He currently races his Soverel 27 Morning Star and frostbites his , as well as travels the bay in an 18’ Scout CC Sportfish photographing regattas. Chesapeake Log Canoes are one of his favorite subjects and he published his first book on Log Canoes in January 2017. About the Green Book For decades, the Green Book has been a printed publication. It is now an on-line document, but follows its historical purpose of providing Chesapeake Bay racers participating in the Handicap, One-Design, Cruising One-Design, and Multihull Fleets the formal schedule of CBYRA sanctioned events along the Bay. For many events, the Green Book provides Race Announcements, Notices of Race and Sailing Instructions, as well as notices for club series and non-sanctioned events, fleet schedules, and useful materials like protest forms and a signal flag guide. While the season primarily consists of one and two day regattas, there are also several multi-day regattas and some overnight races. The common theme is that racers are invited to participate and visit clubs throughout the Chesapeake Bay region.

A significant number of the events rely on the General Sailing Instructions (GSI) included in the Green Book, as they provide information to enable fair racing for competitors and satisfy RRS requirements (notably RRS 89.2). The GSI’s have undergone a significant update for 2020. The organization and language has been updated for consistency with best practices of sailing instructions around the country and the world. Also, the GSI has been updated to reflect the growing use of the internet for publishing documents, accepting entries and protests, and for electronic notice boards. Some clubs and other organizing authorities add, change, or modify information and instructions relevant to a specific regatta or race in the form of an amendment to these instructions, or produce their own Notices of Races and Sailing Instructions that take precedence over the materials in these pages.

The Standard Racing Marks sections for each of the CBYRA regions have also been reviewed and refreshed for 2020. Most standard marks remain the same. HOWEVER, please note that in REGION 3 ANNAPOLIS area, former mark “B” and “C” have been DELETED, and new marks “D” and “G” have been added as replacements.

The rear of the Green Book contains copies of the Standard CBYRA Entry form. While most clubs now offer, and prefer, online registration, this form may be used to properly enter a race or regatta. Please read all Race Announcements, Notice of Race, Sailing Instructions, and Amendments carefully to ensure that you provide all entry fees and supporting documents to the sponsoring club (for example, some fleets and clubs request copies of current handicapping certificates along with the entry) by the necessary deadlines.

Should you find yourself involved in an incident during racing, the Green Book also contains copies of Standard Protest Forms and Alternative Penalty Acceptance Forms. Read the Sailing Instructions carefully to ensure proper use and requirements. If you intend to protest or take a penalty, please inform Race Committees immediately after finishing a race. Make sure that the Race Committee acknowledges your hail!

The Chesapeake Bay Association (CBYRA) is an organization comprised of more than 50 member clubs, more than 30 classes of racing , and hundreds of individual members. CBYRA was founded in 1914 to promote fair competition by supporting standard racing and measurement rules and by coordinating racing schedules and regattas for the Chesapeake Bay area.

Committee volunteers do the bulk of the work of CBYRA. The President, Vice Presidents, Treasurer, Secretary, and the US Sailing Delegate are elected at the CBYRA annual meeting held each year in early December. Representatives from the Handicap, Cruising One-Design, One-Design, and Junior Division serve with the elected officers on the Executive Committee that manages the organization.

2020 Green Book G–10 © Chesapeake Bay Yacht Racing Association 2020 Green Book General Sailing Instructions (GSI) for CBYRA Sanctioned Handicap and Cruising One-Design events

These Green Book General Sailing Instructions (GSI) apply when an event’s Notice of Race so states, or if an event page titled “NOR/GSI Amendment” is published in the CBYRA Green Book.

1 RULES 1.1 The event will be governed by the rules as defined in the current Racing Rules of Sailing (RRS)

1.2  Events using these GSI shall publish a GSI Amendment that includes sailing instructions with event specific information. (a) The GSI Amendment may be combined with the event’s Notice of Race (NOR). (b) GSI Amendments may add to, modify, or replace any portion of the GSI. (c) When the GSI Amendment conflicts with the GSI, the GSI Amendment takes precedence. (d) When the RRS refer to ‘sailing instructions’, it means a rule in either the GSI or GSI Amendment.

1.3  The notation ‘[DP]’ in the GSI or GSI Amendment means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.

1.4  The notation ‘[NP]’ in the GSI or GSI Amendment means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).

1.5  Unless otherwise stated in a NOR or GSI Amendment, the organizing authority (OA) for an event is the host club.

2 ENTRIES 2.1 The NOR shall include the entry fees and may specify an online entry process.

2.2  If on-line entry is not available, shall enter by completing a CBYRA Standard Entry Form and mailing it along with the entry fee to the address stated in the NOR. CBYRA Standard Entry Forms are available in the back of the CBYRA Green Book and online at cbyra.org.

