NEWS HEADLINES DETAILS Anti-measles vaccine safe PESHAWAR: The provincial health department has launched probe into the incidents but negligence causing involving hospitalisation of children after getting vaccine in different districts of the province during the ongoing 12-day campaign against measles. About 150 children developed health complications complications after getting measles vaccine in Hangu, Kohat and Swat. Daily Dawn, 29th May 2014 On Wednesday, children of a private school also landed in a hospital soon after receiving the vaccine. Officials said that measles vaccines, purchased and procured by the federal government and supplied to the provinces, were safe but the reactions were caused by human error and negligence. The campaign, launched on May 19, covered about 72 million children of the target nine million. The drive is being extensively monitored to safeguard the children instead of exposing them to health complications. Officials said that investigations into the incidents showed that the vaccinators didn’t follow the scientific protocols that caused complications. One vial covered maximum of 10 children but new syringe should be used for every person to prevent adverse reaction. In Peshawar, a technician left his duty to another person, who wasn’t trained and used the same syringe for seven children, according to initial probe conducted by the health department. Officials said there was no chance of expiry of the vaccine but mistakes by the vaccinators caused the problem. They said vaccinators were also required to prepare the injection by fixing powder with distilled water and immediately administer it to the children. “In many cases of reaction, we have found that the vaccinators failed to apply correct techniques and prepare the injections well before being administered to the children,” officials said. They added that it was also important to discard the remaining doses of the vials if those weren’t given immediately to the children. Officials said that adverse affects were observed in two children per 100,000 which shouldn’t worry the people. They said that vaccinators had cold boxes to carry the vaccine safely as they knew the expiry of the vaccine from the vial monitor but the main problem was mistakes made by the people associated with the effort. Officials said that the campaign was launched in the province keeping in view soaring cases of measles during the last two years. They said that as opposed to oral polio vaccine, which could be administered by anyone as it required two drops through mouths, the anti-measles injections could only be administered by health workers or trained vaccinators. Officials said that they were also investigating about the training of the vaccinators in the areas from where cases were reported. About five to 10 per cent children could develop temperature within 24 hours of the injection but it posed no threat to the recipients, they added. The campaign, to end on May 31, will continue to cover the target children. He said the directorate of Fata had deployed 4,470 vaccinators besides setting up 206 fixed centres and 65 transit points to reach 6,21,681 targeted children amid tight security arrangements in designated agencies and Frontier Regions. “We need to motivate people and create demand for OPV among parents,”

Meanwhile, additional chief secretary of Fata Arbab Mohammad Arif, who inaugurated the campaign at the Fata Secretariat in Peshawar, on Monday called upon the people to cooperate with vaccinators and ensure that all targeted children less than five years of age to protect them from the disabilities and rid the society from polio once and for all. Fata director (health) Pervez Kamal said children desperately needed vaccination for protection against diseases. He said polio was the only disease, which could be completely eradicated through vaccination. “Vaccination of adults before boarding planes will scale up awareness among the parents about the importance of the OPV,” he said Anti-polio drive starts in BAJAUR AGENCY: Three days anti-polio campaign will start today (Monday) in Bajaur Bajaur Agency and 227,300 children would be vaccinated against the disease. Ms Kishwar said the termination of a contract of the National Research and Development Foundation, a Peshawar-based NGO, at a time when it had succeeded in doing away with refusal against anti-polio vaccination in Khyber Pakhtunkhwa and the Federally Administered Tribal Areas was a wrong move on part of the Unicef.She said the Unicef had engaged the NRDF in 2009 to address the growing vaccination refusal cases.“The organisation was supposed to work with the Unicef until December 2012 under an agreement but its contract was terminated a few months earlier without citing any reason. The sudden move caused widespread resentment among around 14,000 religious leaders representing the NRDF,” she said. The MNA said the UN agencies were bound by the law only to help the government in anti-polio fight but in Pakistan’s case, they were in the driving seat.She said after the termination of contract, an armed campaign against vaccinators had begun and since December 2012, 32 people had lost life in polio- related violence in the province.