Prior to the Commencement of the Parish Council Meeting representatives from National Grid plc and Richard Roberts MEng CEng MICE, Bridge Maintenance Team Leader, County Council, Communities Group, Design Services made representations.

National Grid Plc presentation of work to the High-Pressure Gas Pipeline near Offchurch A brief presentation of the work involved was given to the JPC and members of the public. The relevant documents had been requested. The main concern expressed was the depth of the pipeline in relation to the track height of HS2.

National Grid Plc confirmed that their new, reinforced pipeline would be 5m below the existing HS2 trackbed height. They confirmed that this dimension was correct and could not be reduced. National Grid Plc also confirmed that they would be working to the Code of Construction Practise. Any questions could be forwarded to the National Grid via the Clerk.

Presentation by Richard Roberts MEng CEng MICE, Bridge Maintenance Team Leader, Warwickshire County Council, Communities Group, Design Services - Hunningham Bridge The technical report had identified and summarised a number of means to manage the risks of incidents on crossing Hunningham bridge, and it was recognised that these options could be used in tandem to some effect, and some might not be appropriate due to the rural location. Those potential options included;

1) Road Markings - to emphasise and encourage vehicles to give way at the appropriate locations, where vehicles may pass, whilst narrowing the running lane across the bridge, the intention being to slow drivers down on approaching the pinch points between parapets. 2) Overhauling Signage - to include more prominent signs to advise and instruct 'no HGV's', with specific vehicle restrictions displayed on approach e.g. width restriction. This overhaul would take place on the wider network and target junctions on both approaches, and aim to route vehicles more appropriately away from the river crossing. 3) Lighting - additional street lighting columns on approach and on the bridge. At this time not deemed appropriate due to the rural location. It has also not been proved that a lack of lighting is a contributing factor to the historic collisions. 4) Bollards - the use of protective reflective bollards on approach and near pinch points, as means to protect the stone fabric. Installed to a height below that of the parapet, these bollards would not be overly intrusive on the landscape view, bar those on crossing. The County have successfully implemented similar features at Bidford Bridge and Stoneleigh River. 5) Kerbing - High containment kerbs along the bridge, to create a physical barrier as well as guidance. Water Orton's bridge crossing was used as an example of this, however, the significant cost and structural implications on the existing bridge deem this as inappropriate. It would also block access to the pedestrian landings on the cutwaters, and still require traffic light installation to manage queued crossings. Kerbs also reduce the available width, which borders on the limit at present. This hard engineered feature is not considered to be complimentary to a structure of Hunningham's historic value. 6) Signals - Traffic signals to the bridge to manage traffic flow which should allow traffic to be effectively managed to ensure that there is minimal risk of conflicts between 'opposing vehicles'. The use of a 'rest at red' phase would prevent tailing at speed, and attempt to reduce the speed on crossing. No need to share the conflict and reception of residents on this one. 7) CCTV - used to identify responsible parties when accidents occur, providing evidence to claim back costs from responsible parties. With no 'weight limit' on the bridge at present (neither environmental nor structural), it would need to target offenders responsible for causing damage, rather than target those in breach of weight, size, or width restrictions.

The options available were discussed and it was agreed the softer options would be pursued first and if these failed the harder options would be looked at. The situation would continue to be monitored.

There were no other declarations of interest.

53. Public participation There were no members of the public present.

54. Minutes The minutes of the Parish Council meeting held on 16th January 2018.

RESOLVED THAT the minutes from the meeting held on 16th January 2018 were approved and the minutes were signed by the Chairman.

55. Matters Arising There were no matters arising.

56. Councillors reports and items for future agenda Nothing to report.

57. Correspondence To receive and note correspondence.

57.1 Leamington Half Marathon Notification had been received about the Half Marathon which was planned to go through parts of Offchurch and Hunningham on Sunday 1st July 2018.

The organisers were keen to discuss ways in which the local community could be involved in the event.

57.2 Parking at Offchurch Notification had been received from Warwickshire Police in relation to the issue of inconsiderate parking having been raised in Offchurch. Where viable the Police requested that residents with off-road parking park their vehicle(s) off the highway to help alleviate the issue raised.

• To provide visibility for other road users, you should not park within 10 metres of a junction. • To allow persons to utilise the footpaths without having to enter the road unnecessarily, you must not obstruct the footpaths and/or dropped kerbs. • Allow room for traffic flow/emergency vehicles.

Parishioners were notified that should they encounter a vehicle(s) which was deemed to be causing an obstruction, they report the issue at the time to Warwickshire Police on 101. Details to be provided of the obstruction e.g. time/date, location, type of obstruction, vehicle make/model/colour and registration.

57.3 Installation of a new broadband box (Offchurch) Notification had been received in relation to the installation of a new broadband box to be situated at School Hill OPP Hill Top Cottage, Village Street, Offchurch Leamington Spa CV33 9AP.

RESOLVED: The parish council to comment as follows: The parish council’s neutral response is arrived at due to 22 residents having objected out of a total of 114 residents of the parish on the electoral roll. This number of residents objecting was correct up until the date of the JPC meeting The decision taken by the Eathorpe Joint Parish Council was unanimous. Objections raised by those living outside of the parish would be a matter for the WDC planning committee.