2.3  Unless the OA or race committee has chosen to combine multiple boat classes in a single start, a boat can only enter into a single class per event..

3 COMMUNICATIONS WITH COMPETITORS 3.1 Notices to competitors will be posted on the official notice board which may be online. The NOR and GSI Amendment will state the location(s) of the offical notice board or address of online notice board.

3.2  On the water, the race committee intends to monitor and communicate with competitors via VHF radio. The VHF channel will be included in the GSI Amendment.

3.3 The GSI Amendment will include an email and telephone number for contacting the race office. It may also include a physical location of the race office.

3.4  [DP] Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

2020 Green Book G–11 © Chesapeake Bay Yacht Racing Association 4 CHANGES TO NOTICE OF RACE OR SAILING INSTRUCTIONS 4.1 The GSI Amendment will be posted at least 48 hours prior to the first scheduled warning signal.

4.2 Changes to the NOR will be posted on the notice board.

4.3  Changes to the GSI Amendment will be posted on the notice board at least 2 hours before the first scheduled warning signal on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

5 SIGNALS MADE ASHORE Signals made ashore will be displayed at a location stated in the GSI Amendment. If the GSI Amendment does not include a location, then no signals will be made ashore.

6 SCHEDULE OF RACES The scheduled date and time of the first warning signal will be included in the NOR. The NOR or GSI Amendment will state the remaining racing schedule.

7 CLASS FLAGS 7.1  The class flags are included in these GSI’s (see Class Flags for CBYRA Sanctioned Classes). The class flag for a class not included on the CBYRA website will be included in the NOR and GSI Amendment.

7.2  [DP] Boat shall clearly display two class flags - one at the bow (from the bow pulpit if available) and one at the stern (approximately 5 feet up on the backstay if the boat has a backstay).

8 RACING AREA, STARTING AREA, RENDEVOUS 8.1  Unless modified in the GSI Amendment, courses shall either use standard racing marks as described in GSI 9 or drop mark courses as described in GSI 10.

8.2  If the NOR does not state a racing area, then the racing area will be the CBYRA Region in which the OA is located (see “CBYRA Regions and Club with Races Presented” in the Green Book).

8.3 The GSI Amendment will state either: (a) the standard racing mark where the starting area will be located, or

(b) the standard racing mark where the race committee will have a rendezvous vessel standing by 30 minutes prior to the first scheduled warning signal.

9 STANDARD RACING MARK COURSES AND MARKS 9.1 The marks of the course will be selected from the “Standard Racing Marks” table in the designated racing area.

9.2 The navigational aids listed in the “Standard Passing Marks” table in the designated racing area shall be passed on the channel side at all times, unless they are specified as a rounding mark of the course.

2020 Green Book G–12 © Chesapeake Bay Yacht Racing Association 9.3 The course to be sailed will be designated in the event’s GSI Amendments or by letters displayed on a race committee starting vessel. (a) Marks shall be rounded in the order displayed, reading from left to right or from top to bottom.

(b) One lap shall be sailed unless the course designation is followed by a numeral that specifies the number of laps to be sailed.

(c) Marks designated in red shall be rounded to port; marks designated in green shall be rounded to starboard.

10 DROP MARK COURSES AND MARKS 10.1 The “Drop Mark Courses” in these GSI’s describe the drop mark courses and their course identification letters.

10.2 No later than the warning signal, the race committee starting vessel will display the approximate distance and compass bearing of the first leg.

10.3 The marks and change marks will be described in the GSI Amendment.

10.4 If the race committee starting vessel displays flag C before or with the preparatory signal, accompanied by a series of repetitive sounds, the first mark of the course will be a change mark.

11 [DP] OBSTRUCTIONS Boats shall not enter US Coast Guard “Exclusion Zones”. These zones rank as “obstructions”.

12 [DP] BOAT CHECK IN AND WITHDRAWALS 12.1 Before the first warning signal of the first race a boat sails each day, the boat shall pass the race committee starting vessel and hail her sail number until acknowledged by the committee.

12.2 A boat that retires or withdraws before finishing shall notify the race committee or the race office at the first reasonable opportunity.

13 THE START 13.1 Races will be started using RRS 26 (Starting Races).

13.2 The starting line will be between the staff or containing a yellow or orange flag on the race committee starting vessel and the course side of the designated starting mark.

13.3 A race committee starting vessel may set a stand-off buoy. When present, this stand-off buoy, the line attaching it to the race committee vessel, and the race committee vessel are all part of the starting mark.

13.4 [DP] Boats whose warning signal has not been made shall stay clear of the starting area during the starting sequence for other races. The starting area is defined as extending 100 yards beyond each end of the starting line and 150 yards behind the line and its extension.