“Since then, the incidence of vaccination refusal has gone up,” she said.She said she was concerned as separating religious leaders from the anti-polio campaign could complicate things. Ms Kishwar said vaccination refusal cases in Khyber Pakhtunkhwa and Fata totaled 5,000-6,000 only when the Unicef parted ways the NRDF but the number had gone up to more than 50,000 in the region since then. She said the people, who had begun vaccinating children against polio after the persuasion of religious leaders, had developed suspicion about vaccination after the NRDF contract was terminated. When contacted, senior coordinator of the WHO for Dr Elias Durry said his organisation recognised the difficulties the anti-polio programme currently faced in the country but it was pertinent to remember that there were hundreds of thousands of innocent children, who were ‘avoidably destined to’ be paralysed. “Reversing the fate of these children requires collective responsibility and commitment from all, including governments at different levels, implementing partners including the WHO, civil society, religious leaders, media, politicians and community leaders. “We need to set our sights on polio-free Pakistan. The WHO has always been and will continue playing its role as technical agency in polio eradication efforts,” he said.Regarding the IDB loan, he said it was a normal arrangement.“These funds were utilised on behalf of the government based on transparent and clear agreement,” he said.Communication manager at Polio Eradication Initiative of Unicef, Pakistan Shelley Thakral said, “we echo the WHO’s sentiments.”She parried questions about the Unicef’s role on the anti-polio fight in the country. Kicking off 12-day anti-polio and anti-measles campaigns, Sindh Health Minister Dr Saghir Ahmed announced that the government was trying to make easy the process of obtaining the certificate. “Such certificates can easily be obtained from any government hospital free of cost,” the minister said. However, some leading private hospitals such as Aga Khan University Hospital and Hospital, have been issuing polio certificates to travelers. Prior to the WHO restriction, the Aga Khan University Hospital (AKUH) has been charging from Rs1,300 to Rs1,500 for this service. Dressing down the authorities for their failure in making Pakistan polio free, the Pakistan Medical Association (PMA) feared the moneymaking would make its way in the corruption-plagued departments of the country. “Travel bars are shameful for the the 7th nuclear power,” PMA Secretary General Dr Mirza Ali Azhar added. “Billions of rupees have been spoiled in the name of splashed account of Expended Programme of Immunization (EPI) but the government has completely failed to make Pakistan a polio free country,” he said. Police have registered a case against the drug dealers and are investigating. 300 HIV positive prisoners LAHORE: Advisor to Chief Minister Punjab on Health Khawaja Salman Rafiq on Thursday in Punjab jails disclosed that the total number of injectable drug users in Punjab was around 63 thousand which was a matter great concern. The Nation, 23rd May 2014 While addressing the launching ceremony of United Nations Office of Drug Control (UNODC) in Punjab, he said that provincial government was providing preventive services to some 16500 drug users at the centers established in eight cities. He further informed that the registered number of HIV/AIDS people was six thousands whereas 3300 patients of HIV/AIDS are being provided free diagnostic and treatment facilities under Punjab AIDS Control Programme. Kh. Salman disclosed that 50 thousand inmates of prisons in Punjab have been screened out for HIV, out of them 300 prisoners proved HIV positive. He offered UNODC to prepare a joint action plan with the collaboration of for eradication of drugs. He said that this action plan should include wide awareness campaign among the masses regarding use of drugs, capacity-building of treatment facilities and the control of HIV/AIDS. The representative of UNODC presented report regarding drug use in Punjab 2013. He observed that Afghanistan had become one of the largest poppy cultivating country in the world and stressed the need for effective measures to control smuggling of narcotics. Kh Salman also said that collective efforts of government, civil society, media and NGOs were required to check the use of narcotics. For this purpose, he added, all the stakeholders should unite on one platform. He said that elimination of narcotics was inevitable to eradicate lethal diseases like Hepatitis-C and HIV/AIDS from our society. He said that the negative effects of use of drugs not only badly affected the family of the drug user but it was also harmful for the society and economy of the country. Vaccination counters at PESHAWAR: Vaccination counters are being set up at all agency headquarters hospitals of Fata hospitals on the the Federally Administered Tribal Areas to provide oral polio vaccination certificates to all cards those traveling abroad from the region to implement the World Health Organisation’s (WHO) rd recommendation for vaccinating all Pakistanis boarding international flights. They will not be allowed to board planes. We have made arrangements to facilitate the tribesmen, who visit Middle East and other countries for jobs,” he said. Dr Pervez said the militants, who were opposed to vaccination of children, won’t put up resistance as it was compulsory for them to get vaccinated against polio. He said the Directorate of Health Services, Fata was in contact with the agency surgeons in all seven tribal agencies as well six Frontier Regions to ensure establishment of counters for vaccination and certification at the respective agency headquarters hospitals and offices of agency surgeons immediately. “The