BE IT ENACTED BY THE OIREACHTAS AS FOLLOWS: 20 1.—In this Act “statute” includes, where the context allows, a royal Definitions. ordinance, charter or similar document that— (a) is of a public and general nature, and (b) by virtue of its antiquity and having been granted or otherwise made before or during the development of the parliamentary 25 system, is judicially noticed as having the force and effect of an act of parliament. 2.—(1) Subject to subsection (2), all statutes enacted before 6 General statute law December 1922 that are in force in the State immediately before the revision repeal and passing of this Act are repealed. saver. 30 (2) Subsection (1) does not apply to— (a) the statutes specified in Schedule 1, (b) any statute enacted before 6 December 1922, and in force in the State immediately before the passing of this Act that was— 5 (i) enacted as a private Act, or published in any official ser- ies of private Acts (however described), or (ii) enacted as a local or personal Act, or published in any official series of local or personal Acts (however described), 5 other than where such statute is set out in Schedule 2,or (c) without prejudice to section 27 of the Interpretation Act 2005 and to section 9, any saving, or any transitional or continuing matter, provided for in respect of a statute repealed by or under any enactment passed prior to the passing of this Act. 10 (3) Notwithstanding subsection (2)(a), the following provisions of the Bill of Rights 1688 are repealed: (a) all of the Preamble down to “Upon which Letters Elections haveing beene accordingly made.”; (b) the seventh paragraph after the words “for the Vindicating 15 and Asserting their auntient Rights and Liberties, Declare”; (c) all words from “And they doe Claime Demand and Insist” down to, but not including, section 2. Specific repeals. 3.—(1) For ease of reference and for the purpose referred to in section 2(2)(b), there is set out in Schedule 2 a list of statutes enacted before 6 20 December 1922 which— (a) were not wholly repealed before the passing of this Act, and (b) are not saved by virtue of section 2(2), and for the purposes of this subsection “wholly repealed” includes a stat- ute to which section 2(2)(c) relates. 25 (2) The fact that a statute, other than a statute to which paragraph (a) or (b) of section 2(2) relates, is not referred to in Schedule 2 shall not be read as saving or continuing such statute for any purpose other than as provided for by or referred to in section 2(2)(c). (3) The inclusion of a statute in Schedule 2 shall not be taken as 30 evidence that the statute, or any provision of it, was of full force and effect immediately before the passing of this Act. Assignment of short 4.—In respect of each statute cited in the first column of Part 1, 2, 3 titles. or 4 of Schedule 1, each such statute— (a) may be cited by the short title (if any) assigned to it in the 35 fourth column of the Part concerned opposite the mention of that statute in the first column, or (b) may continue to be cited by its short title (if any) referred to in the third column of the Part concerned opposite the men- tion of that statute in the first column. 40 6 5.—The Short Titles Act 1896 is amended in the First Schedule— Amendment of Short Titles Act 1896. (a) by inserting “1688” after “Bill of Rights” in the third column opposite the citation “1 Will. & Mary, Sess. 2. c. 2.” in the first column, and 5 (b) by inserting “Act 1848” after “Land Transfer (Ireland)” in the third column opposite the citation “11 & 12 Vict. c. 120.” in the first column. 6.—The Short Titles Act 1962 is amended— Amendment of Short Titles Act 1962. (a) in the First Schedule by substituting “1639 15 Chas. 1. c. 3” 10 for “1639 15 Chas. 1. sess. 2. c. 3” in the first column, (b) in the Second Schedule— (i) in Part I— (I) by substituting “Statutes of uncertain date.     Chapter 8 Hydrogeology and Hydrology 8.0 Introduction Assessments have been undertaken of the likely significant environmental impacts on the hydrogeological and hydrological environments associated with the proposed National Paediatric Hospital Project. Geological System/Age and Primary Rock Type The river flows across low permeability glacial till along its course, having formed in post- glacial times over the last 11,000 years. Main Geological or Geomorphological Interest The river is interesting in that the majority of its course within the city is underground. After flowing through Kimmage and Mount Jerome, the river is split at "The Tongue" at Mount Argus monastery in Harold's Cross, with one third of the flow forming the second section of the City Watercourse, heading for Crumlin Road and Dolphin's Barn, and two thirds continuing along a form of the original river bed. In the 1990s, changes were made in the Kimmage area, including the addition of a large fountain to the river. The line of the two Poddle flows later recombine and pass under much of the south city centre in a culvert.

    River Poddle Flood Alleviation Scheme EIAR Main Report, PART II TRAFFIC AND TRANSPORT Introduction This chapter was prepared by Nicholas O’ Dwyer Ltd. and considers the likely traffic and transport impacts associated with the construction and operation of the proposed River Poddle Flood Alleviation Scheme. After setting out the methodology to be followed, this chapter describes the existing environment and the main works in the proposed Flood Alleviation Scheme that are of relevance to roads and traffic. The chapter then presents a consideration of the likely significant impacts of the proposed scheme on traffic and the transport and the measures proposed where necessary to mitigate the impacts, and any residual impacts. The dominant traffic impact will be during the construction stage. The operational stage will have no discernible increase in traffic from Council and OPW staff who will carry out maintenance checks and works. This will approximate the current situation. Therefore, the assessment focuses on the traffic impacts associated with the construction phase of the proposed project. The substantial works proposed as part of the Scheme will be at three locations: Tymon Park, Whitehall Park / Wainsfort Manor Crescent, and Ravensdale Park. These locations will require access from the public roads for Heavy Construction Vehicles (HCVs) and Heavy Goods Vehicles (HGVs) for the duration of the works as described in the sections below. There will be no exceptional loads. Other works will involve the construction of new walls or the replacement or reinforcement of existing walls in multiple points along the River. These works areas will be accessed by small teams of workers who will park equipment and trailers either within a works/set down area or on the public roads nearby.
