilities.

To save on construction costs, in some cases it may be possible to provide low cost alternatives / detours or to use existing facilities of a lower standard than that suggested in industry guidelines (eg use the existing bridge at Cintra Park between Crane Street and Renown Street, RR3 and parts of RR5 are short term alternatives to RR2 and RR4 respectively).

However, any compromises to safety need to be carefully considered in terms of Council and community exposure to risk. Any deliberations and decisions must be formally documented in detail.
