Recommendation THAT the Infrastructure and Executive Committee recommend to Council to resolve to endorse the operational Portfolio highlights as outlined in the Infrastructure Services Report.

Report The Infrastructure Services Directorate has responsibility for the operational aspects of a range of Councillor Portfolios. These are outlined below, with highlights noted for the period 4 July – 7 August 2020.

Engineering, Infrastructure and Financial Services (Councillor Bartley) Engineering and Infrastructure

 Portfolio meeting held with Councillor Gale (Transport component), Manager Works and Director Infrastructure Services 7 August 2020. Key matters discussed:

o Update on flood recovery works. o Discussion on strategic matters such as new policies required, approved budget and requests for works that are not currently budgeted. o Official opening of two grant funded bridges. o Principal Cycle Network Plan and some potential proposed changes of routes on State Government and Council roads. o Boat ramps at dams.

Other activities for the month:

Works

o Theo Cantor Park - Men’s Shed and Woodworkers, and Learn to Ride Park officially opened on 4 August 2020 o McGlew Street pedestrian bridge and approaches is complete and open. Quart Pot Creek pedestrian bridge installed with approach works underway. o Upper Forest Springs Road Bridge construction is complete and ready to be officially opened. o Upper Forest Springs Road Rehabilitation project has commenced. o Construction of Bourkes Road Bridge has commenced. Abutments are in and works will commence on the deck units in August.

o Link Road to Brunckhorst Avenue. Conditional design approval from TMR has been given. o Freestone Road widening is complete. o Forest Plain Road widening and rehabilitation is complete. o Donnelly’s Castle Road rehabilitation is complete with final delineation works pending. o Lock Street, Stanthorpe kerb and channel progressing well. Sealing scheduled for early August. o February 2020 flood event. At present Council has finished collecting flood damage on roads and preparing submissions to submit to the Reconstruction Authority. o Package one approval for $2,966,389.73 has been received, and works have commenced in the Greymare area and will continue through to September 2020. o A number of further packages have either been submitted or are being prepared, for both road and structure damage. o Mitchner Shelter works are proceeding floor replacement. o Preliminary works have commenced for Inverary Road.

Facilities

o New chair lift installed at Killarney Pool. o Repairs were undertaken to the roof at WIRAC. o Fire Safety inspections conducted across Council buildings.

Fleet and Workshops

o Delivery of vehicles and trucks procured from 2019/20 Plant Replacement Program is slower than expected due to COVID19 depleting stock levels and freight delays, with some utilities and trucks not being delivered until August/September 2020. o The 2020/21 Plant Replacement Program vehicle tenders are estimated to be released starting August 2020.

Parks & Open Space, Transport and Information Technology (Councillor Gale) Transport

 Portfolio meeting held with Councillor Bartley (Engineering component), Acting Manager Works and Director Infrastructure Services 7 August 2020. Key matters discussed:

Cemeteries

o Cemeteries facilitated twenty three (23) services for the month of July. Breakdown below:

o Stanthorpe Burial Wall – Landscaping and final concrete works have been completed. o Work is continuing to coordinate a payment plan financial service for vault reservation fees to be paid over a period of time.

Parks

o Sandstone edging installed at Federation Park, Warwick. o Installed new seating at Queens Park, Warwick. o Maintenance conducted at various park furniture and structures. o Tree trimming and removal of dangerous trees.

Water, Tourism, Audit and Risk Management (Councillor Tancred) Water

Portfolio meetings held with Manager Water and Director Infrastructure Services 30 July 2020. Key matters discussed:

o Updates on water security options for the region, including Emu Swamp Dam and to Warwick Pipeline. o Progress on major construction projects. o Discussion on the drought management plan and upcoming community consultation. o Policy discussion on review of existing policies which will be presented to Council in September.

Other activities for the month:

o Construction of recycle water main extension (Stage 1, Warwick) is progressing well with the reservoir tank foundation nearing completion and construction pending. o Desktop study to identify new bore sites in Warwick for future backup supply is nearing completion. o Stage 2 recycled water main construction to commence in early August 2020. o Dalveen reservoir and pipework replacement tenders received and being reviewed.

o Ongoing meetings between State Government and Council regarding the proposed water pipeline from Toowoomba to Warwick. A second workshop run by the State Government was held to refine the options for water security. o Contracts concerns for most Stanthorpe rural recycle water users have been resolved with amended contracts agreed and signed.

 Portfolio meetings held with Sustainability Officer and Director Infrastructure Services 9 July 2020. Key matters discussed:

o Various grants currently available and suitability for the agriculture sector. o Assistance being provided by the Sustainability Officer and drought co-ordination activities being undertaken. o Opportunities to expand on the email list for weekly email, including key stakeholders who have a larger reach.

Other activities for the month: o Regular emails sent out advising of opportunities for those affected by drought. o Increasing email list by contacting those identified from a previous mail out list and asking if they would like to be included on the email listing. o Update of website as new information arises. o Assistance provided regarding drought matters to community members as required.