13.5 A boat that checks in but does not start within 10 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5.

2020 Green Book G–13 © Chesapeake Bay Yacht Racing Association 14 RECALLS The race committee may announce on VHF radio boats identified as OCS (on course side), UFD (U flagged), or BFD (Black flagged). A boat may not base a request for redress on the failure to hear or receive the announcement, the timeliness of announcement, or the order in which boats are announced. This changes RRS 62.1(a).

15 CHANGE TO NEXT LEG OF THE COURSE (DROP MARK COURSES ONLY) 15.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practical. When in a subsequent change, if a new mark is replaced, it will be replaced by an original mark.

15.2 After a start, if flag C is displayed over flag Q, the course change applies only to boats beginning their final leg to the finish. This changes RRS 33 and Race Signal C.

16 THE FINISH 16.1 The finishing line will be between the staff or halyard containing a yellow or orange flag on a race committee vessel and the course side of the designated finish mark.

16.2 A race committee finishing vessel may set a stand-off buoy. When present, this stand-off buoy, the line attaching it to the race committee vessel, and the race committee vessel are all part of the finishing mark.

16.3 [DP] A boat shall take its own finishing time and record any boat finishing directly ahead and directly astern and shall give this information to the race committee if requested.

16.4 [DP] A boat approaching the finish at night shall show a white light to call attention to her presence and when crossing the finish line to illuminate her racing numbers. An ordinary flashlight is not acceptable for this purpose.

17 PENALTY SYSTEM 17.1 For penalties while racing, RRS 44.1, One-Turn and Two-Turns Penalties will apply.

17.2 In addition, for penalties after racing, RRS/US Appendix V2, Penalty Taken After the Race, will apply.

18 TIME LIMITS The time limits, if any, will be stated in the GSI Amendment.

19 PROTESTS 19.1 RRS 61.1(a) is changed by adding: “A boat intending to protest shall inform the race committee promptly after finishing or retiring by hail or VHF (see GSI 3.2). The hail shall include the sail number or boat name of the protested boat.”

19.2 Protest forms are available in the CBYRA Green Book and online at https://www.ussailing.org

19.3 Unless otherwise specified in the GSI Amendment, protests, request for redress, and scoring inquiries shall be delivered to the race office in person (if the GSI Amendment includes a

19.4 Unless otherwise specified in the GSI Amendment, the protest time limit is 2.5 hours after a boat finishes the last race of the day, withdraws, or the race committee signals no more racing today, whichever is later.

19.5 Unless otherwise specified in the GSI Amendment, the protest committee will post the schedule for hearings, the parties, named witness, and location of the hearings on the notice board at the first reasonable opportunity after receiving a protest or request for redress.

19.6 Unless otherwise specified in the GSI Amendment, when the race committee, technical committee, or protest committee intends to protest a boat, the requirements of RRS 61.1(b) will be satisfied by posting the notice no later than 2.5 hours after the last boat finishes the last race of the day or the race committee signals no more racing today.

20 SCORING 20.1 The Low Point Scoring System described in RRS Appendix A4 will apply modified such that a boat’s series score will be the total of all her race scores.

20.2 One race is required to be completed to constitute a series.

21 [DP] COMMERCIAL TRAFFIC 21.1 A boat shall not exercise right of way, cross in proximity to, or interfere with reasonable transit of the race area by commercial , tugs, or barges. Boats must take evasive action well in advance of a potentially dangerous situation. The US Coast Guard, captains, and bay pilots have been encouraged to report any incident they observe.

21.2 A boat without way may use any means of propulsion to avoid commercial traffic that is under way provided: (a) the boat does not gain an advantage; (b) using the propulsion is the boat’s only means of avoiding the commercial traffic; and (c) the boat submits a report (in writing or by e-mail) with the event’s race office (see GSI 3.3) by the protest filing deadline describing the incident and the boat’s actions.

21.3 A at night in close proximity to other vessels shall illuminate their sails so that they are clearly visible. This requirement is in addition to the navigation lights and shapes required by the “International Regulations for Preventing Collisions at Sea (IRPCAS)” or other applicable government regulations.

21.4 The race committee or protest committee may protest a boat for breaking GSI 21 based on information received from any source. The protest time limit does not apply. A report from the US Coast Guard, a ship captain, or a bay pilot will be accepted as evidence without the author of the report present at the hearing. This changes RRS 60.2, 60.3, 61.3, and 63.6.

20 PRIZES Prizes, if any, will be described in the GSI Amendment or NOR. Additional prizes may be awarded at the discretion of the OA.

