NOTICE INVITING PRE-QUALIFICATION - CUM - TENDER (TWO COVER SYSTEM)

For and on behalf of the Midnapore Kharagpur Development Authority, the Executive Officer, Midnapore Kharagpur Development Authority, invites sealed percentage rate tenders for each of the following works by two cover system up to 16.00 Hours on 22-02-2017 (Wednesday). Pre-qualification documents in a separate cover and Bid document with schedule rate in another cover are to be submitted by the qualified contactors viz. Contractors registered in appropriate class with PWD/MKDA and bonafide outsiders who satisfy the terms and conditions set out in pre-qualification document.

Intending bidders may download tender documents from e-procurement portal of Govt. website www.wbtenders.gov.in from 08-02-2017 (Wednesday) at 12-00 Hours to 22-02-2017 (Wednesday) upto 16-00 Hours. The pre-qualification and bid documents duly filled in all respect should be submitted on-line through our e-portal from 08-02-2017 (Wednesday) at 16-00 Hours to 22-02-2017 (Wednesday) upto 16-00 Hours (as per Server Clock). Midnapore Kharagpur Development Authority does not take any responsibility for the delay caused due to non-availability of Internet connection or traffic jam etc. for on-line bids. Cost of Pre-qualification and bid document is Rs. 700.00 for on-line bids. The amount of Earnest Money & Bid Document should be deposited separately, in favour of “E- Procurement of MKDA” at UBI Bank A/c No – 0788012026613 (specifying the name of tenderer and NIT no. in the paying slip) IFSC Code No. – UTBI0SPBC34, MICR Code – 000027000 through RTGS / NEFT/CBS System only. Payment made otherwise, will be rejected. The pre-qualification documents alone will be opened on 23-02-2017 (Thursday) at 12-00 Hours by the Executive Officer, Midnapore Kharagpur Development Authority in presence of bidders. The financial bid document of the technically qualified bidders will be opened for evaluation and selection of qualified bidders will be declared after Technical evolution and the other bid documents will be unopened. No separate intimation will be given for this, unless the above date is changed .In case of change of date, due intimation will be given in News dailies. No individual intimation will be given. Name of the qualified bidders will be displayed in the office notice board.

The Executive Officer, Midnapore Kharagpur Development Authority reserves the right to reject or cancel any or all pre-qualification documents and bid document without assigning any reason whatsoever.

The eligibility criteria are given below: -

Achieved in any one year during last five years in the same name and style (excluding current year) a minimum financial turnover and at least 50% of which is from civil engineering construction works) equivalent to amount given below - a) The turnover will be indexed at the rate of interest 8% for a completed financial year. b) The applicant in the same name and style as prime contractor should have successfully completed at least one contract of same type of work at least one-third value of the proposed contract within the last 5 years. c) Income Tax return should be submitted for last 5 years. d) Sales Tax & Professional Tax clearance certificate & Pan Card (Xerox copy) should be furnished (Scan Copy). To qualify for a Package of contracts made up of this and other contracts for which bids are invited in the NIT, the bidder must demonstrate having experience and resources sufficient to meet the aggregates of the qualifying criteria for individual contracts.

The amount of earnest money is 2% of the estimated cost for “Strengthening of Bituminous road from Kamala Cabin towards Jakpur Railway Station with repair of side drain partly at ward no: 01 under Kharagpur Municipality and Partly under KGP-II Panchayet Samity (length 4.25 KM) 1st Phase”

All duties, taxes, royalties, Cess, [including 1% Cess under W.B. Building and other Construction Workers (Regulation of Employments & Condition of Service) Act, 1996], toll, taxes and other levies payable by the Contractor under the Contract to the State / Central Government for any other cause, shall be included in the rates, prices and total Bid price submitted by the bidder. 1% Cess under W.B.Building and other Construction Workers (Regulation of Employments & Condition of Service) Welfare Cess Act, 1996 will be deducted from the running bills. . The intending bidders are requested to inspect the alignment of the proposed road before quoting their rates.