medical superintendent and agency surgeon will supervise vaccination counters to ensure that they are visible and have displayed banners,” he said. Of the 66 countrywide cases in 2014, North and South Waziristan agencies have reported 44 and five cases respectively. All these Fata children haven’t been vaccinated since the Taliban banned polio vaccination in June 2012.The officials said people from Fata would be closely watched at airports than passengers from other part of the country.Until now, the Taliban’s ban has crippled around 100 children in Waziristan, where militants insisted vaccination campaign was part of the US espionage plan to kill them. The Taliban’s argument gained currency after Dr Shakil Afridi’s alleged role in fake hepatitis B vaccination campaign came to the fore.Khyber Pakhtunkhwa has already established polio counter at the Bacha Khan Airport, Peshawar, where the people traveling abroad receive OPV and vaccination certificates. KP to vaccinate over 9 PESHAWAR: The Khyber Pakhtunkhwa government will launch a two-week campaign to million children against vaccinate 9.6 million children against measles in the province.Addressing a press conference measles here on Thursday, Provincial Minister for Health Shahram Khan Tarakai said that the drive th would be launched across the province on May 19.He said that during the drive 5,000 Daily Dawn,16 May 2014 workers would also administer anti-polio vaccine to children in seven southern districts -- Hangu, Karak, Bannu, Kohat, Lakki Marwat, Tank and -- while children in 43 union councils of Peshawar would also get anti-polio drops alongside measles vaccination. The minister said that in two union councils of Nowshera, including Jalozai camp, 1.5 million children would receive anti-polio and anti-measles vaccine. “Last year, the province registered more than 10,000 suspected cases of measles with 15 deaths. The number of cases today is 3,666 with five deaths,” he said.Mr Tarakai said that the drive would cost more than Rs1 billion. Of the total outlay for the programme, Rs470 million would be spent by the provincial government while the remaining Rs530 million would be provided by Global Alliance for Vaccine and Immunisation (GAVI), he said. The minister said that children up to 10 years would be administered anti-measles drops under the direct supervision of divisional and deputy commissioners for which necessary arrangements were being finalised. “Following outbreak of measles in Punjab and Sindh, we fear the disease can assume the shape of an epidemic in the province. The effort is aimed to protect children against measles, which is preventable through free vaccination at the government’s hospitals,” he said. Besides the health facilities, children would be administered vaccine in schools, hujra and centres to be established in designated districts, the minister said. Awareness regarding childhood diseases was being created so that people could protect their children from avoidable deaths through immunisation, he said. Mr Tarakai stressed the need for cooperation between the province and centre to ensure vaccination of children in Federally Administered Tribal Areas and stop transportation of polio to Khyber Pakhtunkhwa, which was declared polio-free after the successful vaccination programme. The province made tremendous progress towards eradication of polio but it faced continuous risk from the nearby Fata where the disease broke out, he added. “We have been administering vaccine to children at 179 vaccination points, established for the children coming to the province from Fata,” he said. New case surfaces in SUKKUR: A new case of poliovirus surfaced in Sardar Ahmed Shar village in Jacobabad Jacobabad village district on Thursday when a five-year-old boy with a limp in one leg was diagnosed with th having contracted the crippling disease. A villager Liaqat Ali Shar told journalists that his son Daily Dawn,16 May, 2014 Junaid Ali, 5, had been walking normally during the first few years after his birth but later on his right leg started stunting and losing the strength to carry his weight. He would often fall while walking, he added. He said that a few days ago he took his son to Dr Abdul Rasheed Memon in Jacobabad who told him the limp was caused by poliovirus and advised immediate treatment to save the boy from permanent disability. The parent said that he had informed the head of polio programme of his union council, Dr Safiullah Bhutto, about his son’s condition but no polio team had arrived in their village yet to vaccinate other children. The statement added that the plan had been initiated and health facilities across Pakistan are now vaccinating prospective travelers and issuing the required vaccination certificate. the measures are expected to be completed in two weeks, adding that the government was collaborating closely with WHO, UNICEF and health development partners to mobilise all available resources. Till the printing of the template that is compliant with IHR Annex VII, the certificate can be issued on plain paper with the required stamps from health officials. Polio virus found in KARACHI: Water samples taken from various parts of Pakistan indicate presence of poliovirus in Lahore, Karachi sewers Karachi and Lahore, Express News reported on Tuesday. The Express Tribune, 13th May According to the polio virology lab at the National Health Institute, samples of sewage water 2014 collected from Lahore and Karachi were tested positive for the virus. The samples