NEPA and the associated laws, regulations, and policies require the BLM to seek public involvement early in, and throughout, the planning process to develop a reasonable range of alternatives to PCW’s Proposed Action and prepare environmental documents that disclose the potential impacts of alternatives considered. Public involvement and agency consultation and coordination, which have been at the heart of the process leading to this draft EIS, were achieved through FR notices, public and informal meetings, individual contacts, media releases, and the project website. From the initial proposal of the project, the public and agencies have been approached for input on the project scope and development, as discussed in Chapter 1.0. This chapter describes this public involvement process as well as other key consultation and coordination. 6.1 Agency Participation and Coordination Specific regulations require the BLM to coordinate and consult with federal, state, and local agencies about the potential of the project and alternatives to affect sensitive environmental and human resources. The BLM initiated these coordination and consultation activities through the scoping process and has maintained them through regular meetings regarding key topics (e.g., alternatives and impact analyses)

    NUCLEAR WASTE STORAGE: STILL WRONG FOR WYOMING In early July the Legislature’s Management Council authorized funding to study transporting irradiated used fuel from commercial nuclear reactors to Wyoming for “interim” or “temporary” storage. This vote, which occurred by email between committee members without any public notice or transparency, did not comply with the Legislature’s own rules regarding interim studies. The Wyoming public only learned of the effort when the story was broken by the news media. The Wyoming Outdoor Council is opposed to nuclear waste storage in Wyoming. There is historic and widespread agreement among state leaders and the public that the risks to our state are overwhelmingly high. And the reasons are conclusive: storing high-level radioactive waste threatens our public safety, our national image, our economic health, our political certainty, our resources, and our long-term prosperity. BACKGROUND — WHAT IS NUCLEAR SPENT FUEL? ● Spent or used fuel rods from commercial nuclear reactors are classified as high-level radioactive waste and their storage and disposal are regulated under the Nuclear Waste Policy Act. ● This waste is extremely dangerous. Unshielded, it can give off a lethal dose of radiation in seconds. ● Federal law requires that spent fuel be isolated from the environment for 10,000 years — nearly two times longer than all of recorded history. ● The National Academy of Sciences estimates it would take 3 million years for spent fuel rods to decay to the same level of radioactivity and risk as the uranium ore it came from.     FACT SHEET Oppose State Takeover of NEPA Analysis WHY NEPA IS IMPORTANT The National Environmental Policy Act, signed into law by President Nixon, was our country’s first major law establishing national environmental priorities. It was also landmark legislation regarding public transparency and accountability. Today, we take for granted that the public has a right to participate in federal decision-making processes, but in fact it was NEPA that first established this right. Implementation of NEPA on our federal lands triggers numerous other important federal laws, such as those requiring multiple-use management, historic preservation laws, endangered species protection, the Freedom of Information Act and more. NEPA requires that the federal government evaluate the environmental impacts of their proposed actions, and inform and engage the public in these assessments and decisions. The NEPA process is complex - balancing many competing and sometimes conflicting national and local priorities. REASONS TO OPPOSE STATE TAKEOVER OF NEPA: ● Our national public lands belong to all Americans. The state of Wyoming is ill-suited to ​ ​ objectively evaluate and balance the many national interests for these lands. We need the national outlook in the NEPA process to protect these lands from short-sighted exploitation. Wyoming citizens have repeatedly shown they do not support transfer of ownership or management of these lands to the state. ● The proposal is not legal. There is no such thing as state “primacy” for NEPA. We would need to ​ see Congress change many laws to forward this effort. The legislature has far more important and pragmatic issues to focus on. ● The state has no experience managing lands for multiple use.