59. Highways 59.1 Offchurch Parking Previously discussed in detail under correspondence.

ACTION: Councillor Palmer to place a notice in the newsletter.

59.2 Potholes The road from Hunningham Hill cross roads towards Long Itchington reported potholes had now been repaired. Damage to vehicles had been reported.

59.3 Lampposts The lights on the lampposts in Offchurch reported in January had now been repaired last week. It was noted that the lampposts were not numbered and this hadn’t assisted with identification for repair. Joint Parish Council Minutes April 2017 to March 2018 Page| 25 Initialled

60. Police Matters Nothing new to be reported.

61. Chairman’s Report 61.1 Tom Mannion The Chairman reported that unfortunately Tom Mannion had suffered a heart attack. Tom's replacement was David Elliston (Locality Officer for Stratford Upon Avon) who would be in post as of April, although only in the Leamington Area during the morning period.

Afternoons would be spent in the Stratford Upon Avon area until David's replacement commenced employment with WCC, this should be the second week in May. After this date, David would be in the Leamington Area full time.

Therefore, any requests were to be sent to David, although please remain conscious of the fact that during the transition period up to mid May, David only had limited time in the Leamington Area.

61.2 Cycleways WCC had received requests from residents regarding pursuing issues of cycleways with routes between villages. Applications could be made to the HS2 Community Benefit Fund. Parish Council were currently trying to secure funds for a cycleway to run from Weston to .

In light of this WCC had decided to carry out a review of their Cycleway Policy and work would commence on this from April 2018.

It was noted that the policy for an urban cycleway and rural cycleway were different. A rural cycleway required a width of 4’ and an urban cycleway 2’. This could be redressed via the updated policy.

61.3 Street Lighting It was reported that WCC policy was to replace bulbs with LED bulbs, 65% had been replaced.

The lighting issue was currently being reviewed in relation to the requirement for lights to be switched on, the timings of these were being reviewed.

61.4 Path – Offchurch The path would be surveyed next week.

ACTION: (i) Councillor Palmer to send drawings to Councillor Redford. (ii) Councillor Palmer to meet with new surveyor on site next week to discuss further.

63. Mowing Quotation The quotation for mowing of the parishes for 2018-19 had been received and reviewed.

RESOLVED THAT the company provided a good service and the quotation was accepted.

64. Grit Bins RESOLVED THAT the purchase of grit bins be cancelled.

65. HS2 Councillor Burgun provided an update on HS2.

It was reported that a HS2 drop-in session had taken place on 8th February 2018 at Offchurch Village Hall. HS2 Ltd agreed to consider a meeting with the JPC to discuss progress and points arising. Copies of Enabling works and high level Overall Programmes had been received, these had been duly circulated at March’s JPC Meeting.

The requested date by which the Code of Construction Practise would be finalised. This was to be advised by HS2.

It had been advised that discussions with the Design and Construct Main Contractor, Balfour Beatty could start in Autumn 2018 at this time the detailed design progress would allow dialogue. The main Construction was now due to commence 2020. The portion of the Welsh Road between the Fosseway and the Long Itchington Road junction needed examination as to it’s adequacy once the Long Itchington Road, immediately to the west of the Fosseway, was closed.

HS2 drop-in session 8th March 2018 at Offchurch Village Hall HS2 Ltd advised that they would meet with the JPC, an invitation to be formally issued. Information had been requested from HS2 as to the work that National Grid Plc would be undertaking to reroute the High-Pressure Gas Pipeline in the Offchurch area. HS2 Ltd advised that the Code of Construction Practise was now in it’s final format on their website.

HS2 Phase 2A (Birmingham to Crewe ) Petition hearings would be commencing the week beginning 19th March 2018. Joint Parish Council Minutes April 2017 to March 2018 Page| 27 Initialled

Information regarding possible cost of HS2 as reported in the Press Peer Lord Berkeley had expressed concern at the possible cost overrun of HS2. A rail cost expert, Mr. M. Byng, had produced a 4,500 page report indicating that the cost of Phase 1 of HS2 could rise to £51b, the current Government estimate being £24b. The Tax Payers Alliance had indicated that the total cost of HS2 for phase 1 and 2 could rise from £54b to over £90b.

The Government has stated that HS2 was on time and on budget.

The Courier had published an article on the effect of HS2 on the ancient Cubbington Wood.

RESOLVED THAT (i) The update be noted. (ii) Clerk to formally invite HS2 to the JPC’s May meeting.

66. Cycleway Councillor Palmer and Councillor Doody had emailed the Clerk at Parish Council for an update following Councillor Palmer’s attendance at their meeting to discuss the cycleway. The intention was for a joint working party. No response had been received.

It was noted that if the project proceeded that this would incur extra hours for the Clerk. It was agreed that the Clerk log these hours separately and could claim as overtime.

ACTION: Clerk to email the Clerk of Radford Semele for an update.

67. Date of the Next Meeting The date of the next meeting was confirmed as 22nd May 2018 at Off Church Village Hall. This would include the Annual Parish Meeting, Annual Parish Council Meeting and Parish Council meeting.
