ATATÜRK's FOREIGN POLICY UNDERSTANDING and APPLICATION Şaban ÇALIŞ* Hüseyin BAĞCI SÜ İİBF Sosyal ve Ekonomik Araştırmalar Dergisi 195 ATATÜRK’S FOREIGN POLICY UNDERSTANDING AND APPLICATION Şaban ÇALIŞ* Hüseyin BAĞCI** Abstract After 1923, domestic and international affairs of Modern Turkey were essentially formed by Mustafa Kemal, intended to integrate with the Western World and complete Turkey’s modernization project. In this context, Turkish state changed its identification radically and accepted secular character instead of religious components in her identity in order to run western oriented foreign policy and create a modern nation. The Kemalist reformation was in reality Turkey’s total break with its Islamic, Ottoman and to some extent with its Turkist past on one hand, and total embrace of Europe through an acceptance of its values and institutions. In this article, the application of Kemalist foreign policy understanding in the 1920s and 1930s by Atatürk himself analyzed in terms of establisment of the Turkish state and the defining Turkish national identity. Modern bir millet yaratma ve Batı eksenli politikalar yürütmek hedefi bağlamında, kimlik tanımındaki dini unsurların yerine seküler karakterdeki unsurlar benimsenmiş ve Türk devlet kimliğinde radikal bir değişim yaşanmıştır. Kemalist reformlar süreci bir taraftan Türkiye’nin İslam’la, Osmanlı ile ve hatta bazı noktalarda Türkçü geçmişiyle tümden bir kopuşun yaşanması, diğer yandan da tüm değerlerini ve kurumlarını kabul ederek Batı ile tam bir bütünleşmenin sağlanması anlamına gelmektedir. Bu makalede, 1920 ve 30’larda bizzat Atatürk tarafından şekillendirilen Kemalist dış politika anlayışının uygulamaları, Türk devletinin kuruluşu ve Türk milli kimliğinin tayini ekseninde incelenmiştir. Introduction Modern Turkey and its foreign policy cannot be evaluated properly without understanding Mustafa Kemal Atatürk as a leader and practitioner in political life including domestic and international affairs. As much as is in the case of creating the Turkish Republic as a modern state, the very foundations of Turkish foreign policy were put by Mustafa Kemal and have since then remained essentially unchanged. As simply put it, Mustafa Kemal first of all wanted to create a modern and western country and then he used foreign policy as well in order to realise this basic aspiration. Just as he introduced many reforms in order to westernise Turkish state and society, so did he establish a foreign policy intended to accord with the standards of Western civilisation. For it was his sincere desire to see Turkey among the Western countries, Turkey completely turned its face from East to West, internally and externally in his lifetime. What Turkish decision makers have done since his death has not been different from what had been done already: Turkey was actually being integrated with the Western world. It is therefore a must to have a look at Mustafa Kemal’s own foreign policy understanding and application if we want to understand modern Turkish foreign policy. After the establishment of the Turkish Republic in 1923, foreign policy had also been regarded by the Kemalist establishment as a part of Turkey's modernisation and westernisation/ Europeanization1 process as much as domestic policies. In terms of creating modern Turkey, there is not a major difference, in the final analysis, between Atatürk's reforms such as the abolition of the Caliphate or the fez reform and foreign policy. Since 1923, Turkey has accordingly developed a powerful internal structure, which does not allow external changes such as the collapse of the Cold War to alter drastically the traditional course of foreign policy. According to Mustafa Kemal himself, there was, and should be, close correlation between the internal structure and foreign policy of a country. In Nutuk (Speech), he explained this as follows: What particularly interests foreign policy and upon which it is founded is the internal organisation of the State. Thus it is necessary that the foreign policy should agreed with the internal organisation. In a state which extends from the East to the West and which [unites] in its embrace contrary elements with opposite characters, goals and culture, it is natural that the internal organisation should be defective and weak in its foundations. In these circumstances, its foreign policy, having no solid SÜ İİBF Sosyal ve Ekonomik Araştırmalar Dergisi 197 foundation, cannot be strenuously carried on. In the same proportion as the internal organisation such a State suffers specially from the defect of not being national, so also its foreign policy must lack this character. To unite different nations under one common name, to give these different elements equal rights, subject them to the same conditions and thus to found a mighty state is a brilliant and attractive political