taken on April 12, from Lahore’s Main Outfall pumping stations confirmed the presence of poliovirus. Traces of the virus were also discovered in three samples taken from Gadap, Machar Colony, Kahmeso Goth and Gulshan-e-Iqbal in Karachi. Surprisingly, for the first time in the history of Pakistan, polio has not been discovered in sewage water samples taken from Peshawar. With more than 90% of the current polio cases in the country genetically linked to Peshawar, it is considered the largest reservoir of endemic poliovirus in the world, according to a report by WHO published earlier this year. On May 12, two fresh samples collected from children in Karachi and North Waziristan Agency were confirmed as poliovirus type 1, causing a rise in the tally of polio cases for the year to 61. This tally includes 47 cases from the Federally Administered Tribal Areas, nine from Khyber- Pakhtunkhwa and five from Sindh. Out of the five cases reported in Sindh this year, three have emerged from Gadap Town. Refusal rate is very high in this area along with the law and order situation which deters workers from visiting each house in the area hampering any efforts towards eradication of the virus. Until now, the Khyber Pakhtunkhwa health department has been administering OPV to children up to five years of age.The department had already anti-polio counter at the Bacha Khan International Airport, Peshawar, where children under five years of age are being provided OPV before traveling abroad.However, the province will need an additional 50,000 doses of the OPV to be able to provide to the about 2000 people traveling through the airport every day. The province has enough human resources to implement the recommendations in letter and spirit but it requires around 600,000 additional doses per year.The provincial government has conveyed to the relevant authorities about the desired quantity of OPV. After the 18th Constitutional Amendment, it was the responsibility of the provinces to procure vaccine but the federal government had taken it upon itself to make sure that the provinces receive OPV. In this light, the health department is waiting the supply of vaccine before embarking on the implementation of the WHO recommendation.The province’s existing stock is supposed to be given to the children to the under-five children during campaigns.Under the plan, the people planning to travel abroad within next forty days could get vaccination at the district headquarters hospitals and teaching hospitals and a certificate by the relevant medical superintendents, while those visiting foreign countries within few days could be given OPV on the counter at the airport. When contacted, provincial health minister Sharam Khan said travel restrictions were initially for three to six months and that the polio vaccine certificate would be valid for one year. “We are fully prepared to implement the WHO recommendation and continue our efforts to eradicate polio,” he said.The minister said the government had made marked progress towards polio eradication due to the Sehat Ka Insaf programme and that efforts were underway to continue vaccination in other districts, too. “We have also requested the federal government to ensure vaccination of children in Fata and put brakes on the transportation of virus to Khyber Pakhtunkhwa. Similarly, request to Afghan government has also been sent through federal government to immunise children in areas located nearby Pak-Afghanistan border,” he said. The minister said the Indian government had already made it mandatory for Pakistanis to get vaccinated against polio before traveling to its territories two months ago. Security plan finalised for BAJAUR AGENCY : The administration of Bajaur Agency has finalised security plan for the anti-polio drive in Bajaur upcoming anti-polio campaign starting tomorrow (Monday) and decided to deploy two Levies th officials with every polio team in most sensitive areas while one official in sensitive areas. Agency Surgeon Dr Zakir Hussain and representatives of WHO briefed the participants about the anti-polio activities, the overall situation and response of local community in this regard in the agency. “Though overall response of community to anti-polio drive in the agency is satisfactory as neither unpleasant incident was happened nor any positive case was reported during the last six months but if the security of health teams was enhanced their performances would further be improved,” said Dr Zakir. He informed the participants that 227,224 children below the age of five will be administered polio vaccines while 1586 health workers will take part in the drive. After a long discussion, participants of the meeting decided that one Levies official would accompany each polio team in sensitive areas while two officials of Levies Force will accompany each team in most sensitive areas of the agency. It also decided that tribal elders and volunteer of village defence committee would also be accompanied the health teams in most sensitive areas during the anti-polio campaign. The meeting decided that because of the security situation the female workers would still not allow to take part in the drive. On the occasion, Bajaur Agency Political Agent said the administration was taking all possible measures to eradicate polio disease in the agency. He directed the officials of the administration and heath to speed up their efforts to uproot poliovirus in the region as the disease make a serious challenge for children of the agency.
