    MASTER DOMAIN REGISTRATION AGREEMENT THIS REGISTRATION AGREEMENT ("Agreement"), is between Tucows Domains Inc. ("Tucows") and you, on behalf of yourself or the entity you represent ("Registrant"), as offered through the Reseller participating in Tucows' distribution channel for domain name registrations. Any reference to "Registry" or "Registry Operator" shall refer to the registry administrator of the applicable top-level domain ("TLD"). This Agreement explains Tucows' obligations to Registrant, and Registrant's obligations to Tucows, for the domain registration services. By agreeing to the terms and conditions set forth in this Agreement, Registrant agrees to be bound by the rules and regulations set forth in this Agreement, and by a registry for that particular TLD. DOMAIN NAME REGISTRATION. Domain name registrations are for a limited term, which ends on the expiration date communicated to the Registrant. Internet users have become accustomed to the conveniences of localized advertising, have enjoyed location-based services, and have witnessed an increasing use of geolocation and geo- blocking tools by service and content providers who for various reasons- either allow or block access to internet content based on users' physical locations. This article analyzes whether, and if so how, the trend toward territorializationhas affected the internetDomain Name System (DNS). As a hallmark of cyberspace governance that aimed to be detached from the territorially-partitionedgovernance of the physical world, the DNS might have been expected to resist territorialization-a design that seems antithetical to the original design of and intent for the internet as a globally distributed network that lacks a single point of control.

It is an empirical and conceptual contribution to the online content regulation debate, with specific focus on European country code top-level (ccTLD) domain name registries. An analysis of the terms of service of 30 European ccTLD registries shows that one third of the registries contain some use-related provision, which corresponds to approximately 47% of registered domains. The analysis also turns towards examples of notice-and-takedown mechanisms, the emergence of proactive screening and the practice of data validation. Based on the analysis, it calls for more clarity and transparency regarding domain registries’ role in content- or use-related takedowns. The dominant view was simply that the anticipated mass increase in internet penetration would allow people around the world to better connect and share their ideas, contribute to greater freedom and create new economic opportunities. To a large extent, many aspects of this vision have materialized in the past seven years and we now take for granted the many benefits this unprecedented collective creation of mankind has brought. In spite of that - or maybe because of it - attention in recent years has significantly shifted: hardly a day passes without major newspapers headlines about abuses online and the difficulty to address them, given the transnational nature of the network. We may rationally recognize that such abuses remain limited in proportion of the overall online activity, but the tremendous volume of the latter legitimately make the former an increasing concern for all actors. Addressing harmful content, criminal activities and other regulatory challenges in a rights-respecting and economically sustainable manner has emerged as a crucial question for the digital 21st century. It may have been naive to think that the dark side of human nature would not express itself also in the digital space, but it behooves all of us now to avoid letting the pendulum swing too far in the other direction. We need to find collective solutions that not only protect the precious acquis of a global network but enable our digital society to develop further in a balanced manner.