ideal; but it is a misleading one. It is an unrealisable aim to attempt to unite in one tribe the various races existing on the earth, thereby abolishing all boundaries. Herein lies a truth which the centuries that have gone by and the man who lived during these centuries have clearly shown in dark and sanguinary events There is nothing in history to show how the policy of pan-Islamism could have succeeded or how could have found a basis for its realisation on this earth. As regards the results of the ambition to organise a State which should be governed by the idea of world-supremacy and include the whole humanity without distinction of race, history does not afford examples of this. For us, there can be no question of the lust of conquest. On the other hand, the theory which aims at founding a 'humanitarian' State which shall embrace all mankind in perfect equality and brotherhood and at bringing it to the point of forgetting separatist sentiments and inclinations of every kind, is subject to conditions which are peculiar to itself. The political system which we regard as clear and fully realisable is national policy. In view of the general conditions obtaining in the world at present and the truths which in the course of centuries have rooted themselves in the minds of and have formed the characters of mankind, no greater mistake could be made than that of being a utopian. This is borne out in history and is the expression of science, reason and common sense. In order that our nation should be able [to] live a happy, strenuous and permanent life, its necessary that the State should pursue an exclusively national policy and that this policy should be in perfect agreement with our internal organisation and be based on it. When I speak of national policy, I meant it in this sense: To work within our national boundaries for the real happiness and the welfare of the nation and the country by, above all, relying on our own strength in order to retain our existence. But not to lead the people to follow fictitious aims, of whatever nature, which could only bring them misfortune, and expect from the civilised world civilised human treatment. Friendship based on mutuality (Ghazi, 1929: 377-379; Atatürk, 1989: 584-587). In this quit lengthy quotation, he certainly meant that the principles of Turkish revolution which established a modern state aimed to create a western nation/society were at the same time the principles of modern 198 Şaban ÇALIŞ - Hüseyin BAĞCI Turkish foreign policy. Indeed, when one looks at Kemalist principles and modern Turkish foreign policy in application together, one can see that there is a perfect agreement between them. Above all, the more westernising reforms had been materialised the more Turkey turned its face from the East to the West. In the following pages, the application of Kemalist foreign policy understanding by Atatürk himself will be analysed under some subheadings covering the period of 1923-1938. These parts will include: i-Atatürk's perception about establishing a relationship with the West in general; ii- Turkey's relations with Islamic countries and Arabs; iii-the emergence of the Italian threat and the establishment of regional pacts; iii-relations with the Soviet Union; v-Turkey's rapprochement with Britain. At this point of the article, it should be noted that Atatürk's main concern in the 1920s in particular was to establish the Turkish state and to define Turkish national identity. As far as foreign policy is concerned, the basic issue was the consolidation of Turkish national independence and sovereignty. After obtaining international recognition, the best foreign policy option during the period was to ensure Turkey's security by avoiding foreign entanglements and by achieving workable agreements with neighbours in matters of local and regional concerns. Nevertheless, as we will see in the following pages, Turkey's modernisation efforts also provided a considerable input for foreign policy and the Turkish state's identification with the ideals and ideas of the western world considerably affected Turkey's foreign relations even during the period. 2. Anti-westernism and Anti-imperialism Dichotomy A conventional understanding argues that Atatürk himself adopted an anti-imperialist, anti-western, and at least neutral and pragmatic policy in international relations. However, this approach is misleading, if not an attempt to distort historical facts. As far as is understood from available sources, the truth is that his foreign policy was western oriented as much as his reforms. But it is a fact that the Turkish war of national liberation was at the same time waged against those western countries which agitated and supported the Greek invasion plans of Anatolia and decided to divide Turkey into small zones of occupation as revealed in the Sevres Agreement.