Work Health and Safety

o The Work Health and Safety team are now part of the Infrastructure Services directorate. o The Coordinator Work Health and Safety role was filled after being vacant for some months. o An internal WHS committee meeting was held on 6 August 2020. o The WHS COVID-19 plan was reviewed this month.

Recommendation THAT the Infrastructure and Executive Committee recommend to Council to resolve to endorse the attached list of advocacy items for the 31 October 2020 State General Election.

Report The 2020 State General Election is set down for 31 October 2020 and presents an opportunity for Council to advocate on matters that are of strategic importance to the .

A range of issues are proposed to form Council’s advocacy platform for the election. These are summarised in the attached document, “Speaking Up For The Southern Downs” (Attachment 1).

Budget Implications The advocacy items as attached are aimed at benefiting the Southern Downs Region through a range of initiatives that seek to stimulate economic development and reduce costs to Council and ratepayers.

Policy Consideration Corporate Plan 2019 – 2024 3.11 Lobby State and Federal Governments on issues of concern to the regional community.

Community Engagement Internal Consultation Council’s Executive Management and Senior Leadership Teams have developed the list of items of strategic regional and State importance in conjunction with Councillors.

External Consultation The advocacy items as attached have been prepared to address issues raised through a range of external consultation processes.

8.2 124th LGAQ Annual Conference

Recommendation THAT Council endorse the attendance of the Mayor and another Councillor at the 124th LGAQ Annual Conference.

Report Council has received Conference information on the 124th LGAQ Annual Conference which is to be held from 19 – 21 October 2020 at the Gold Coast Convention and Exhibition Centre. A copy of the Conference Program is attached.

Council's LGAQ membership subscription entitles Council to be represented at the Conference by two delegates, with those proposed delegates being the Mayor and another Councillor.

Should Council wish to send other elected members, the early bird registration fee is $1540 (incl GST) per person. The early bird cut-off date for registration is 4 September 2020. Registrations after that day increase to $1740 (incl GST).

The Conference Program addresses issues such as resilience, performance and reputation and provides updates on key day-to-day services for Councils, regulatory and other vital matters.

Elected Member Professional Development

There is the opportunity for Councillors to attend one of the following accredited training courses offered at the Conference:-

Further details on each course, including costs, are outlined in the Program.

COVID-19 Precautions

The LGAQ has undertaken considerable planning with daily monitoring continuing to ensure the Conference is safe for delegates, exhibitors and LGAQ and venue staff.

In line with the venue’s COVID-Safe Plan Conference attendees will be required to adhere to:

. The 1.5m social distancing rule . Limited numbers on trade exhibition stands . Provision of hand sanitiser and hand washing stations throughout the venue . Meals will be individually pre-packed (no buffet)

9.1 Border Gates at Glen Niven and Mingoola

Recommendation THAT the Infrastructure and Executive Committee recommend to Council to resolve to endorse the installation of a locked gate at the New South Wales/Queensland border located on Summit Road, Glen Niven, and Mingoola Station Road, Mingoola, to allow passage across the border for permit holders as agreed with the Queensland Police Service

Report Following the hard closure of the Queensland border due to COVID-19 restrictions, Council has received a number of requests from residents in New South Wales and Queensland who live and/or work on opposite sides of the QLD/NSW border, and are required to travel excessive distances in order to cross the border on a daily basis. At the Ordinary Council meeting on 23 July 2020, Council agreed to install an automated gate at Elbow Valley.

Following this decision, Council has received numerous requests from residents in the Thulimbah, Maryland and The Summit areas requesting an automated gate in this region as well. Rather than install multiple gates in the area, it is proposed that a gate is installed on The Summit Road to service this vicinity. QPS have been consulted and are in agreement with this proposal.

Additionally, requests have been received for an automated gate at Mingoola. It is proposed that a gate is installed on the border at Mingoola Station Road, Mingoola.

The border was once again closed to NSW from Saturday 8th August 2020. As such, there have been further changes to the permit system, which people wishing to cross at any automated gates will need to follow and work with Queensland Police Service (QPS) to attain. As previously advised, there is no onus on Council to change the backend software system on a regular basis – the gates remain available for the residents to use, but for the residents or any visitors ‘caught’ in Queensland without current permits QPS may issue a fine.

Budget Implications There is currently no budget for this project in the 2020/21 budget.

Council has been recording ongoing costs associated with the border closure to seek recompense from the State Government.

Community Engagement Internal Consultation

Disaster Management area has been consulted on the option of locked gates.

External Consultation

Residents of Queensland and New South Wales have contacted Council requesting the gates. Federal and State MPs have given their support for the automated gates.

The gates have been discussed with the Local Disaster Management Group.

Legislation/Local Law Current border permit requirements to enter Queensland.
