Biofuel energy development can play a key role in eradicating rural poverty and creating self-reliant communities. A rapidly expanding population and rising fossil fuel energy costs mean increased pressure on the use of biomass resources for energy generation. Substantial investments in research and development are required to expand the biomass supply and enhance energy conversion technology. This report analyzes opportunities for bioenergy utilization in the Philippines. It quantifies the potential biomass resource base, and identifies several uses for biofuel that would increase household energy security, promote self-reliant agricultural practices, and improve human and environmental health. Biomass Resources Several surplus crop residues could be recovered from primary agricultural production or after processing including: • rice hulls (1.5 million Oven Dry Tonnes (ODT)) • sugar cane trash (274,000 ODT) • bagasse (322,000 ODT) • maize cobs (391,000 ODT) • coconut (10.4 million tonnes are available, however utilization is limited by manual labour requirements and poor transportation infrastructure in remote locations) The transition of rural land from tropical forests to agricultural farmland has shifted the biomass resource base. The majority of wood is now obtained from farmlands. Improving agro-forestry systems, increasing tree diversity, and extending tree rotations can help to bring about the appropriate use of woodfuel. Dedicating land specifically to biomass production could increase the amount of biomass available for energy generation and other applications. Napier grass and other perennial warm-season grasses could be grown as energy crops on marginal farmland. The introduction of 100,000 ha of napier grass could generate 2 million ODT of biomass for energy applications. Bioenergy End-use Applications The use of bioenergy in households and in agricultural processing has been the focus of this study. An emphasis has been placed on heating because currently it consumes the most bioenergy and is best suited to the decentralized availability of resources (the economics of liquid fuel and power generation are not as favorable). Household cooking consumes approximately 75% of the total biomass used, and is of considerable importance as there are 13 million families in the Philippines. An economic analysis indicated that the LT-2000 multi-fuel stove for rural households and pellet stoves for urban households (using cane trash or grass pellets) provided the greatest opportunities Strategies for Enhancing Biomass Utilization in the Philippines iii for reducing cooking costs for those purchasing fuels. There are one million households that could potentially be using the LT-2000 multi-fuel stove in the Philippines. The domestic production of 1 million tonnes of fuel pellets (derived from napier grass, cane trash, or wood residues) could enable up to 2.5 million households make the switch to pellet fuel cooking. This could displace up to 2.5 million liquefied petroleum gas (LPG) cooking households, saving $145 million US annually in LPG imports. Agricultural residues and pellet burning furnaces could also play an increasing role in crop drying applications and other heat related energy applications in the future. With current crop residue production, biomass could supply approximately 160 MW of power for national use (1% of power by 2004). An assessment of year-round power generation found bagasse, followed by sugar cane trash, to be the most economical options. Fast growing tree plantations and napier grass were slightly higher in cost. The importation of 365,000 barrels of bunker oil for thermal processing by sugar mills could be displaced by about 161,000 tonnes of cane trash (at 26% moisture) which could save approximately $1 million US in oil imports. Cane trash farming is self-sustaining because improving soil fertility, nitrogen fixation, and water retention enhances crop yield, productivity, and longevity. Trash farming also results in a significant decrease in fertilizer use, which decreases energy input, overall production costs, and fossil energy use [and greenhouse gas (GHG) emissions]. Successfully implementing low input trash farming on the 350,000 ha of land currently producing cane could save up to 1.8 million GJ of energy inputs, which would generate 26.5 million GJ of energy (in the form of recoverable bagasse and cane trash) for bioenergy applications. Trash farming has the potential to transform the industry from a net energy importer into a domestic energy producer. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development.

(OLFI), M.A.Ed Candidate, University of the Philippines, Diliman Abstract This study seeks to offer insight into the paradox between two ideologies that are currently being promoted in Philippine society and identify the relationship of both towards the indigenous community of the Ifugao in the country. Inclusion is a growing trend in many areas, such as education, business, and development. However, there is ambiguity in terms of educating and promoting inclusion for indigenous groups, particularly in the Philippines. Mandates to promote cultural preservation also present limits to the ability of indigenous people to partake in the cultures of mainstream society. The Ifugao, together with other indigenous tribes in the Philippines, are at a state of disadvantage due to the discrepancies between the rights that they receive relative to the more urbanized areas of the country. The desire to preserve the Ifugao culture and to become inclusive in delivering equal rights and services create divided vantages that seem to present a rift and dilemma deciding which ideology to promulgate. Apart from these imbalances, the stance of the Ifugao regarding this matter is unclear, particularly if they observe and follow a central principle. Given that the notion of inclusion is to accommodate everyone regardless of “race, gender, disability, ethnicity, social class, and religion,” it is highly imperative to provide clarity to this issue and identify what actions to take.

    Violent Conflicts and Displacement in Central Mindanao 4. RESOURCES, SECURITY AND LIVELIHOOD This section examines households’ perceptions of their surrounding environment (e.g. security). It looks at their resources or capital (social, natural, economic) available to households, as well as how those resources were being used to shape livelihood strategies and livelihood outcomes such as food security. The results give insights into the complex interaction between, on the one hand, displacement and settlement options, and, on the other hand, access to basic needs, services and livelihood strategies. Services and Social Relations Access to Services Across the study strata, about one-third of the households ranked their access to services negatively, including access to education (22%), access to (35%) and quality of (32%) health care, and access to roads (37%). Respondents in Maguindanao ranked on average all services more negatively than any other strata. Disaggregated by settlement status, respondents who were displaced at the time of the survey were more likely to rank services negatively compared to others, with the exception of access to roads. Nearly the same percentage of households who were displaced at the time of survey and those returned home found the road to be bad of very bad (47% and 55%, respectively). Figure 11: Ranking of services (% bad - very bad) Two-thirds (67%) of the sampled households had children aged 6-12 years, and among them nearly all had children enrolled in primary school (97%). However, 36 percent of the households reported that their school-enrolled children missed school for at least a week within the 6 months prior to the survey.

    Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development.

Population of both Mindanao and ARMM also showed higher increases than national trend since 2000, from 18.1 in 2000 to 21.6 million in 2007 (AAGR: 2.52%), and 2.9 in 2000 to 4.1million in 2007 (AAGR: 5.27%), respectively. The group has started it’s journey on 2008 and it’s members are all from Silay City. The group was initially formed to merge other artists from Silay city. They have exhibited their works in Bernardino Jalandoni Museum, Dizon Ramos Museum as well as the Negros Museum all from Negros Occidental. They went on hiatus last 2011 and went back to the scene again last October 11, 2014 with “Palanublion”. This time the members are not exclusively from Silay but also different parts of the Negros Occidental and to further extend their reach. We all know for a fact that globally, a great number of children are unable to go to school.