2020 Drop Mark Courses

Unless modified by the Event Sailing Instructions or GSI amendment, the Green Book drop mark diagrams show courses that may be sailed. Also see GSI 10, Drop Mark Courses and Marks. In the diagrams, the course designation is followed with a colon, and then the mark rounding order for that course. All mark roundings shall be to port unless the course includes a gate. At a gate, the skipper may choose between rounding the port mark to port or the starboard mark to starboard.. At a gate, if only one mark is set (e.g. a mark is missing), the single mark shall be rounded to port.

Drop mark colors, size and shape may vary. Please note that the course diagrams illustrate finish lines with a suggested position of the race committee relative to the nearby finish mark. This may not be the case for all finish lines. Under definition of finishing in the RRS, the boats shall cross “the finish line from the course side”.

CBYRA High Point awards recognize competitors with consistent performance in CBYRA Sanctioned races. Earning any points towards High Point requires PRIOR membership in CBYRA, Class Association, and CBYRA affiliated yacht club. Refer to www.cbyra.org for eligibility requirements and scoring for CBYRA High Point.

High Point rules refer to criteria for measuring this consistent performance and awarding trophies – they are not rules for racing.

As a CBYRA member club sanctioned to conduct high point qualifying races, the Race Committee of that club has the responsibility of insuring that the race is properly reported. The results should be available for posting on the CBYRA Web Site within five days of the event. If you do not see results posted after a reasonable length of time, contact the club directly. Any changes to the initially reported results, such as those resulting from withdrawals, protests, or appeals should be reported as soon as they are available.

For Clubs: Race Reporting Requirements

Each class of the Handicap Division and the Cruising One-Design (COD) Division as a whole have unique rules, which do not affect these reporting requirements.

1. The necessary information for scoring individual boats in a race is: Skipper or Syndicate name CBYRA member number Boat name Individual finish position Sail number Number of competing boats Yacht Club Qualifying status of the race

For each One Design Class: Starting time of class Finish time of the first boat to finish Distance of course sailed (rhumb line)

For each class in Handicap races: Starting time of class Finish time of each boat Distance of course sailed (rhumb line)

2. The Race Committee must indicate if event qualifies for CBYRA High-Point. Reporting the course length and the finish time of the first place finisher in each class will satisfy this requirement:

•  A qualifying race for each class or subdivision is: (1) 4 nautical miles long, (2) the first boat to finish has an average speed over the course of 2 knots (or greater), and (3) there are at least 3 starters in the class.

•  For a multi-race event, the sum of the distances of all races must add up to at least 4 nautical miles and the average speed over the course of the winning boat(s) of 2 knots or greater.

3. Report back to CBYRA when protests are resolved. Preliminary results should be marked “” or “protest pending” (if appropriate).

2020 Green Book G–22 © Chesapeake Bay Yacht Racing Association 4. Report all Green Book scheduled events even if they do not happen (e.g., no wind, bad weather, etc.). Please remember to report such races and the competitors to CBYRA. A simple e-mail to [email protected] will suffice.

5. Please report the number of starters for any race that is cancelled after on-course check-in or which starts but does not finish; classes and individuals receive credit for participating. Continued sanctioning of a class depends on participation.

6. In a point-to-point race, the starting race committee must provide the finishing race committee a list of the starters. High point scoring is based on the number of starters. A starter that drops out should be scored DNF, not DNC.

7. If a multi-race regatta is run under two or more CBYRA event numbers, notify the scorer which races are to be scored under each number and day.

8. Race Committees using electronic scoring program should send their files in Excel, HTML or PDF format.

9. Please submit your results as soon as possible and no later than two weeks after the regatta.

The timeliness of reporting a score is very important. Please provide all the information cited above. Scorers should not have to search for information on the club web site. Please send the electronic version of the race results directly to CBYRA at [email protected].

Remember – Race Management is NOT complete until results have been properly collected and provided to CBYRA!

2020 Green Book G–23 © Chesapeake Bay Yacht Racing Association The Junior Division Committee consists of representatives from each of CBYRA’s clubs that run Junior regattas and programs that support youth sailing. Together we organize the annual calendar, work on the website, host the annual CBYRA Highpoint awards, and promote clinics and races throughout the bay.

We’ve got an exciting schedule of regattas planned throughout our region for 2020. Whether it be participating in the Junior Olympics, a State Championship event, a High Points regatta, club events, clinics and camps, opportunities for Junior sailors to be out on the water this season are abundant, and we hope you will make the most of it.

Please review our calendar and other materials, and plot your course for a great season of sailing. Everything is available on our Junior Sailing web site: cbyrajuniorsailing.org. This website will be continuously updated with links to Notice of Race documents and Sailing Instructions for all our events, and registration information. Keep checking it for the most up-to date information as the season draws near.
