This supplement to Dr. Beran’s letter of this date is not for factual redundancy but really just to offer a Board member perspective. It is not intended as a formal Board position, but it is written very much with my colleagues in mind. I think it is safe to say we are all interested in a substantive agenda that will make meaningful, positive and lasting improvements. I appreciate your contribution to and kind words about the free speech initiative we recently completed, and ongoing engagement in the diversity issue. It is of the fundamental stuff I think the Board needs to spend more time wrestling with. These kinds of issues go to the heart of what we are about. Since your latest letter focuses more on intellectual diversity, I will try to address that more specifically.     WOMEN IN STATE LEGISLATIVE LEADERSHIP 2019 In 2019, 2,129, or 28.8% of the 7,383 state legislators in the United States are women. Women currently hold 510, or 25.9%, of the 1,972 state senate seats and 1,619, or 29.9%, of the 5,411 state house or assembly seats. Since 1971, the number of women serving in state legislatures has more than quintupled. In 2019, of the 352 state legislators holding leadership positions1 nationwide, 77, or 21.9%, are women. Women hold 38, or 23.6%, of the 161 leadership positions in state senates and 39, or 20.4%, of the 191 leadership positions in state houses. Women hold leadership positions in 29 state senates and in 28 state houses; in 12 states, women do not hold leadership positions in either chamber. As a result of the elections, control of 508 seats was flipped from one party to another. 2018 State Democrats gained a net 308 seats in the 2018 elections, Republicans lost a net 294 seats, and third legislative elections party and independent candidates lost a net 14 seats. At least one flip occurred in every state except Louisiana, Mississippi, New Jersey, and Virginia, which did not hold state legislative elections in 2018. « 2017 2019 » New Hampshire had 77 seats flip, the most of any state. Sixty-seven of those seats flipped from Republicans to Democrats, seven from Democrats to Republicans, two from third party legislators to Republicans, and one from a third party legislator to a Democrat. Maine followed with 26 flips, including 16 Republican seats to Democrats, two Democratic seats to Republicans, three Republican seats to third party candidates, and five third party seats to Democrats. The only other state with more than 20 flips was Pennsylvania, with 19 Republican seats flipping to Democrats and three Democratic seats flipping to Republicans.