    TURCO-BRITISH RAPPROCHEMENT ON THE EVE OF THE SECOND WORLD WAR YÜCEL GÜÇLÜ The First World War failed to resolve the basic conflicts among the European powers. The injustices inherent in the Versailles peace settlement only worscncd the complicated national questions which bedevilled the whole of Europe. The military, political and economic developments which followed i9 i8 drove the European world towards a new grouping of powers. At the bcginning of the i930s the countries of the Balkan Peninsula once more bccame the stage in an acute struggle among the largest nations in the world. The interests of Britain, France, Germany and ltaly clashed, as the Balkan countries occupied a crucial position on the East-West route. The confiicts among the greater European states, sharpened on the eve of the Second World War, aggravated the politicaI situation in the Balkans and impeded the realisation of the regional diplomatic plans of both Western countries and of Nazi Germany and Fascist ltaly. Hence a closer scrutiny of the distribution of power in southeastem Europe and the Ncar East during the Iate i930s, as well as the policy of the great powers vis-lı-vis this area may help to better grasp the complcx international configuration prevailing in Europc on the brink of war. Continuing its traditional policy of balance of power in Europe long af ter the First World War, Britain contributed considerably to the rehabilitation of Germany as a military and political power on the European continent intended to counterbalance the exccssive strengthening of Francc.     CHAPTER EIGHT EMBASSY AT WAR, 1939–44 It was perhaps unfortunate that in early 1939 Sir Percy Loraine left Turkey. Th e diplomatic staff had suff ered another serious loss in the previous summer when Colonel Woods retired. It also remained no larger than it had been when at the beginning of 1937 Loraine complained that he was so short-handed he could not be expected to produce the embassy’s annual report on time.1 Th e mission contained seven diplomats: a chancery of fi ve, which included two Levant Service offi cers with local diplomatic rank; and a commercial section of two. Th is put it on the same level as the embassy in Tehran and signifi cantly beneath the one to which Loraine had been moved at Rome.2 Th e air attaché, the laconic Wing Commander Th omas Elmhirst, was alone among his service colleagues in not having side accreditations. Contact between the Ankara and Istanbul posts was impeded by the fact that the telephone connection was bad and in any case tapped.3 Building work on the new ambassadorial residence at Ankara had only just been started. Beyond Istanbul and Ankara there were now consular posts at only Trabzon, Mersin and Izmir. However, the embassy’s position on the eve of the outbreak of the Second World War was not altogether a weak one. Alarmed by the international situation, the Foreign Offi ce lost no time in appointing a new ambassador, so ensuring that he arrived before Loraine departed and enabling him to “pick his brains”.4 Th e new chief of mission, Sir Hughe Knatchbull-Hugessen, may not have had a commanding pres- ence but—like all his recent predecessors—he was highly intelligent, witty, well-schooled in his craft , and a diplomat of considerable experi- ence.

The man travelled east aboard the Oriental Express, steaming from Vienna to Istanbul, and then onward across the Anatolian Plateau, which was fecked white by an early winter snow. He was bound for the new Turkish capital of Ankara in central Anatolia. The man arrived at his destination on the morning of January 30, 1934, greeted by a damp chill that settled between the alleyways on the steep slopes of the old town.1 This man was Sir Percy Loraine of Kirkharle, a ffty-four year old British ambassador who had ended his post in Egypt a year be- fore and now was slated to take charge of the British Embassy in Turkey.

