No : talam/122010/136/2(2), dated 8th June 2010 This resolution specifies the DET’s decision to start Kaushalya Vardhan Kendras in the State to promote employment and self‐employment among rural youth. The order describes the adoption of a cluster approach for the KVK program. It identifies 150 R‐urban locations for starting KVKs in existing government buildings. 2. No : CTS/KVK/2010/4759, dated 9th August 2010 This resolution mentions the DET’s decisions regarding tuition fees, examination fees and hiring of faculty at KVKS. The resolution entrusts the principals of attached ITIs, the responsibility of hiring guest faculty for KVKs based on the eligibility criteria set by DET. 3. No : CTS/KVK/2010/5366, dated 30th August 2010 The order asks for a Kaushalya Samiti (Committee) to be constituted at each KVK to ensure maximum participation from local population, monitor quality of training being providedand promote employment and self‐employment among rural youth. The order specifies a list of recommended samiti members and appoints the principal of the attached ITI to be the chairman of the samiti. 4. No.CTS/KVK/2011‐12/3596, dated 20th October 2011 The order allows the admission of women (aged 30 years and above) in the KVK programvia a verbal aptitude test if they are unable to furbish any educational qualifications certificates. 5. No.CTS/KVK/2011‐12/5622, dated 29th February 2012 The order addressed to the KVK coordinators, spells out standard instructions for day‐to‐day operations and maintenance of the KVK. The order specifies installation of standard sign boards, display boards with information about courses being offered, posters, models and other study aids in classrooms, issuance od identity cards to trainees, hiring of faculty and support staff through outsourcing agency and instructions regarding purchase of new equipment and machinery. 6. No.CTS/KVK/2013/1870, dated 1stMarch 2013 The order is addressed to the KVKs located in coastal towns. The order specifies starting of courses in fisheries in allied sectors in these coastal towns to train the people in local trades and boost the fishing industry. The order also provides a list of MES and NCVT approved courses in these sectors for the KVK coordinators and kaushalya samitis to consider and choose from. 7. No.CTS/KVK/2013/2548, dated 28th May 2013 The order specifies thetransfer of management of some KVKs to new ITIs to reduce burden onexisting ITIsmanaging multiple KVKs. The order is accompanied with a list specifying the KVK name, name of the attached ITI (existing) and name of the attached ITI (New). 8. No.CTS/KVK/2013/2548, dated 2ndAugust 2013 The order addressed to the principals of ITIS which have been given the management of new KVKs. In ITIs where foreman instructor positions have not been approved or have not been filled, the principals have the authority to depute eligible staff as coordinators in KVKs. The order asks for these deputed positions to continue. The ITI principal has to seek approval from the DET regarding the transfer, promotion and suspension/ resignation of these positions. Dist.:Anand INTRODUCTION Establishment of political agency was done at Rajkot in 1822 A.D. after getting rights of Peshwa and Gaekwad governments to British East India Company in 1820 A.D. [1] From this time, British East India Company Government took over management of Kathiawad. Before that, kings, Thakors and Talukadars of Kathiawad – Saurashtra and people under their reign became free from invasions of territory and mutual wars due to walker agreement in 1807 A.D. and they got promise f peaceful development for long time. [2] As a result, social disorder, mis-organization and restless wars ended. There was a dawn of happiness, peace and prosperity. [3] Now time was changed, works were done by swords and money before, now were to be done by pen and shrewdness. Time was came to do organizational and internal reformations leaving occupying of new regions. Direct reign of British was established after revolt of 187 A.D. Movement of social-religious reformations had also played an important role in impacting wide region of Kathiawad. Kathiawad peninsula is situated between 20.400 to 23.250 north latitude and 69.50 to 70.200 east longitudes. [4] Its length from Bhavnagar to Dwarka is 352 kms and breadth from Zinzuwada in North and Div Island in South is 264 kms.
