Telefax 0474 2768837 IMPORTANT GUIDELINES/DIRECTIONS FOR SUBMISSION OF TENDER FOR SETTING UP OF CATH LAB The Tender documents should be submitted in the following manner:- (a) Technical Bid should also contain (i) The tender documents (notified by the ESIC Hospital, Ashramam, Kollam in its website) duly signed and sealed on each page, in token of having read and understood/agreeing to the same by the bidder, and (ii) the proforma appended below to be downloaded (copy of which was circulated to the participants in the pre-bid meeting) duly filled in, signed and sealed on each page. All the documents should be given page number and at the top of first page it should clearly be stated that the documents contain ……No. of pages. This envelop should be sealed properly and suprescribed “Technical Bid”. (b) Earnest Money EMD OF RUPEES TWO LAKH IN THE FORM OF DEMAND DRAFT DRAWN ON A NATIONALIZED BANK IN FAVOUR OF ‘ESIC FUND ACCOUNT NO 1’ , in an envelop sealed and superscribed “Earnest Money” (c) Price Bid Price Bid document should be given page number on all pages and at the top of first page it should clearly be stated that the technical bid contains …… No. of pages. Rates should be quoted in figures as also in words, and should be without any cutting/over-writing, in an envelop, sealed and superscribed “Price Bid” (d) All the three envelops as at (a) to (c) above should be put in one envelop, sealed properly and deposited in the Tender Box provided in the office of the Medical Superintendent, ESIC Hospital Ashramam, Kollam, before 11.00 AM on 25.5.2012 which shall be opened on the same day at 11.30 AM. (contd….next page) MINUTES OF PRE-BID MEETING DATED 16.5.12 FOR SETTING UP OF CATH LAB ON P.P.P. BASIS The pre-bid meeting for setting up of Cath lab on Public Private Participation was held in the conference hall. Video conferencing was arranged and the meeting was attended/monitored by Dr. S. R Chauhan, Medical Commissioner, Dr. S.K Jain,Dy. Medical Commissioner and Sri. K. Rajasekar, Addl. Commissioner Finance. The following persons/officers participated in the pre-bid meeting. 1. Sri. Kailash Nath, representing Narayana Hridayala Hospital, Bangalore. 2. Sri. George Cherian, representing Padmavathy Medical Foundation, Sasthamkotta, Kollam. 3. Sri. Hariprasad, representing PN Renai Medicity, Cochin. 4. Dr. Prathap Kumar.N representing Meditrina Hospital, Trivandrum. 5. Sri. Krishnakumar G & Ms. Shyma A, representing KIMS, Trivandrum 6. K N Vikraman, Dy Director (Fin) 7. Sri. K.S Kumara Pillai, AE. The Medical Superintendent welcomed all participants to the meeting and expressed the hope that all had read and understood the proposal notified in the web site for setting up of Cath Lab on PPP basis. The Medical Commissioner informed that by face to face discussion, doubts if any on the information notified in the web site regarding setting up of Cath Lab could be cleared and it would be easy for all to furnish their bid and, accordingly, comments were sought from all. The main queries raised and clarifications thereof were as under :- 1. What about requirement of setting up of cardio thorasic surgery unit ? ANS . Present tender procedure is only for setting up of Cath Lab. Biidders are open to quote on this regard also. However, quoting for CTV OT shall not be the determining factor for finalizing the service provider for setting up of Cath Lab. 2. What about Lab, X-ray and other investigative services required for patients in the Cath Lab? ANS . This information is available in the proposal notified in the web site. Whatever facilities available in this hospital can be availed by the cath lab patients also at no extra cost. 3. What about the nursing personal ? ANS . The whole staff for the cath lab including doctors, nurses etc are to be provided by the service provider. This information is also available in the proposal notified in the web site. 4. How many cases can be expected in the proposed cath lab so as to ensure its running without any loss? ANS . Medical Superintendent clarified approximately Rs. 3 crores was the expenditure in respect of cardiac treatment by ESIC Hospital, Ashramam only during last year. The SMC clarified that all Kerala (except ESIC hospitals) 4930 beneficiaries received cardiac related treatment from various tie up hospitals. The total expenditure incurred on those cases were more than Rs. 14 crores. Such cases from nearby districts may come to this hospital for cardiac related services once ESIC hospital has its own centre. 5. Whether private patients will also be allowed ? ANS The Medical Commissioner clarified that if the utilization of cardiac facility by ESI beneficiary patients are less than 60% then there would be provision for going for private patients. In other words if the number of patients from ESI beneficiary side is less, private patients could also be allowed and, thus, there would be no reason for doubt regarding less number of patients. 6. What would be the base of rates on which discount is to be offered ? ANS . CGHS (non-NABH, non-super-speciality) has got package rates for semi-private ward. Since ESIC beneficiaries are entitled for general ward to make there package rates equal to general ward rate, 10% is deducted from the package rates, which is rate for general ward. The discount has to be offered on this general ward rates. 7. Why highly expensive rotabulator and IVUS required at the initial stage ? ANS . It is the outlook of the ESI Corporation to have the best item / equipment available to provide quality services to beneficiaries. 8. Experience of the Cardiologist should be reduced to 3+ years. ANS . It is the outlook of the ESI Corporation to have the best services available. 9. Is there any provision for revising the rates ? ANS . The rates would be revised as and when CGHS revises their rates. With the above deliberations, the pre-bid meeting ended, agreeing to all the other facts mentioned in the terms and conditions of tender. The Medical Superintendent requested all participants to ensure submission of their bids well on time.