    Journal of Anglo-Turkish Relations Volume 2 Number 2 June 2021 Portraits from War to Peace: Britain and Turkey (1914-1939) Nur Bilge Criss1 Abstract The purpose of this article is threefold. One is to address an age-old foreign policy framework that shaped Anglo-Turkish relations prior to and in the aftermath of World War I (WWI). Namely, how the Eastern Question came to bear on the ideational level and in practice in Anglo-Ottoman/Turkish relations. Secondly, punitive peace conditions were imposed on the Central Powers under the unprecedented demand for unconditional surrender. Victors did not take into consideration the possibility of resistance, let alone armed resistance from the defunct Ottoman Empire whose core territories, including its capital were under Allied occupation. A state of war continued until a negotiated peace was concluded in 1924. Peace-making was formalized in 1920, but mainly in terms dictated by the Allies. Hence, a state of war continued until resistance prevailed in 1924. The third aspect of the saga was peacebuilding. European conjuncture of the 1930s forced London and Ankara, by then the capital of the Republic of Turkey, to mend fences albeit reluctantly for the former, but facilitated by diplomats. Consequently, inspired by the English poet Alexander Pope that “the proper study of mankind is man,”2 this article analyses the politics of war, its aftermath, peace-making, and peacebuilding through portraits of public influencers, decision makers and diplomats who were practitioners of policy. Inherent during this timeframe is how assumptions about their political future resonated on their Turkish interlocutors.

    ALEXIS ALEX AN D RIS TURKISH POLICY TOWARDS GREECE DURING THE SECOND WORLD WAR AND ITS IMPACT ON GREEK-TURKISH DETENTE Immediately after the Anatolian War (1919-1922), the Turkish leader Mustafa Kemal Atatürk expressed his readiness to forget old grievances by declaring: «I could never myself keep on hating a nation for the mistakes of its Government... And towards the Greeks I feel the same. I am confident that we shall soon be great friends, friends as we were before the Powers intervened»1. This spirit of conciliation was shared by the former protagonist of the Megali Idea, Eleftherios Venizelos, who, after the traumatic experi­ ence of the destructive Asia Minor campaign, realised the futility of enmity between the two Aegean neighbours. After his return to power in 1928, the Greek leader embarked on a determined policy of mending fences with Ankara2. In this he was seconded by the Tur­ kish premier, İsmet İnönü, with whom he had been closely associated during the Lausanne negotiations (1922-1923)3 . 4 The new spirit of goodwill among leaders in Athens and Ankara led to the signing of the so-called Rüştü-Polychroniadis agreement of 10 June 19301, which liquidated disputed points arising out of the Lausanne Convention for the Exchange of Greek and Turkish Popu­ 1.     "AN ANALYSIS OF ATATüRK'S FOREIGN POLICY, 1919 - 1938" Dr. Ömer KÜRKÇÜOGLU ı. INTRODUCTION Turkey, being located in between the Western and the Eastern worlds, has been for many centuries a bridge connecting the two worlds. 'l'urkey's geographical location alone has provided attraction for international rivalry. This factor by itself gave Turkey possibilities to play off one rival against the other in the last century of the Ottoman period. As amatter of fact, no single power could stand against the rivalry of so many great powers by military means alone. Diplomacy was an inalienable means of safeguarding the sovereignty of any such nation which was the centre of attraction of such extensive international rivalry. it is therefore understandable why many foreign scho- lars have often described the Turks as "born diplomat~". Indeed, the Turks being in the easternmost of the West and in the westernmost of the East have acquired both the Western talents and the Eastern virtues. In the XIX. century, for. instance, Turkish diplomats like the Foreign Minister Keçecizade Fuat Paşa rightfully won the admiration of many foreign colleagues. Upon this background we find in Mustafa Kemal Ata- tür~ not only the great talents of a military leader, but also the. inborn qualities of a far-sighted diplomat. Indeed,it was his diplomatist side that complemented his military genius which in the end won the Turkish nation the Turkish \var of independence and in the later years maintained for 134 THE TURKISH YEARBOOK ıVOL.
