Times in brackets may be anticipated but should not be passed. xi GENERAL ASSEMBLY BUSINESS COMMITTEE A Guide to Assembly Procedure 1. Members of Assembly consist of all ministers in active duty or retired and some elders, ex officio, together with a representative elder from each established Congregation plus other elders commissioned by Presbyteries to correspond with the number of ministers serving in special appointments. The Assembly quorum is fifty members. (a) Deaconesses, Licentiates, Presbytery representatives of Presbyterian Women and youth, representatives of SPUD and some others are invited to “sit and deliberate” as associates – i.e., to take part with members freely in debate but without voting. Kirk Sessions have been given permission to name an additional elder who may sit and deliberate when the representative elder is not able to attend. (b) While members should bear in mind any opinions or concerns of their Congregations, Kirk Sessions or Presbyteries, neither ministers nor elders attend as “delegates”, obliged to vote as instructed by any of these. The Assembly should be a gathering of fully responsible, free Christian men and women, always open to spiritual guidance and information on a Church-wide basis, not a device for counting up decisions already made elsewhere. 2. The Moderator is chairman of the Assembly, in charge of proceedings, but should not take sides in debates. Former Moderators may deputise from time to time, should the Moderator wish to take part in debate or to withdraw from the House. (a) When the Moderator rises to speak at any point all other members must yield to the Chair. (b) Members should stand when the Moderator enters or leaves at the beginning or end of proceedings. Members may enter or leave at any time during proceedings, but should do so with as little disturbance as possible. It is a courtesy in so doing to give a slight bow to the Chair. (c) The recommended form of address to the House is simply “Moderator” (not “Mr.” Moderator, etc). Speakers should face towards the House and the microphones, not towards the Moderator. xii 3. Councils & Commissions: Work for which the Assembly is responsible is generally entrusted to various General Assembly Councils and Commissions. These must each present a report to the Assembly. Councils normally have a number of General Assembly Committees working under them, along with permanent Panels and ad-hoc Task Groups. A Commission of Assembly is entrusted with the executive powers of the Assembly, within the terms of its appointment. Members of Commissions, Councils and General Assembly Committees are appointed by the Assembly itself, on the nomination of the General Assembly’s Nominations Committee. Councils and Commissions are led by a Convener, supported by a Secretary, with the latter often being a senior member of staff. In what follows the word “Councils” covers Councils, Commissions and the General Assembly Business Committee. 4. Reports of Councils: While the Assembly is obliged to “receive” the report of each Council, it does not “adopt” or accept responsibility for the contents of any report. Reports carry only the authority of the Council concerned and not of the Assembly. (a) If found too unsatisfactory the report, or a section of it, may be received and referred back.

Policy development, particularly the current ten year strategy for victims and survivors 2. Funding arrangements for victims and survivors, particularly funding for groups providing support services Strategy for Victims and Survivors Following the first major strategy for victims and survivors in 2002, Reshape, Rebuild, Achieve, the current ten year strategy launched in 2009 set out the framework for victims and survivors as follows: Commission for Victims and Survivors to advise OFMdFM Victims and Survivors Forum to advise the Commission Victims and Survivors Service to administer support to victims and survivors A review of the first four years of the Commission found that it had not had the impact intended.

    CHURCH OF THE HOLY RUDE STIRLING (Church of Scotland) NEWSLETTER SUMMER 2016 FROM THE MANSE Dear Friends In the warm May sunshine I write as we find ourselves between the days of Ascension and Pentecost, having celebrated the ascension of Jesus but still, in terms of the Church year, waiting to celebrate the great festival of the Holy Spirit. For the first disciples, this was a time of waiting, a time to reflect, a time for patience and prayer. Jesus had left them behind on earth with the command to preach the gospel to every nation, but the promised helper had not yet come upon them to inspire them and fill them with a renewed sense of purpose. There are moments in everyone’s life, when the demands of work or family or friends mean that we can feel overwhelmed by a continuous series of events, without time to stop and think, or time to relax and restore ourselves physically, emotionally and spiritually. All the wonders of modern technology, which do so much to improve our lives, can also become sources of stress, adding to the feeling that modern life is conducted at an ever-faster pace as we try to keep all the plates spinning. Usually, when things run away with us, some at least of those spinning plates come crashing down. There is a lesson here for all of us, that if we want to follow the example of Jesus, we will find in the gospels that he regularly took time off to be alone or with a small number of his disciples, far from the demands of the crowds that followed him, far from the daily demands of the ministry he pursued among the people.

The project also engages young people and new citizens on themes of citizenship and cultural and political identity. In 2018 the Association initiated its ‘Heritage, History & Memory Project’. For the inaugural launch of this project it was decided to focus on the period of the 1960s, the Civil Rights Movement, and the early stages of ‘Troubles’. To accomplish this, it was agreed to host a series of six workshops, looking at different aspects of that period, with each workshop developing on from the previous one. The format for each workshop would comprise a presentation by a respected commentator/historian, which would then be followed by a general discussion involving people from diverse political backgrounds, who would be encouraged to share not only their thoughts on the presentation, but their own experiences and memories of the period under discussion.

The Education and Library Boards (ELBs) have advised that the number of surplus pre-school places available in the 2010/11 academic year, broken down by pre-school and constituency are as detailed on the attached Table. Information supplied is as at 30 April 2010 except for the pre-school providers marked * which are as at 13 April 2010. The North Eastern Education and Library Board (NEELB) have advised that as at 13 May 2010 there were 12 surplus places available for allocation, as required, to pre-school providers within the voluntary/private sector. The voluntary/private sector pre-school providers within the NEELB area are marked **. Pre-school places in the voluntary/private sector are funded only for those children in attendance at settings at the end of each month.

    GRASPING THE NETTLE NEWSLETTER Spring 2021 How Can a Scientist Believe in Miracles? A Perspective from Professor John Lennox Easter! A time when the world celebrates in ways as diverse as consuming chocolate eggs and Easter bunnies, to pilgrimages and dawn services—covid permitting! Coinciding with emergence of spring flowers and higher temperatures, Easter is a time to shed the mentality and clothes of winter. But for those interested, Easter has a much deeper meaning: the ultimate evidence of the truth of Christianity. But in an era dominated by science and technology can such a belief be sustained by rational minds? They don’t come more rational than philosopher of science and mathematician Professor John Lennox of Oxford University. GTN asked him our headline question. The site of The Garden Tomb in East Jerusalem. Jesus might have been buried over a weekend in a tomb like this one. The resurrection of Jesus! Are we to take this as an actual event in history? If we do, then it was clearly something supernatural and we shall rapidly meet the objection that this is anti-science. After all the Scottish philosopher David Hume simply stated that “miracles are violations of the laws of nature”. Understandably those who hold this view resent and reject the idea that some god could intervene and alter -”violate” - these laws. That would overturn the very basis of our scientific understanding of the universe. To such a mind, the resurrection is best ascribed to beliefs of a primitive pre-scientific culture where people were ignorant of the laws of nature and so readily accepted miracle stories.
